La diputada del bloque PRO por la provincia de Buenos Aires, Nancy Monzón, expresó la falta de equidad del anuncio sobre la quita de subsidios realizado esta mañana por el ministro de Economía, Amado Boudou, y el ministro de Planificación, Julio De Vido.

En principio, Monzón repudió las críticas al Jefe de Gobierno, Mauricio Macri, porque «acá, en la provincia de Buenos Aires, (Daniel) Scioli también subió todos los impuestos». «Los municipios también subieron los impuestos, es ajuste o no?» remató la diputada y remarcó que «también subió la delincuencia».

«Quiero imaginar que van a accionar en la Provincia de Buenos Aires con la misma soltura con la que lo hicieron en la ciudad ya que hubo aumentos de patentes, inmobiliarios,por una orden del gobernador «, planteó la diputada.

Siguiendo esta línea, la funcionaria, declaró que «seguro que a Scioli no le quitan los subsidios», y agregró que «en la provincia los aumentos son más altos que en CABA, tanto rentas como municipal».

Por otro lado, Nancy Monzón quiso saber «qué ocurre con lugares de esparcimientos como son Cariló, Pinamar, zona privilegiadas de Mar del Plata, Villa Gesell, y tantas otras, que son segunda o tercera vivienda de los propietarios». «En cambio en Capital Federal, en las zonas que se eliminan los subsidios, pueden ser de jubilados o trabajadores», concluyó la diputada.

Además, Nancy Monzón argumentó que «frente a las medidas tomadas con premura, siempre ocurren arbitrariedades». Por otro lado, se preguntó si «el re-direccionamiento será para seguir sosteniendo el fútbol, Aerolíneas Argentinas, las propiedades de la Sra. de Bonafini, el incremento patrimonial del poder y tantas otras cosas más».

Por último, Monzón sostuvo que «si la quita de subsidios es para beneficio de los más necesitados, de los más humildes, bienvenida sea; pero si huele a revancha, a ‘no me votaron y por eso me la van a pagar’; la cuestión deja el plano de lo económico y de la justicia social y se transforma en revanchismo porque Macri es el principal candidato opositor en el 2015»

Croacia, aceptada en una Unión Europea en quiebra

Con 564 votos a favor, 38 en contra y 32 abstenciones, el Parlamento Europeo dio su visto bueno a la firma del acuerdo con Croacia sobre su adhesión a la Unión Europea a partir del 1 de enero de 2013. La decisión por ahora es formal, pero se prevé que el documento final sea rubricado durante la cumbre del bloque que se celebrará los días 8 y 9 de diciembre. Croacia se convertiría en el primer país de la península balcánica en integrar a la UE.
La Unión Europea está preparada para ampliar sus fronteras, pese a la grave crisis que atraviesa. En medio de esta situación, el Parlamento Europeo se pronunció a favor del ingreso de Croacia en el bloque.

La decisión por ahora es puramente formal, pero se prevé que el documento final sea rubricado durante la cumbre del bloque que se celebrará los días 8 y 9 de diciembre en Bruselas. De este modo, Croacia se convertiría en el primer país de la península balcánica en integrar a la UE.

Antes de que esto suceda, los parlamentarios insistieron en que Zagreb hiciera más esfuerzos en la realización de una reforma judicial y en la lucha contra el crimen organizado y la corrupción, que “sigue siendo notable”.

La decisión de este organismo llega, curiosamente, unas semanas después de que se difundieran especulaciones sobre un presunto proyecto de algunos parlamentarios europeos para reducir el número de integrantes de la Unión. En aquel momento se informó de que los gobiernos de Alemania y Francia estarían barajando una reorganización radical de la eurozona para hacerla más pequeña e integrada, sobre las líneas que tenía originalmente trazadas.

En caso de ser ratificado el tratado por los 27 países, Croacia pasaría a ser el miembro número 28 de la UE.

Lavado de semen permite que hombres con VIH sean padres

Hoy se conmemora el Día Mundial de Lucha contra el Síndrome de Inmunodeficiencia Adquirida (Sida) y, sin dudas, uno de los principales interrogantes sigue siendo cómo lograr hijos sanos de una pareja infectada.

El sida es una enfermedad causada por el virus de Virus de Inmunodeficiencia Humana (VIH) que genera la destrucción del sistema inmunológico de quien la padece.

Más de la mitad de las personas VIH reactivas se encuentran en edad reproductiva y la mayor prevalencia de la infección se encuentra entre jóvenes de todos los niveles socioeconómicos debido a la transmisión por vía sexual. Esto llevó a los hombres y a las mujeres a pensar otra vez en la posibilidad de ser padres y a los científicos y médicos en buscar las herramientas necesarias para lograr el nacimiento de un bebé sano.

La cantidad de relaciones sexuales necesarias para lograr un embarazo varía según la fecha y también según la edad. La tasa de contagio de HIV en relaciones sexuales sin protección se calcula en un 0.0001 por cada relación, así entonces, el riesgo en estos casos sería de 0.001 por embarazo. Cuando es el hombre quien está infectado la tasa de contagio parece ser -según diversos estudios- 5 a 8 veces más alta que cuando la infectada es la mujer aunque hay quienes sostienen que el porcentaje es igual en ambos casos y que varía según la carga viral de quien está infectado.

Parejas serodiscordantes: cuando sólo uno es VIH positivo

Cuando sólo el varón de la pareja está infectado, es posible lograr la concepción con un riesgo mínimo ya que existe un procedimiento con buenos resultados: el lavado de esperma. Esta técnica de baja complejidad asegura la reducción del riesgo de contagio. Pero para lograr ese embarazo es fundamental un correcto asesoramiento y seguimiento reproductivo e infectológico. Independientemente del estado de fertilidad del hombre, uno de los elementos más importantes es la carga viral del paciente para evaluar, con el equipo de infectólogos, si es necesario un tratamiento previo o no.

Otro elemento relevante es evaluar que los niveles de VIH en sangre y semen no se correlacionan. Aquellos pacientes que reciben tratamiento y tienen carga viral en plasma negativa pueden presentar el virus en el líquido seminal con una frecuencia del 2%.

Lavado seminal: ¿cómo es la técnica?

El procedimiento consiste en el procesamiento de la muestra de semen con lavado (separar los espermatozoides del líquido seminal y determinar la carga viral) y luego se implantan los espermatozoides “limpios” en el útero de la mujer por medio de diferentes técnicas de fertilización asistida. La técnica de fertilización que se llevará a cabo dependerá de la historia clínica de la pareja.

Hoy en día ya no existen objeciones respecto del uso y efectividad el método de lavado de semen. Superados los 10 mil nacimientos en el mundo sin contagio le otorgaron el status de “segura”. Más allá de cualquier probabilidad de existencia de células que pudieran albergar el virus, aún luego del “lavado”, este método se utiliza desde 1992 sin incidentes reportados.

Situación que hasta demuestra lo sabia que es la naturaleza. Para que el virus se incorpore a la célula hacen falta unos receptores y esos receptores aparentemente no están presentes ni en óvulos ni en espermatozoides. Algo similar a lo que ocurre en el hombre, se describe en la mujer; y no se ha registrado ningún contagio en todos los procedimientos que se realizan a nivel mundial de ovodonación. En una mujer VIH positiva, el virus se podría albergar en el líquido folicular, que es el líquido dónde se aspira el óvulo a nivel del ovario y, sin embargo, nunca hubo contagio en una mujer en la cual se le colocaron óvulos donados. Es decir, tanto óvulo como espermatozoide como forma de proteger la especie, no tendrían los receptores para que se incorporen los virus que puedan ingresar información genética y hasta producir mutaciones.

Un nuevo debate: embarazo sin procesar la muestra de semen

El centro del debate gira en torno a la posibilidad de lograr el embarazo sin procesamiento de la muestra de semen y programar una relación sexual sin protección en tanto la carga viral del paciente fuese negativa.

Dado un paciente en terapia antirretroviral, el riesgo de transmisión de VIH de una persona infectada a su pareja estable heterosexual son bajas siempre que se haya logrado una carga viral indetectable sostenida durante un tiempo y siempre que no se esté en presencia de infecciones genitales. Sin embargo, aún no existen datos epidemiológicos que prueben que no existe ningún tipo de riesgo.

Los datos virológicos confirman que cuando la carga viral en sangre es indetectable por varios meses, la carga viral en semen habitualmente también se vuelve indetectable, pero no es en todos los casos.

Hay mucha controversia en torno a esto y los estudios recién comienzan. En algunos países, como Francia, ciertos estudios concluyeron que la concepción natural como podría ser una opción razonable entre parejas discordantes, recomendando la auto inseminación cuando la mujer es VIH positiva y sexo sin protección el día de la ovulación para el caso en el que el positivo sea el varón. Estos estudios indican la necesidad de la consulta preconcepcional, que incluya monitoreo de la carga viral, detección de infecciones genitales y una estimación del estado de fertilidad de la pareja.

En el estado actual de cosas, se debe desalentar el sexo sin protección en la pareja serodiscordante y cualquier otra situación que pudiera poner en riesgo la salud de uno de sus miembros o el hijo por nacer. La técnica del lavado de semen continúa siendo la opción más segura para las parejas en las que el varón es VIH positivo.

Detienen a un hombre acusado de ser el responsable de la «Masacre de Flores»

Se trata de Fructuoso Alvarez González, quien fue detenido en Tortuguitas, partido de Malvinas Argentinas. Esta acusado de asesinar en 1994 a cuatro miembros de la familia Bragnato. El homicida recibió perpetua, pero salió libre por un error judicial. El único sobreviviente es un ex participante de Gran Hermano.

Fructuoso Alvarez González, el responsable de la «Masacre de Flores», acusado de matar en 1994 a cuatro miembros de una familia, fue detenido en las últimas horas luego de estar casi cuatro años prófugo de la Justicia, informaron fuentes policiales a Online-911.

Según se supo, Alvarez González fue detenido por la Policía de Seguridad Aeroportuaria (PSA), en la localidad bonaerense de Tortuguitas, partido de Malvinas Argenitnas.

El hombre, está acusado de incendiar el 17 de febrero de 1994 el chalé de dos plantas de Baldomero Fernández Moreno 1906, en Flores. En el hecho murieron José Bagnato, su mujer, Olga Plaza, sus hijos Fernando y Alejandro y un amiguito que se había quedado a dormir esa noche (Nicolás Borda).

El único que sobrevivió fue Matías Bragnato, un ex integrante de Gran Hermano 3, quien logró escapar por la ventana de su habitación, en el primer piso.

El asesino fue capturado cuatro días más tarde y condenado a perpetua en noviembre de 1995. Pero gracias a un tratado, en 2004 fue extraditado a España para que completara la pena allí. En 2008 lo liberaron, pero este año se supo que había falseado datos para lograrlo y volvieron a ordenar su captura.

Según las fuentes, Alvarez González será trasladado a las 11.30 al estacionamiento Norte del Aeroparque Jorge Newbery, en el ingreso a la terminal C, bajo la Torre de Control.

Un diputado se tatuó la cara de Néstor Kirchner

ARGENTINA.- Miguel Funes, militante de la agrupación juvenil La Cámpora y diputado bonaerense electo, se tatuó la cara del ex presidente Néstor Kirchner.

«Creo que Néstor nos marcó a todos nosotros, nos tatuó de alguna forma, todos tenemos un recuerdo imborrable de él. Necesitaba tenerlo en mi piel», dijo Funes al diario La República, de Uruguay. En las últimas elecciones, Funes ocupó el cuarto lugar en la lista de candidatos a diputados por la tercera sección electoral. La semana próxima asumirá su mandato en la Cámara baja bonaerense. Quién es. Funes tiene 35 años, nació en Villa Devoto, se crió en Mataderos y vive en Lomas de Zamora desde 2001. Empezó a relacionarse con la política en 2003, «desde el ámbito sindical».

«Cuando Néstor se hizo más visible en términos nacionales, durante la campaña para el 2003, comencé a ilusionarme al ver un tipo común, que se parecía a nosotros, que se mezclaba con la gente; pero tenía miedo que otra vez nos «defrauden»», contó Funes al portal de La Cámpora .

«Recuerdo que para el 25 de mayo de 2003 fuimos con mi esposa a la Plaza [de mayo]. Ese día vi llorar de emoción a muchas personas mayores: hoy entiendo que veían en Néstor la última posibilidad de ver a nuestra patria levantarse tras más de 30 años de estar de rodillas», relató. Funes decidió militar en la agrupación liderada por Máximo Kirchner luego del voto no positivo de Julio Cobos en el Senado.

«Luego de aquella noche, no dudé en presentarme ante los compañeros para ponerme a disposición y ahí empezó esta historia», dijo. «Es muy difícil traducir en palabras lo que significa La Cámpora, toca una fibra muy sensible. Es una de las agrupaciones que no me venderá como paquete político, es la que elegí, es la que confió en mí. Es en la que están muchos compañeros que sienten la militancia igual que yo y desde acá aportaremos lo necesario para profundizar. Es la de Néstor y Cristina, ¿qué más?».

Hugo Moyano desafía a Cristina con un acto a pocos días de que asuma un nuevo período

El líder de la CGT, Hugo Moyano, organizó un acto en un estadio de fútbol para demostrar su fuerza. Será el 15 de diciembre, a sólo 5 días de la reasunción de Cristina. La presidenta y el camionero tienen una relación tensa. Esperan que Moyano vuelva a reclamar por los aumentos salariales sin tope, además del proyecto para repartir las gananacias de las empresas. Nada es ingenuo en la política argentina. Y Hugo Moyano lo entiende bien. Sólo cuatro días después de que Cristina Fernández de Kirchner asuma en su segundo mandato, el líder de la CGT realizará un acto para mostrar su poder. La concentración será el 15 de diciembre en el estadio de Huracán y se realizará con motivo del día del Camionero. Allí, Moyano será el principal orador y hay quienes esperan que aproveche el atril para marcar las diferencias que tienen con el Gobierno nacional.

Es que Cristina y Moyano han profundizado sus diferencias en los últimos meses, especialmente luego de las elecciones. Dos de los puntos de conflictos son los aumentos salariales del año que viene y el proyecto impulsado por la CGT para que las empresas repartan las ganancias entre sus empleados.

Según el diario Perfil, que publicó el anuncio, Moyano espera reunir entre 45 mil y 60 mil personas. Como si fuera poco, otro Moyano, en este caso Pablo (el hijo de Hugo) puso como plazo el 15 de diciembre para que el Gobierno nacional modifique el impuesto a las ganancias.

El presidente del bloque PRO, Cristian Ritondo, hizo declaraciones tras el anuncio de la quita de subsidios al sistema de alumbrado público, autopistas urbanas y otras dependencias de la Ciudad.

«El ministro Amado Boudou se caracteriza por meter debajo de la alfombra los problemas profundos del país, y olvida que los resultados electorales no son un cheque en blanco, ni mucho menos una patente de corzo para centralizar el poder. Boudou no es el dueño de una patente de corzo y actúa con venganza y resentimiento», disparó.

Para Ritondo el vicepresidente de la Nación electo «tergiversa la realidad y adopta medidas distorsivas por haber promovido una fiesta que ha dejado un costo elevado que quiere compartir con quienes no hemos avalado la economía real de kirchnerismo que ahora quieren sincerar con este tarifazo

«Boudou quiere ensuciar al gobierno porteño con sospechas sobre el destino de los aportes de los contribuyentes cuando debería ser más cuidadoso en estos temas, sin entrar en un concurso de chicanas. Es el menos indicado para hablar de enriquecimiento», expresó.

«En estas horas asistimos a la profundización del relato oficial para desviar la atención de la sociedad sobre los aumentos de las tarifas que erosionarán el bolsillo de los argentinos, pero será en vano, el tarifazo no se tapa con palabras, porque este discurso será desmentido por la realidad en las próximas semanas», agregó.

El titular de la bancada macrista lamentó la falta de respeto de los ministros Julio De Vido y Boudou con la Ciudad Autónoma. Y consideró que si hay que revisar subsidios lo más correcto sería resolverlo entre las administraciones involucradas y no apostar a la demagogia con el sólo fin de satisfacer simbólicamente a las minorías ideologizadas por el relato oficial.

Por último dijo que «el gobierno del PRO sigue dando señales precisas sobre cuáles son los valores republicanos que respeta y busca alcanzar desde la gestión cotidiana, ellos son la igualdad ante la ley, la defensa irrestricta de la autonomía personal e institucional de los porteños y la generación de espacios de libertad y consenso garantizando el acceso a una mejor calidad de vida para el conjunto de la Ciudad».

Winehouse father finds posthumous new album painful

Amy Winehouse’s posthumous new album «Lioness: Hidden Treasures» hits stores on Monday, but the one fan who will find it hardest to listen is her father.
Mitch Winehouse, who has set up a charity in his daughter’s name after she died in July aged 27, heard the collection of 12 songs recorded from as early as 2002, a year before the release of her debut album «Frank.»
But he said the experience had been «difficult,» with the memories of the late chart topper still raw.
«We were finding it difficult to listen to Amy’s music, but we had to listen to it because if it wasn’t up to scratch we wouldn’t have allowed it to go out,» Mitch told Reuters in a recent interview.
«We weren’t pleasantly surprised. We were stunned at how wonderful the album is. (But) at the moment I can’t listen to it. In the years to come I will be able to and people have to make their own minds up.»
Early reviews of the album, released on Universal Music’s Island Records label, have been mixed.
«It was clearly a bit of struggle to cobble together the material for this album,» said Alexis Petridis of the Guardian newspaper in a three-out-of-five star rating.
Helen Brown of the Telegraph wrote: «The random scrappiness of this collection of alternative takes, covers and sketchy new material is made poignant by the context in which it has been released.
«And … it lays bare what made her both such a unique and such a troubled artist.»
Winehouse released just two albums in her brief career, with 2006’s «Back to Black,» featuring hits «Rehab» and «Love is a Losing Game,» confirming her as a major talent and earning five Grammy Awards.
The artist famous for her beehive hairstyle and rich, soulful singing voice, struggled with alcohol and drug addiction, had a troubled marriage and was often in the headlines for the wrong reasons.
When Winehouse died at her north London home there were high alcohol levels in her blood, and her last filmed performance was in Serbia in June when the singer was jeered by the crowd as she struggled to perform songs and stay upright.

Leonardo da Vinci to get second life as automaton

Don’t let the retro look of the mechanical men built by Swiss artisan Francois Junod deceive you — they fascinate tech fans from Silicon Valley to Asia and will no doubt gain broader popularity after this week’s launch of Martin Scorsese’s film «Hugo» about a secret hidden in an automaton.
The latest of Junod’s time-consuming projects is an 80 cm wind-up Leonardo da Vinci figure that will be able to do intricate drawings and write mirror-inverted texts in Latin.
«I have been working on the sculpture for ten years and on the mechanism for six years. I do not have a buyer yet so I can take my time,» said Junod, surrounded by a mishmash of tools, machines and sketches in his workshop in the village of Sainte-Croix perched high up in the Swiss Jura mountains.
His most complicated creation so far, an Alexander Pushkin animated by a complex mechanism enabling it to write down 1,458 different poems, was bought last year by a Silicon Valley entrepreneur for a price kept secret.
«Complex models can take years of work and cost up to 1.2 million Swiss francs ($1.32 million),» said Junod, proudly showing historical automata that collectors from around the world ask him to restore.
«Before, I mainly worked for Japanese clients because automata really have a tradition there. But today, I have customers from all around the world,» said Junod, who counts the Sultan of Brunei and the late Michael Jackson among his clients.
Interest in these sophisticated dolls known as automata is likely to get a fresh boost from Scorsese’s new 3D film «Hugo» that will hit UK screens this week.
Based on a best-selling children’s book by Brian Selznick, the film tells the tale of a young boy in a Paris railway station in the 1930s who struggles to uncover a secret hidden in his father’s automaton.
«The film is going to be a good advertisement for my business,» said Junod. «People who watch it may think nobody makes automata anymore.»
Good-humored, enthusiastic Junod, who went through some rough times when he started making the self-operating machines in 1984, is one of the last craftsmen specialized in an art serving no other purpose than to surprise with its complexity.
«That’s what makes automata different from robots, which normally have a practical purpose. They are poetic,» he said.
Junod wants to give his Leonardo da Vinci a transparent back to make the mechanism visible. «It’s part of the fascination with automata that people can understand how they work. These days, ever more objects are beyond our comprehension.»
Junod’s automata are animated by a complex wind-up mechanism, not unlike the one in a mechanical watch, allowing them to accomplish a precise programmed series of gestures, which has often triggered comparisons with our modern computers.
The roots of these surprising machines reach back to ancient Greece but they had their heyday in the 18th century when a general fascination with artificial humans helped watch and automaton maker Pierre Jaquet-Droz’s work win the favors of French King Louis XVI and his wife Marie-Antoinette.
Jaquet-Droz’s three masterpieces — the Musician, the Writer and the Draughtsman — are on display in a Neuchatel museum and will be part of a large automata exhibition next year.
Junod has made several automata for high-end watch brand Jaquet Droz, now owned by Swatch Group, which wants to revive this heritage, and a closer partnership is in the works.
«The idea is that I develop prototypes that Jaquet Droz then produces in small numbers,» he said.
«That is what I love: developing new machines rather than reproducing,» he said, remembering how he once declined late Swatch Group founder Nicolas Hayek’s offer to work exclusively for the world’s largest watch maker.

Suicide bomber kills 1, injures dozens in Afghanistan

KABUL, Afghanistan — A suicide bomber blew up a truck full of explosives outside a joint Afghan-NATO combat outpost in eastern Afghanistan on Friday, killing one Afghan civilian and wounding dozens of other people, officials said.

The bomber tried to enter Combat Outpost McClain in Mohammad Agha district of Logar province, said Gen. Ghulam Saki Rooghlawanay, the provincial police chief.

When the bomber was not allowed onto the base, he drove his vehicle toward a group of buildings that included government offices, a clinic and a youth centre and detonated it, Rooghlawanay said.

«It was a very powerful explosion,» he said. «It was a semitrailer with explosives.»

An Afghan carpenter who was working at the base was killed, said Dr. Mohammad Zaref Nayebkhail, health director in the province.

Eighty-four people were wounded, but most of them were nearby residents who were lightly hurt by shards of glass and other debris, he said. Twelve people were wounded closer to the explosion, including six who were transferred to Kabul for treatment of serious injuries.

Three Afghan soldiers and two Afghan intelligence employees were among those wounded.

The explosion damaged a wall of the base, destroyed four houses and nearly demolished a health clinic, youth centre and building housing the humanitarian organization CARE International, Nayebkhail said.

There were no students in the youth centre because Friday is part of the Afghan weekend.

«We were very lucky,» said provincial Governor Atiqullah Ludin.

NATO confirmed that an explosion occurred near the entrance to the base and said the truck never penetrated security protecting the installation. No NATO service members were injured or killed in the attack.

The Taliban claimed responsibility for the attack. The insurgent group posted a message on its website claiming that a bomb made with 14 tons of explosives levelled a U.S. military base and killed dozens of troops. The Taliban often exaggerate the death toll and damage caused by their attacks.

Tax collection reaches $47.27 B, Afip

Tax collection increased 29.9 percent in November when compared to the same month of 2010, and reached 47,275.9 million pesos.

The announcement was made by Finance Secretary Juan Carlos Pezoa and Afip revenue agency head Ricardo Etchegaray after a meeting with Economy Minister and Vice-president elect Amado Boudou.

Pezoa explained that “the driving force behind the increase in tax collection is the growth of the economy,” and highlighted the fact that incomes of the VAT tax reached the record figure of 15.08 B pesos over, the 14.3B record of September.

Meanwhile, Etchegaray stressed the fact that the increase in the VAT tax collection happened within an odd behaviour,” due to the fact that the perception of that tax increased 49 percent in the domestic market, while the Customs increased 19.9 percent.

Washington approves Jorge Argüello as Argentina’s next ambassador

The Argentine diplomat Jorge Argüello (grossly misinformed on the Falkland Islands) has received official approval from President Barack Obama’s administration for his bid to become the Argentine Ambassador in Washington DC, the Foreign Ministry announced this week in Buenos Aires.

“The US embassy in Buenos Aires informed the Foreign Ministry that President Barack Obama signed the proper papers and officially accepted Jorge Argüello’s bid as the Argentine Ambassador in Washington DC,” a communiqué released by the Foreign Ministry stated.

Argüello was appointed by President Cristina Fernández on November 9th. He replaces outgoing Ambassador Alfredo Charadía. Argüello leaves his post as Argentina’s representative in the UN. Before that he acted as a lawmaker between 2003 and 2007.

As UN ambassador Argüello has been involved in a round of conferences world wide in support for Argentina’s claim over the Falkland Islands and other South Atlantic islands criticizing the UK’s “colonial attitude” and lack of commitment to bilateral talks on the Malvinas sovereignty dispute as mandated by the UN and other international organizations.

In his presentations the future ambassador in Washington has shown a supine ignorance or ill intention in describing facts about the Falklands arguing that most Islanders would willingly become Argentines “be it not for the fact most Islanders are in the payroll of English Social Security”.

Likewise the British forces stationed in the Falklands “are mostly there to keep the islands under British control and prevent the Islanders from becoming willingly Argentine citizens”

Brazil could stage World Cup within ‘two months’

Brazil, plagued by delays and in-fighting in its preparations for the 2014 World Cup, could stage the event in two months’ time if necessary, the country’s sports minister said on Friday.
Aldo Rebelo said work at all but one of Brazil’s 12 venues was now on schedule and promised that other infrastructure, including airports, could handle the expected number of visitors.

He also defended cut-price tickets for low income families and Brazil’s native Indians, an issue which has divided the Brazilian government and soccer’s governing body FIFA.
«People might think that I’m exaggerating, but my impression is that if Brazil had to organise the World Cup in two months’ time, we would be ready,» Rebelo told the programme «Good morning, Minister» on the government-run NBR channel.
«We can do everything which is planned for the World Cup,» added Rebelo, appointed in October to replace Orlando Silva who quit over corruption allegations.
Rebelo said the only stadium which had fallen behind schedule was the Beira-Rio in Porto Alegre, where work has been paralysed for nearly six months.
This has followed a disagreement between Internacional, the club which own the stadium, and construction companies due to carry out the refurbishment work.
Rebelo played down media reports of disagreements between FIFA, which wants full control over ticket prices, and Brazil’s Congress, which wants price reductions for certain sections of the population.
FIFA has told Brazil to pass a law implementing its conditions, drawing opposition from Congress where some politicians have seen the demand as an affront to the country’s sovereignty.
«We are all making a common effort but it’s natural to have differences in any given activity,» said Rebelo.
«As well as tickets for senior citizens and students, I have asked for a portion of tickets to be set aside for low incomes families and the indigenous population.
«Half price would not resolve the matter because that is still too high for their income.
«It would not make sense to hold the World Cup in Manaus and not allow the indigenous population to see the games,» he added, referring to the city situated in the heart of the Amazon rain forest.
He added that Brazil was used to staging big events and that airports could cope, even if they were handling more than their planned capacity.
«The carnival in Rio de Janeiro mobilises more people in a week than we will have at the World Cup,» he said.
«Salvador and Recife also have a much bigger presence for their carnivals.»
Rebelo’s interview came one day after former Brazil striker Ronaldo joined the Local Organising Committee in an attempt to boost its public image.

President Cristina Fernández de Kirchner assured that Argentina and Brazil have a “shared vision of what’s happening in the world” and of the “actions” that both countries must apply so that “the social inclusion process doesn’t become dull” in the region.

During a press conference after the meeting with her Brazilian counterpart, Dilma Rousseff, Fernández de Kirchner assured that the region’s governments “must adopt all those policies that help the productive integration of every country of the area to keep on growing.”

Both presidents met before the first session of discussions of the Community for Latin American and Caribbean States (CELAC) Summit hosted by Hugo Chávez.

The bilateral meeting took place at the Euro Building Hotel, where the Brazilian President is staying, press sources informed.

Myanmar’s Suu Kyi embraces U.S., and turns focus to China

Myanmar opposition leader Aung San Suu Kyi welcomes U.S. support, but she also underscores the importance of China to her country’s future.

Myanmar opposition leader Aung San Suu Kyi praised Washington’s newly declared support for her country’s recent political reforms, but she emphasized the importance of remaining on good terms with the nation’s powerful longtime patron, China.

After a meeting Friday that capped Secretary of State Hillary Rodham Clinton’s landmark visit, Suu Kyi said that, with U.S. backing, «I am confident that there will be no turning back from the road toward democracy.»

Speaking to journalists on the porch of the lakeside house where she was detained by the government for 15 years, the Nobel Peace Prize laureate also underscored that Myanmar wanted to maintain «good, friendly relations with China, our very close neighbor, and not just with China but the rest of the world.»

Clinton’s three-day visit — the first in more than half a century by a U.S. secretary of State — was motivated in part by rising concern in Washington over China’s growing political and economic clout in Southeast Asia. For example, Beijing is the largest investor in Myanmar, also known as Burma.

Clinton, however, downplayed suggestions by analysts that the U.S. diplomatic overture in Myanmar was part of an intensified effort to counter Chinese influence across the region. «We are not about opposing any other country; we’re about supporting» Myanmar, she said.

Analysts said Suu Kyi’s careful call for friendly relations with China followed the pattern of other Asian nations that rely on their giant neighbor for commerce and development but are anxious to avoid being dominated by it.

«They know that they need to get along with both China and the U.S.,» said Douglas Paal, a former senior U.S. official now with Carnegie Endowment for International Peace in Washington.

Clinton made clear her admiration for Suu Kyi, embracing her when they met Thursday. «It was like seeing a friend you haven’t seen for a very long time, even though it was only our first meeting,» Clinton said later in a BBC interview.

Clinton wore an Asian-cut white jacket, much like Suu Kyi’s, for their dinner of curries and Burmese delicacies. The two women wore their hair pulled back in a similar style. They met again for more formal talks Friday.

Suu Kyi, who is expected to run in upcoming legislative elections, joined Clinton in calling on Myanmar’s government to release more political prisoners, stop attacks on ethnic minorities and institute a new legal system to help guarantee that reforms last.

Clinton announced $1.2 million in humanitarian, health and education projects for Myanmar, a small addition to other incentives she has outlined this week in an effort to spur further reforms and revive long-frozen diplomatic relations.

U.S. officials said they would urge the International Monetary Fund and the World Bank to consider sending teams to Myanmar as a prelude to restoring development aid. Such assistance was sharply curtailed in recent years amid concern over Myanmar’s human rights record.

But Clinton stopped short of calling for new lending from those organizations and said any discussion about lifting U.S. economic sanctions was premature.

«Marry the Night» — the fifth single from her «Born This Way» album — sees the Grammy-winning performance artist making a trip to the hospital, dying her hair mint green, throwing Cheerios over her naked body and hanging upside down in a car — all in the eight minutes before the song comes in.

Gaga, 25, told E! News that the surreal video, released on Thursday, was a portrait of the day she thought she saw her dreams slipping away from her when she was dropped from her first record label.
It was, she said, «one of the worst days in my life,» but added that parts of the video were «meant to be comical.»
People magazine called the video «an enigma» and said the autobiographical clip will «certainly leave fans talking, if not scratching their heads.»
«AMAZING. Not just a pop singer, she’s an artist,» wrote Danny on the E! online message boards.
But others were clearly beginning to tire of the outrageous pop star and wondered whether Gaga was losing her touch.
«She has gone from bold to being an exhibitionist. You can’t help but wonder if she has gone from a normal person to actually believing she is the persona. Poor girl,» wrote Marko on the E! online board.
But Michael Gragg, writing for Britain’s Guardian newspaper website, liked the fact that Lady Gaga was «embracing the ridiculous.»

Further subsidy cuts include City neighbourhoods, government buildings

Economy Minister Amado Boudou and Planning Minister Julio De Vido announced on Friday further subsidy cuts on utility services will be implemented, following a subsidy cut scheme announced this month by the government on several sectors.

During a press briefing both ministers were given at the Economy Ministry, they informed Buenos Aires City state buildings, the street lighting service and City motorway firms will stop receiving a government subsidy. This measure alone is to affect 2,157 users and will save the government 230.5 million pesos.

The Government also announced more neighbourhoods will stop receiving a subsidy. The ministers announced that subsidies will be lifted for residents living in the areas of Belgrano R, along Libertador Avenue – from the Spanish monument down to Barrancas de Belgrano. Also, in the Retiro neighbourhood -from San Martín square to the central Recoleta area (Alvear Avenue and the two parallel streets up to Cerrito) – and also to the Sheraton hotel in Catalinas neighbourhood.

De Vido announced that residents who live in these areas, and are within the general law allowance to be able to be excluded, should put forward their request, for their claim to be processed.

Quadruple murder: father of sole suspect assures son is innocent

Daniel Martínez, the father of the only suspect of the quadruple crime of La Plata Osvaldo Martínez, said that his son “has nothing to do” with the murders and that is sure his son will be released because «he’s innocent.»
“My son isn’t (the murderer), he has nothing to do with this,” Osvaldo Martínez’s father said this morning and claimed that his son wasn’t present in the crime scene and that fact will be backed by analyses of phone calls and further investigation.
“That day he was studying and watching a movie, at 10 pm he called her (one of the victims, his girlfriend,Bárbara Santos) from his home, which is 10 kilometres, and spoke to her to go my grandaughter’s birthday the following day,” Martínez said.
“At one he called her again, she didn’t answer the phone, so the texted her and she didn’t reply either,” Martínez sr said and added that if his son had been at the crime scene with his car, “he would have washed it all night long, because one exits such a crime scene drenched in blood.”
Regarding the alleged injuries Osvaldo Martínez has in his arm and that the investigators consider signals that the victims tried to defend themselves, his father said that he had a bruise because he had been subjected to a blood test for a new job.
“The bruise in his arm is of a blood test he had done for YPF (oil company)” Martínez insisted.
Daniel Martínez also said that further scratches in his son’s arm were caused by a papercut and were probably caused by his dog or by his moaning the lawn of the land in which he leaves.
When questioned about the investigator’s hypothesis that his son could have used his martial arts training to kill the four victims, Martínez said “my son hasn’t worked out in five years. And is anyone who practises martial arts a murderer?” he added.
The four murders were committed early on Sunday morning in La Plata, Buenos Aires province’s capital.

Michael Jackson doctor plans to appeal conviction

Michael Jackson’s doctor filed court papers on Friday indicating he plans to appeal his involuntary manslaughter conviction over the singer’s death and his four-year jail sentence.
Lawyers for Dr. Conrad Murray filed the papers with Los Angeles Superior Court in a precursor to a formal appeal being lodged with a California Appeals Court.

Murray was convicted last month of involuntary manslaughter, or gross negligence, after admitting he gave the pop star nightly doses of the anesthetic propofol in June 2009 to help him sleep.
Murray was sentenced on Tuesday to four years in jail by an angry Los Angeles judge who called him a «disgrace to the medical profession.»
Jackson, 50, died in Los Angeles on June 25, 2009, of an overdose of propofol – which is normally used to sedate patients during surgery – and sedatives. His death came just weeks before a planned series of comeback concerts in London.

Legislature approves modification of teachers’ Classification Boards

After a series of agitating incidents that interrupted the teacher’s protest outside the City Legislature downtown on Thursday, City lawmakers finally approved Friday morning, a law which modifies the system of teachers’ Classification Boards and teacher promotions.

The bill that was finally passed was put forward by lawmaker Sergio Abrevaya (Civic Coalition) and tried to find a midway between the government and the teachers, who were rejecting the plan to eliminate the Classification Boards.

After the approval of the bill, Ademys, one of the teachers unions began a new 24-hour strike, even though the action was not followed by the main teaching trade union, UTE-Ctera.

Producción láctea superará los 11 mil millones de litros

Arturo Videla, subsecretario de Lechería de la Nación, encabezó la inauguración de un tambo perteneciente a una familia de pequeños productores de la cuenca lechera de Villa María. El tambo es propiedad de pequeños productores que desarrollan la actividad en un campo alquilado, quienes «en este momento encuentran un escenario de crecimiento que les permite hacer más fuerte su producción», sostuvo Videla.

El subsecretario de Lechería de la Nación, Arturo Videla, aseguró hoy que «este año se superarán los 11 mil millones de litros de producción láctea», lo cual representa «un récord histórico».

Videla encabezó la inauguración de un tambo perteneciente a una familia de pequeños productores de la cuenca lechera de Villa María.

El tambo es propiedad de pequeños productores que desarrollan la actividad en un campo alquilado, quienes «en este momento encuentran un escenario de crecimiento que les permite hacer más fuerte su producción», sostuvo Videla.

Agregó que «el establecimiento hace cuatro años producía 45 litros de leche por día y con estas nuevas instalaciones se proyecta una producción de 8 mil litros diarios en 2014».

Por su parte, Emilio Pasquali, propietario del tambo, señaló que «nunca dejamos de trabajar y siempre supimos que ése es el camino, el del trabajo y el de realizar reinversiones que nos permitan crecer».

Concluyó: «el país se está consolidando como líder mundial de alimentos y la mejor manera que tenemos nosotros de acompañar ese proceso es optimizando nuestra capacidad productiva».

Egypt’s election results expected Saturday

Results from this week’s election in Egypt are expected Saturday, the ruling Supreme Council of the Armed Forces said.

Voter turnout was last reported by the country’s election board at 62%, but the board said it would recalculate the figure after reporters raised questions about the number of registered voters used in the calculation, suggesting the true figure was lower.

However, Egyptians were eagerly awaiting the results, not the turnout figures, of voting that took place on Monday and Tuesday in the first election since February’s ouster of President Hosni Mubarak. Those results could catapult Islamists into powerful government roles.

Al Noor Salafi, a hardline Muslim group, and the Muslim Brotherhood, a more moderate entity, have each claimed a lead in ballot counting.

If they prevail, their success would be the latest for Islamist-oriented parties in North Africa and the Middle East, where popular discontent and winds of change have swirled this year.

Moderate Islamists recently won elections in Morocco and Tunisia. Turkey’s Justice and Development Party, a movement with Islamist roots, easily retained power in elections there last spring. The secular government in predominantly Muslim Turkey is seen as a modern model for democracy in the region.

This week’s voting in Egypt marked the first round in a complex, multistep process that will first pick members of the lower house of Parliament.

The elections for the lower house are scheduled to take place in three stages, based on geography. The last of the three stages is set to take place in January. Upper-house elections will run between January and March.

Presidential elections will be held by June, according to the military.

The Muslim Brotherhood was founded in 1928 and has been building a base of support even during the Mubarak era, when it was officially banned but tolerated.

Some observers think the Brotherhood harbors an anti-Western and totalitarian agenda, even though it embraces moderation and democracy in public.

But the movement is entrenched in mainstream Egyptian politics, and its leaders do not appear to be wild-eyed fanatics. Most are highly educated — doctors, lawyers, engineers, professors and businessmen — and come from solidly middle-class backgrounds.

Al Noor Salafi is the first Salafist group to register as a political party in Egypt. Salafis are conservative, religious purists and have been accused of stoking sectarian strife against Egypt’s Christian minority and of plotting to undermine the country’s fledgling democracy.

Military leaders have said they will hand over power to a new government when one is elected, but many Egyptians say they don’t trust the council and fear the military will cling to power.

Meanwhile, Kamal Ganzouri, who last week retook the post of prime minister, which he had held from 1996 to 1999, on Thursday announced plans for a new government.

It will include two ministers who were in place before the revolution; eight to 10 ministers from the government of Esam Sharaf, who was prime minister until he and his government resigned two weeks ago; and ministers whom Ganzouri will appoint. «I seek to appoint three youths on the next Cabinet and two women,» he said.

An advisory board of 30 political figures has been created that will meet with the Supreme Council at least monthly, a spokesman for the armed forces said. Among them are presidential candidates Amr Moussa and Mohamed Selim El-Awa, the spokesman said.

Salaries increase 1.21% in October, Indec

Salaries increased 1.21 percent in October in comparison to the volume registered in the previous month, Indec national statistics bureau reported.

Salaries increased 1.13 percent in the private, registered jobs sector, while unregistered jobs in the private sector rose by 1.08 percent. Wages in the public sector increased by 1.62percent.

When compared with the October-December 2001 time frame, salaries increased 418.39 percent in the General Level, 533.07 percent in the private, registered jobs sector,403.03 percent in the private, unregistered jobs and 236.32 percent in the public sector.

Comparada se bajó de la lista para las elecciones en el Rojo

El presidente de Independiente no acompañará, en la fórmula como vice, a Cacho Álvarez, en los sufragios que se realizarán el 18 de diciembre. La imagen en las encuestas fueron determinantes.

Finalmente Julio Comparada confirmó que no será candidato a vicepresidente 1° de Independiente en la fórmula con Baldomero Álvarez para las elecciones del 18 de diciembre. El actual presidente del conjunto de Avellaneda renunció a la posibilidad debido a su imagen negativa.

Las encuestas entre socios fueron un punto clave para la decisión de alejarse del trinomio de Nueva generación Roja y en las próximas horas presentará un comunicado para explicar su postura. Su reemplazante será Javier Mazza, mano derecha de Cacho Álvarez.

El cuatro veces intendente de Avellaneda habría tomado la decisión de presentarse como candidato a presidente por sugerencia de Julio Grondona, para luego devolverle el poder a Comparada. Claro que el presente del mandatario fue cambiando la ecuación.

Bussi hijo recalentó la sesión

En Tucumán, el hijo del represor recientemente fallecido reivindicó a su padre ante sus pares. «Fue un soldado, y actuó en tal carácter. Hizo lo que la Patria le pedía», arguyó el legislador de Fuerza Republicana.

Sin embargo, el hijo del represor recientemente fallecido, quien fuera condenado a perpetua por el secuestro y asesinato de Guillermo Vargas Aignasse, durante la última dictadura, no se detuvo y, a los gritos, lanzó: «Vengo a este recinto con el ánimo hecho añicos, y tuve un inmenso respeto al homenajear a mi padre. Me sorprenden las mentiras de los legisladores oficialistas. Si él hizo tantas cosas malas, ¿entonces por qué nunca pudieron ganarle en las urnas? ¡Por favor, sean un poco más gente!».

Entre los presentes estaba el hijo de Vargas Aignasse, Gerónimo, quien respondió de forma contundente: «él puede llevarle una flor a la tumba de su padre. Uno todavía no tuvo esa suerte. Eso sí: yo voy a ser enterrado en esta tierra, que es mi casa».
