President Cristina Fernández inaugurated on Thursday the new Scientific and Technological Hub at the City neighbourhood of Palermo, on the site previously occupied by the Giol winery company.

During the ceremony the President praised the recently diseased Apple co-founder, Steve Jobs, and said she “would have liked to meet him.”

She then remembered the popular speech he gave at Stanford University. “I listened to it this morning,” she added.

Fernandéz then said that technology «helps the economy by increasing profit», and added that education and knowledge had a “central role” in her administration upon giving away computers to local students.

The National Agency for Scientific Promotion will also operate within the new hub.

Feds target Calif. pot dispensaries for closure

SAN FRANCISCO (AP) — Federal prosecutors have launched a crackdown on some pot dispensaries in California, warning the stores that they must shut down in 45 days or face criminal charges and confiscation of their property even if they are operating legally under the state’s 15-year-old medical marijuana law.
In an escalation of the ongoing conflict between the U.S. government and the nation’s burgeoning medical marijuana industry, at least 16 pot shops or their landlords received letters this week stating they are violating federal drug laws, even though medical marijuana is legal in California. The state’s four U.S. attorneys were scheduled Friday to announce a broader coordinated crackdown.
Their offices refused Thursday to confirm the closure orders. The Associated Press obtained copies of the letters that a prosecutor sent to at least 12 San Diego dispensaries. They state that federal law «takes precedence over state law and applies regardless of the particular uses for which a dispensary is selling and distributing marijuana.»
«Under United States law, a dispensary’s operations involving sales and distribution of marijuana are illegal and subject to criminal prosecution and civil enforcement actions,» according to the letters signed by U.S. Attorney Laura Duffy in San Diego. «Real and personal property involved in such operations are subject to seizure by and forfeiture to the United States … regardless of the purported purpose of the dispensary.»
The move comes a little more than two months after the Obama administration toughened its stand on medical marijuana. For two years before that, federal officials had indicated they would not move aggressively against dispensaries in compliance with laws in the 16 states where pot is legal for people with doctors’ recommendations.
The Department of Justice issued a policy memo to federal prosecutors in late June stating that marijuana dispensaries and licensed growers in states with medical marijuana laws could face prosecution for violating federal drug and money-laundering laws. The effort to shutter California dispensaries appeared to be the most far-reaching effort so far to put that guidance into action.
«This really shouldn’t come as a surprise to anyone. The administration is simply making good on multiple threats issued since President Obama took office,» said Kevin Sabet, a former adviser to the president’s drug czar and a fellow at the University of Pennsylvania’s Center for Substance Abuse Solutions. «The challenge is to balance the scarcity of law enforcement resources and the sanctity of this country’s medication approval process. It seems like the administration is simply making good on multiple statements made previously to appropriately strike that balance.»
Greg Anton, a lawyer who represents dispensary Marin Alliance for Medical Marijuana, said its landlord received an «extremely threatening» letter Wednesday invoking a federal law that imposes additional penalties for selling drugs within 1,000 feet of schools, parks and playgrounds.
The landlord was ordered to evict the 14-year-old pot club or risk imprisonment, plus forfeiture of the property and all the rent he has collected while the dispensary has been in business, Anton said.
Marin Alliance’s founder «has been paying state and federal taxes for 14 years, and they have cashed all the checks,» he said. «All I hear from Obama is whining about his budget, but he has money to do this which will actually reduce revenues.»
Kris Hermes, a spokesman for the medical marijuana advocacy group Americans for Safe Access, said the warnings are part of what appears to be an attempt by the Obama administration to curb medical marijuana on multiple fronts and through multiple agencies. A series of dispensary raids in Montana, for example, involved agents from not only the FBI and U.S. Drug Enforcement Agency, but the Internal Revenue Service and Environmental Protection Agency.
Going after property owners is not a new tactic though, Hermes said. Five years ago, the Department of Justice under President George W. Bush made similar threats to about 300 Los Angeles-area landlords who were renting space to medical marijuana outlets, some of whom were eventually evicted or closed their doors voluntarily, he said.
«It did have an impact. However, the federal government never acted on its threats, never prosecuted anybody, never even went to court to begin prosecutions,» Hermes said. «By and large, they were empty threats, but they relied on them and the cost of postage to shut down as many facilities as they could without having to engage in criminal enforcement activity.»
Besides the dozen dispensaries in San Diego and the one in Marin County, at least three shops in San Francisco already have received closure notices, said Dale Gieringer, director of the California chapter of the National Organization for the Reform of Marijuana Laws.
The San Diego medical marijuana outlets put on notice were the same 12 that city officials sued last month for operating illegally, after activists there threatened to force an election on a zoning plan adopted to regulate the city’s fast-growing medical marijuana industry, City Attorney Jan Goldsmith said. A judge on Wednesday ordered nine of the targeted shops to close, while the other three shut down voluntarily, Goldsmith said.
Duffy, the U.S. attorney for far Southern California, planned to issue warning letters to property owners and all of the 180 or so dispensaries that have proliferated in San Diego in the absence of compromise regulations, according to Goldsmith.
«The real power is with the federal government,» he said. «They have the asset forfeiture, and that means either the federal government will own a lot of property or these landlords will evict a lot of dispensaries.»

Walmart Moms: Not giving up on Obama yet

WASHINGTON (Reuters) – Their views on the economy are relentlessly bleak, but America’s so-called Walmart Moms — the much-coveted working-class female voters whose support can swing an election — do not blame President Barack Obama and have not given up on him.
In voter focus groups conducted on Wednesday night in the political battleground states of Florida, New Hampshire and Iowa, the young mothers used words like disappointing, mediocre, wishy-washy and indifferent to describe Obama.
But they also acknowledged Obama alone could not resolve persistent U.S. economic difficulties in the three years he has been in the job. Many gave the president credit for trying and said they would consider voting for him again in 2012.
«I think President Obama inherited this mess. I think he’s doing the best he can,» said Debbie in New Hampshire, an Obama voter in 2008. Laura in Florida, another Obama backer, said: «You can’t expect a miracle worker.»
The three 10-person focus groups consisted of women with children at home who had shopped at the retail giant Walmart in the last month. The 90-minute sessions were organized by pollsters and watched by video by journalists in Washington who were allowed to identify the women only by first name.
Many of the participants, split roughly between those who backed Obama in 2008 and those who voted for Republican John McCain, criticized Obama for a lack of results. Some said he was not a forceful leader.
«I don’t feel like he is being strong enough,» said Cheryl in Florida. «He does have good ideas but I don’t think he pushes them through. That concerns me.»
The Walmart Moms — a catch phrase used by pollsters to identify key political swing groups, in the tradition of U.S. «soccer moms» and «NASCAR dads» — account for about 15 percent of the electorate.
As a whole they are about two-thirds white, mostly under the age of 44 and fairly evenly split between Republicans and Democrats. About half make less than $50,000 a year, said pollsters Neil Newhouse, a Republican, and Margie Omero, a Democrat, who conducted the focus groups.
The group leaned slightly to Obama when he won in 2008 but shifted to Republicans in the 2010 congressional elections, making them a potentially crucial indicator of the prevailing political winds in the 2012 battle for the White House.
‘NOT GIVING UP ON OBAMA’
In that respect, the message from the focus groups provided some good news for Obama. His overall approval ratings have sunk into the low 40s as the economy continues to falter.
«These voters don’t seem like they have given up on Obama,» Newhouse, the Republican pollster, said. «They are losing patience with Washington, but it seemed like Obama doesn’t come out that bad.»
A few members of each group said they definitely would not vote for Obama in 2012, and a few said they would. But most were not close to deciding who they would support.
«I’m disappointed at the lack of action,» said Lisa in Iowa. She backed Obama in 2008 but said she would not do so again.
Few were paying much attention to the Republican race to pick a nominee to challenge Obama in 2012, and they had little good to say about the U.S. Congress. Many said members of Congress were more interested in politics than progress.
«It takes forever to get things passed,» said Kimberly in Florida. «We’re waiting and we’re waiting and we’re waiting.»
Social issues like abortion and immigration that can play a big role in Republican primary campaigns were totally ignored by the focus group moms, who listed pocketbook economic issues, education and healthcare as their big concerns.
Many said they or someone in their family had been laid off from a job and nearly all said they had been forced to adjust their lifestyle to deal with the worsening economy.
Some moved in with parents after a divorce. Others were working a second job, delaying vacations, paying off credit cards or clipping coupons when shopping. They used words like scared, confused, worried and frustrated to describe the economy.
«It’s a daily struggle,» said Debbie in New Hampshire. Added Denise: «I feel like there is a new disaster every day.»
Few blamed Obama for the economic troubles, but banks and Wall Street did get some of the blame. Some blamed themselves for overextending their credit.
«These voters seem like they have lost control,» Newhouse said. «There is a sense of total uncertainty. There is a sense they are living on the edge, they are living on the precipice.»

The judge also said that he has no reason to apologize to Sobrero. “For the time being, I don’t see why I should,” Yalj said, regarding his decision to arrest him only to release him a few days later.
“The investigation regarding the burning of the trains remains active,” he explained.
He acknowledged, however, that suspicions on Sobrero’s hiring of a man named “Leo” in order to burn the trains down “has diluted for now.”
Yalj assured that, since his office assured that they always look to “treat suspects well,” Sobrero must have assumed that he was trying to apologize. “For the moment, I don’t see any reason to do so,” he said.
“We will handle this case the same we handle all cases. Sometimes, when a case is notorious, it’s a little hard for us to handle them,” he explained.
Regarding some sectors in the opposition calling for the judge’s impeachment, he replied that “they have every right to do so,” although he assured he always acts in good faith.
“Avoiding dealing with a controversial case is never the solution because in that case we would be bad judges,” he warned.
In the last few hours, Yalj had to remove Federal Police investigators from the case and replaced them with the Secretary of Intelligence (SI) officials.
Judicial sources reported that his decision was triggered after he detected several “mistakes” in the investigation.

Obama Warns Pakistanis on Militants

President Obama cast some doubt on the long-term relationship between the United States and Pakistan on Thursday, saying his administration was concerned about the Pakistani government’s commitment to American interests because of ties between anti-American militants in Afghanistan and Pakistan’s own intelligence service.

At a news conference in Washington focused mostly on the American economy, Mr. Obama said he was thankful for cooperation from Pakistan, which has allowed the United States to use drones to strike at Qaeda cells ensconced along the Pakistan-Afghanistan frontier.

But he also obliquely criticized Pakistan over its position regarding Afghanistan, where efforts to stabilize the country and wind down the American-led war have been frustrated by what American and Afghan officials have described as Pakistan’s support for insurgent groups, including the Taliban and their allies in the Haqqani network.

“I think that they have hedged their bets in terms of what Afghanistan would look like,” Mr. Obama said. “And part of hedging their bets is having interactions with some of the unsavory characters who they think might end up regaining power in Afghanistan after coalition forces have left.”

The United States will “constantly evaluate” Pakistan’s cooperation, Mr. Obama said. He added: “But there’s no doubt that, you know, we’re not going to feel comfortable with a long-term strategic relationship with Pakistan if we don’t think that they’re mindful of our interests as well.”

Mr. Obama’s remarks seemed to call into question whether the United States could continue supplying Pakistan with billions of dollars in military and civilian aid, as it has since the Sept. 11 attacks, if its intelligence service could not be persuaded to drop its support for militant groups long used as proxies against India and Afghanistan.

Asked, however, if he would be willing to cut off aid to Pakistan, recently ravaged by flooding, Mr. Obama hesitated. The United States has a “great desire to help the Pakistani people strengthen their own society and their own government,” he said. “And so, you know, I’d be hesitant to punish flood victims in Pakistan because of poor decisions by their intelligence services.”

His remarks came against a backdrop of already heightened American tensions with Pakistan, since Adm. Mike Mullen, the just-retired chairman of the Joint Chiefs of Staff, told a Senate panel last month that the Haqqani network, a potent part of the insurgency battling American forces in Afghanistan, was a “veritable arm” of Pakistan’s spy agency.

Admiral Mullen also accused the agency of supporting an attack by Haqqani militants on the United States Embassy in Kabul, the Afghan capital.

Mr. Obama said: “What we’ve tried to persuade Pakistan of is that it is in their interest to have a stable Afghanistan, that they should not be feeling threatened by a stable, independent Afghanistan. We’ve tried to get conversations between Afghans and Pakistanis going more effectively than they have been in the past. But we’ve still got more work to do.”

Strong quake rattles northern Argentina

A strong, 6.2 magnitude earthquake struck Argentina on Thursday, rattling a sparsely populated northern region bordering Bolivia and Paraguay but so far causing no damage or casualties.
The quake, which struck at 8:12 am (1112 GMT), was centered about 135 kilometers (85 miles) from the city of Salta and about 675 kilometers from Paraguay’s capital Asuncion, the US Geological Survey said.
The epicenter of the quake, which struck at a depth of 9.4 kilometers, was located in a mountainous region of Jujuy province, Carlos Rufino of Argentina’s seismic institute Inpres told AFP.
There were no immediate reports of casualties or damage, Rufino said.
The quake was strongly felt in Asuncion, where at least three government buildings were evacuated, officials said.
The quake-prone region has seen a great deal of seismic activity in recent years, including a 5.9-magnitude earthquake off the coast of neighboring Chile last month, not far from the capital Santiago.
A 5.1-magnitude quake struck Chile’s Tarapaca region, on the Pacific coast and north of Santiago, on Thursday at 1456 GMT, the USGS said.
Chile was also the location of last year’s mammoth 8.8 magnitude quake which unleashed a deadly tsunami and killed more than 500 people.

Gaddafi calls on Libyans to take to the streets

Sirte is the last and crucial outpost of Gaddafi loyalists. Predictions of a quick victory for the National Transitional Council have been continually frustrated.

Last weekend it was said to be about to fall, but Gaddafi snipers have dug in.

Plans to start rebuilding the North African state are still on hold and will be until Gaddafi’s birthplace is in the hands of the government. One fighter says a final assault will take place on Friday.

“The clashes and exchange of fire today, Thursday are a prelude. God willing tomorrow, after Friday prayers, we are going to be launching a collective ground assault on Sirte and God willing we will be victors,” he said.

Gaddafi loyalists pulled back to Sirte when they lost control of other cities. Now they have nowhere else to go. And from somewhere their leader sent a message to hang on.

Gaddafi was heard on a poor quality audio message on Arrai TV in Libya. It is unclear when or where it was recorded. He called on the people to rise up and take to the streets.

Argentine player Veron says retirement near

Veron has told reporters that an Oct. 31 match against Buenos Aires club Racing will be his last game for Estudiantes. Estudiantes declined to confirm Veron’s plans on Thursday.

The 36-year-old Veron has also played for Boca Juniors in Argentina, and has played for a number of European clubs. He played for Sampdoria, Parma, Lazio, Inter Milan before departing Italy for England, where he played at Manchester United and Chelsea.

NATO Is Not Yet Willing to Halt Its Libya Operations

BRUSSELS — NATO is not ready to halt its combat operations in Libya even though the war is winding down, the American defense secretary, Leon E. Panetta, said Thursday, pointing to prolonged fighting around the town of Surt, the birthplace of Col. Muammar el-Qaddafi.

After two days of meetings, the consensus among NATO defense ministers is that a significant threat remains from forces loyal to Colonel Qaddafi, the ousted Libyan leader, and that civilians remain at risk, though the hope and expectation is that the military operations can end soon, a senior NATO diplomat said.

Mr. Panetta said that NATO’s commanders would continue to analyze the security situation in Libya and recommend when the operations should end to political leaders, who have the final say.

“It is very important that we make the right decisions,” Mr. Panetta said at a news conference.

He laid out guidelines for ending NATO’s involvement, which was authorized by the United Nations Security Council to protect Libyan civilians.

Mr. Panetta said the fighting over Surt, the main vestige of Colonel Qaddafi’s support, needs to end, and an assessment must be made as to whether organized armed units loyal to Colonel Qaddafi still exist and, if so, whether they represent a threat to civilians. Pro-Qaddafi fighters also control the small desert enclave of Bani Walid.

Mr. Panetta also said that NATO must determine whether the Transitional National Council, Libya’s post-Qaddafi provisional government, has the capacity to protect civilians.

“There is eagerness to end the mission, but also concern that we don’t end it too soon and give inspiration to the pro-Qaddafi forces,” said another senior NATO diplomat. A third diplomat quoted the Canadian defense minister, Peter MacKay, as saying, “We shouldn’t go before having put out the fire.”

But there was unwillingness at the meeting to make Colonel Qaddafi’s capture a condition for ending the NATO operation, diplomats said.

The French defense minister, Gérard Longuet, whose country has been a prime mover in the aerial bombardments, said they would continue as long pro-Qaddafi forces continued to fight in the remaining holdout area and until there was “normal functioning of the state.” He specifically cited Bani Walid and Surt and said that the Transitional National Council should request an end to NATO’s Libya operations.

The NATO secretary general, Anders Fogh Rasmussen, said it was “clear the end is in sight” in Libya. “The threat to civilians is fading away,” he said. “The recent positive developments in Libya are irreversible.”

IMF sees Argentina’s statistics diverting from global standards

The quality of the statistics presented by Argentina “is diverting from the standard international regulations,” the spokeswoman of the International Monetary Fund, Jennifer Beckman, said when she was asked how she could explain the difference between the official inflation data reported by the INDEC, and the one estimated by private analysts, which reaches 25 percent.

The spokeswoman avoided to give her opinion over the data presented by private analysts but assured that the IMF has questioned the information given by the government. This is the reason why “the staff of the IMF will use alternative measures on the inflation and GDP in its supervision, besides using the official information, until the quality of the data improves.”

Previously, the Fund had changed its attitude over this issue when it examined the quality of Argentina’s Price Index (IPC) and the GDP in mid July. According to Beckman, Argentina’s authorities “had committed to strictly collaborate with the IMF staff to improve the reports of the IPC and GDP in order to adapt them to the obligations established in the organization’s Constitutive Agreement.” She also added that “since then, the authorities and the Fund’s staff had worked together to identify specific measures to reach this aim.”

While the IMF World Economic Outlook (WEO) was headed by Dominique Strauss Kahn, the organization used to call the country to state that Argentina’s inflation and economy were different to the rate estimated by private agencies. To solve this problem, the Fund would bring its technical advice to Argentina for the elaboration of the National Price Index.

Nevertheless, the situation changed when Christine Lagarde took office as the head of the organization. After a phone call she had with President Cristina Fernández de Kirchner, the IMF director board published a communiqué where it reminded that is mandatory that the countries which are part of the Fund have to “report correct information to the International Monetary Fund.”

The communiqué also stated that the expiration date was “180 days – meaning, until January 2012 – to evaluate the progress reached and to decide which measures are the ones needed based in the recommendations of the technical staff.”

According to sources in Washington, Lagarde might have insisted in the need of clarifying the suspicions over the data presented by Argentina because, as she said in the Annual Assembly, “the IMF is not willing to compromise the statistics’ quality.”

Meanwhile, the Fund has decided to use the private and provincial statistics for their analysis and reports.

It seems as if the Fund and the government talk about different things. According to the Indec national statistics bureau, the National Price Index will be settled in 2013, but the Director board stated in a communiqué in mid July that the IMF gave Argentina 180 days to apply it. Unless the Indec changes its aims by December, it looks like the IMF will have to continue working with the private and provincial statistics.

Binner rejects Carrió’ accusations of suporting CFK’s indefinite reelection

Presidential candidate Hermes Binner replied to Elisa Carrio’s comments and said the Civic Coalition leader “is wrong” when she says the Santa Ge governor seeks to enable President Cristina Fernández de Kirchner’s indefinite reelection.

Binner denied that he aims to modify the Constitution to support the Head of State’s reelection, like Carrió suggested, but admitted he agrees “to work towards parliamentarism.”

Binner addressed reporters after meeting with former Uruguayan president Tabaré Vázquez. “Carrió is mistaken. She is laying this issue wrong from the start. She is focusing in a parliamentary system, which would enable the possibility of an indefinite reelection, when usually it works the other way round. Usually presidential systems are the ones that enable indefinite reelections,”

“There are many cases of provincial governments that hold indefinite reelections, but there are no cases of parliamentary systems with indefinite reelections. Thus I would say that the Dr Carrió is mistaken,” Binner said.

“I have no doubt that a parliamentary system is highly more democratic and less risky than a presidential one. I think that the right thing to do is to work towards a reform that allows a parliamentary system,” Binner.

Earlier, Civic Coalition presidential candidate Elisa Carrió said that “the government hides, behind a ‘parliamentary reform,’ the idea of instilling the indefinite reelection. There are opposition forces that support this notion, such as Binner’s Progressive Front.”

En medio de un tiroteo, delincuentes balearon a un policía en la espalda

Un efectivo de la policía Bonaerense fue herido luego de un enfrentamiento con ladrones, que momentos antes habían asaltado a una familia en Gonnet

Un oficial de la Policía Bonaerense fue herido de un balazo en la espalda al tirotearse con ladrones que momentos antes asaltaron a una familia en la localidad de Gonnet, partido de La Plata.

Fuentes policiales dijeron a DyN que el subteniente Luis Alfredo Villalba persiguió a los delincuentes y recibió un disparo, pero se encontraba «estable» en un centro asistencial.

El enfrentamiento armado se produjo anoche, alrededor de las 22, en la esquina de las calles 410 y 415, de la localidad de Gutiérrez, partido de Berazategui. El hecho se inició alrededor de las 20 cuando cuatro ladrones irrumpieron en la casa de la calle 511 número 2113, de Gonnet, donde cometieron el robo y huyeron en el auto de las víctimas, un Ford Focus, llevándose dinero y numerosos electrodomésticos y objetos de valor.

La policía, alertada del robo, implementó un operativo cerrojo en la zona y localidades vecinas, que le permitió localizar el auto cuando transitaba por Berazategui.

Los policías persiguieron a los ocupantes del auto robado y lo interceptaron en la localidad de Gutiérrez, donde se desencadenó un tiroteo que terminó cuando los ladrones escaparon tras abandonar el vehículo.

Durante el enfrentamiento armado el subteniente Villalba fue herido en la espalda, a la altura del omóplato, por lo que fue trasladado a un centro asistencial de la zona y luego derivado al Hospital de Florencio Varela, donde se informó que su estado de salud era delicado.

Las víctimas denunciaron el robo ante las autoridades de la comisaría decimotercera de La Plata, que instruyó actuaciones por «robo calificado, en poblado y en banda y por el uso de armas de fuego, y privación ilegal de la libertad».

El sueño es posible por Gimnasia

En la reunión entre la CD y Troglio, el DT se empapó de cuestiones futbolísticas, pero en el final el tema económico frenó la negociación que hoy se continuará. Pedro quiere dirigir el domingo

Casi tres horas de reunión tuvo de un lado a Pedro Troglio y Victor Bernay, mientras que del lado de la dirigencia estaban Cacho Delmar, Bernardo Supera y Daniel Onofri. Allí, se habló de cuestiones futbolísticas, de lo que se tiene, de lo que falta, del momento, Pedro se sacó algunas dudas que tenía en cuanto a diversas versiones que habían surgido hace algunas semanas cuando se mencionó su nombre, pero con el paso del tiempo, la charla se fue profundizando en aspectos que tienen que ver con este Gimnasia versión 2011 en la B Nacional.

Pedro está interesado, y eso lo dejó en claro. Y la realidad es clara también en el sentido de que la posibilidad está latente sólo porque es Gimnasia, porque en estas horas, Troglio tiene propuestas de Cerro Porteño de Paraguay, mientras que desde Santa Fe se lo consultó por la posibilidad de hacerse cargo de Colón, ante la inestabilidad de Sciaqua en el equipo.

Independiente Rivadavia hace unos días, y Atlético Tucumán horas después de perder con Quilmes y de que se alejara Solari ya habían tenido el no de Troglio, porque la idea es dirigir en Primera. Y apareció Gimnasia, y el entrenador aceptaría bajar de categoría sólo porque es Gimnasia, es algo que en la directiva asimilaron desde el lado del entrenador.

Por lo tanto, después de las casi tres horas con los antes mencionados en un lugar de nuestra ciudad, Pedro se alejó la reunión y allí entraron en acción por el lado del club el tesorero Carlos Flores y el representante del técnico, Hernán Berman para hablar del aspecto económico, un tema que no es menor en toda negociación, más allá de las ganas de Pedro y del deseo dirigencial.

Y en este sentido, el tema se trabó un poco, porque no se avanzó todo lo rápido que muchos creían o imaginaban, y que fueron alertando otros en el minuto a minuto de la negociación.

Con Troglio ya en su domicilio, la negociación avanzó hasta un cierto punto, con un ofrecimiento de un lado y un pedido del otro. Y allí la diferencia existió. Gimnasia dijo que era imposible pagar eso y en el tire y afloje quedaron en seguir hablando hoy.

Muchos son optimistas, pero habrá que ver cómo sigue la historia, si uno afloja algo y el otro eleva su propuesta.

Todos creen que mañana Troglio estará dirigiendo la práctica, y él quiere dirigir al equipo el domingo mismo. El cuerpo técnico, además de Bernay lo tiene al profe Martín y al Chavo Vega como entrenador de arqueros.

Anoche, ante la demora de las negociaciones, le avisaron al Pata Pereyra y al Yagui Fernández para que hoy con el profe Montero tengan a cargo la práctica.

¿A quién conoce de este plantel?

Hace más de cuatro años que Troglio se fue de Gimnasia, pero de aquel paso hay un par de jugadores que él conoce, que los dirigió en el Lobo. Los casos más emblemáticos son los de Marcelo Goux y Gonzalo Vargas, quienes estuvieron en aquel equipo que terminó siendo subcampeón en el 2005.

Después, hay un par de casos que tienen su dato relevante, y tiene que ver con que Troglio es el entrenador que hizo debutar en Primera. Uno es Jonatan Cháves, quien debutó el 26 de noviembre de 2006 ante Newell’s y el otro es Cristian Piarrou, que hizo su estreno el 25 de febrero de 2007 ante Gimnasia de Jujuy. Además, subió al plantel de primera a Fernando Monetti, y tres días a su renuncia, fue Victor Bernay el que dirigió al equipo por la Copa ante Deportivo Pasto en Colombia y allí hizo su debut en Primera Pablo Bangardino.

Por otro lado, hay otros casos que no llegaron a debutar en Primera, pero que trabajaron en la semana con su cuerpo técnico y que por lo tanto los conoce, tales los casos de Marcelo Cardozo, Nacho Oroná, De Blasis.

La maniobra del Gobierno para meter a las telefónicas en el cable

A dos años de la aprobación de la nueva Ley de Medios, las compañías telefónicas se lanzaron a comercializar el video on demand, una plataforma a través de la cual ofrecen un servicio similar al de la televisión por cable: películas, series, documentales y conciertos. Así saltean la prohibición de ingresar al negocio audiovisual. La inacción de Gabriel Mariotto.
Uno de los puntos más polémicos que tuvo que negociar el kirchnerismo con algunos sectores de la oposición para poder aprobar la nueva Ley de Medios fue, casualmente, el ingreso de las compañías telefónicas al negocio del cable. El anteproyecto presentado por el oficialismo permitía que esos actores tan poderosos entraran en el mercado de los servicios audiovisuales, lo que generó que gran parte de la oposición pidiera que sean apartados.

Esa negociación se llevó a cabo con los bloques con cierto diálogo con el kirchnerismo, como el socialismo o Proyecto Sur, que finalmente acompañaron la iniciativa. Pero para hacerlo exigieron que se cierre las puertas a las telefónicas. «No tiene sentido hacer una ley que reemplace un monopolio por otro», planteaban.

«El proyecto original habilitaba su ingreso, pero se logró que queden afuera. El problema es que la solución no era solamente sacarlos de la ley, sino que también había que regular taxativamente el tema. Y esto es lo que no se hizo», explicó el diputado nacional Claudio Lozano, en diálogo con La Política Online.

Y agregó: «Ahora están ingresando a este negocio de los videos por demanda porque no existe una explicitación de una prohibición en tal sentido».

Telecom Argentina anunció ayer el lanzamiento de ArnetPlay, su servicio de video a demanda que permite ver películas, series, documentales y conciertos para ver en el televisor, en la PC o en cualquier dispositivo con acceso a Internet. Telefónica ya había ingresado a este negocio con OnVideo.

Tanto ArnetPlay como OnVideo ofrecen una filmoteca cuyo acceso está incluido en el abono a Internet, y por otro lado una suerte de catálogo o videoclub para que los usuarios alquilen estrenos a un bajo costo, que oscina entre los 10 y 16 pesos.

Los cableoperadores -que a fin de cuentas ofrecen productos similares- se oponen al ingreso encubierto de las telefónicas, a las que consideran una competencia desigual. «Entendemos que para brindar ese servicio es necesario solicitar una lincencia o bien un registro de señal. La situación es muy desigual, porque a algunos se los controla meticulosamente y a otros no se les aplica la regulación vigente», se quejó Walter Burzaco, presidente de la Asociación Argentina de Televisión por Cable (ATVC).

Burzaco explicó a LPO que las grandes firmas de cable -entre ellas Cablevisión, del Grupo Clarín- no están en contra de ir hacia una convergencia de tecnologías, pero plantean la necesidad de regular el mercado de las telecomunicaciones «porque los actores tienen un peso muy distinto».

«Las telefónicas representan el 70% del mercado. Las diferencias son muy grandes. Y más allá de lo que dice -o no dice- la ley, están entrando por ‘ventanitas’ a este negocio, y sin ningún control. Es imposible explicar por qué no se controla», concluyó Burzaco.

Todos coinciden en que el ex COMFER -hoy Autoridad Federal de Servicios de Comunicación Audiovisual-, a cargo de Gabriel Mariotto, podría actuar de oficio y regular mediante resoluciones del Ejecutivo este negocio. Pero los buenos vínculos de la Casa Rosada con las telefónicas serían la causa de la inacción del candidato a vice de Scioli.

«Podría salir a exigir que las telefónicas soliciten una licencia o un registro de señal antes de comenzar a operar. Si no lo hace es una decisión estrictamente política», opinó Lozano.

Crimen de las turistas francesas: dos de los detenidos son «psicópatas»

Así lo establecieron las pericias psiquiátricas, en las que se precisa que los tres principales acusados por el asesinato de Cassandre Bouvier y Houria Moumni en la provincia de Salta en julio, son «psicópatas, fríos y con doble moral»

El juzgado a cargo de la causa difundió los perfiles psicológicos de Gustavo Lasi, Santos Clemente Vera y Daniel Vilte Laxi, quienes están detenidos por el homicidio calificado de Cassandre Bouvier, de 29 años, y Moumni Houria, 24, quienes fueron violadas y asesinadas en la quebrada San Lorenzo.

Los informes psiquiátricos indican que Lasi es «psicópata, frío, manipulador, con un discurso y lenguaje perversos»; Vilte Laxi es «psicópata, frío, transgresor, con un discurso frío y sin sensación de culpas», y Vera «no habla espontáneamente, piensa cada palabra» y tiene «doble moral».

Los cuerpos de las dos turistas francesas fueron hallados el 29 de julio en las afueras de Salta. Los forenses determinaron que fueron violadas y asesinadas de un disparo de escopeta cada una. Otras cinco personas están imputadas por encubrimiento, pero se encuentran en libertad.

Inauguran primer laboratorio de génetica porcina en la Provincia

El ministro de Asuntos Agrarios bonaerense, Ariel Franetovich, inauguró hoy el primer laboratorio público de genética porcina que funcionará en la Chacra Experimental de Bellocq, que la cartera agraria tiene en el partido de Carlos Casares.

«Necesitamos producir cada vez más cerdos, con mayor calidad y ayudar al productor para que sea más eficiente. Por eso fomentamos la asociatividad y el apoyo a través de los núcleos genéticos, de capacitación, entrega de software y máquinas de molienda», explicó Franetovich.

Lo expresó en el marco de la Séptima Jornada Activa del Programa de Mejoramiento y Formalización de la Producción Porcina, realizado en esa ciudad.

El titular de la cartera agraria entregó 25 núcleos genéticos a productores asociados de los municipios de 25 de Mayo, 9 de Julio, Alberti, Arrecifes, Bragado, Carlos Casares, Florentino Ameghino, General Arenales, General Pinto, Hipólito Yrigoyen, Junín, Alem, Marcos Paz, Lincoln, Pergamino y Tapalqué.

Estos distritos recibieron un total de 250 abuelas, 25 padrillos, 200 toneladas de maíz y 25 máquinas moledoras y mezcladoras.

“Queremos que los productores chicos tengan el mismo acceso con los de las grandes cabañas. Hoy estos últimos producen 20 capones por madre por año, mientras que los más chicos llegan a nueve», precisó.

«Queremos superar esa cifra. Estamos construyendo otros cuatro laboratorios públicos en la Provincia. En breve estaremos abriendo el de Patagones», aseguró.

El ministro bonaerense detalló que «nuestro propósito es incrementar el consumo de carne de cerdo. En la Argentina se consumen ocho kilos por habitante por año, mientras que en Brasil y en Europa son 30 kilos. Tenemos las condiciones para crecer», aseguró.

«Las políticas de Estado buscan cambiar la cultura del productor pero también obligan al Estado a ayudarlos. Por ejemplo, propiciando la asociatividad. Si se juntan diez productores van a tener mejor nutrición y sanidad, no necesitan intermediarios y van a lograr una mayor rentabilidad», enfatizó Franetovich.

Acompañaron al ministro Franetovich, intendentes de la zona; el vicepresidente de la Cámara de Diputados, Horacio Delgado; legisladores y candidatos a intendentes del Frente para la Victoria, como Walter Torchio, de Carlos Casares.

En una charla en el Instituto Hannah Arendt, el centro de estudios de la CC, Carrió aseguró que “hay fuerzas de la oposición que contemplan en sus plataformas la voluntad de una reforma constitucional y esto le dará los votos al oficialismo para imponer una reforma que puede significar la puesta en peligro de la libertad de expresión en la Argentina”.

Sin mencionarla, Carrió aludió a declaraciones de la diputada kirchnerista Diana Conti, que en marzo admitió que propugnaba una “Cristina eterna” en la Presidencia. También se refirió al proyecto de reforma del juez de la Corte Eugenio Zaffaroni y a declaraciones del politólogo Ernesto Laclau.

“Hoy, durante la campaña necesitamos debatir dos temas fundamentales para lo que viene: uno es el Presupuesto para 2012, que es mentiroso y se sustenta exclusivamente en el precio de la soja; y el otro es la reforma constitucional, que bajo el pretexto de modificar la Carta Magna para ir hacia un sistema parlamentarista, esconde el objetivo de conseguir la reelección indefinida para Cristina Fernández de Kirchner. Esto significa que los diputados que ingresen al Congreso por esta fuerza sancionarán la ley que pretende el oficialismo a la hora de habilitar la reforma. Esto es un pacto de Olivos 2”, dijo Carrió según un comunicado de la CC.

A la charla asistieron también los candidatos a gobernador bonaerense, Juan Carlos Morán; a vicegobernadora, Elsa Tata Quiroz; a senador nacional por Buenos Aires, Héctor “Toti” Flores; a diputado por el mismo distrito, Mario Llambías y a diputado por la Capital, Fernando Iglesias.

Carlotto se mete en la pelea de su hijo con Bruera y pide la intervención de Scioli

La titular de Abuelas de Plaza de Mayo, Estela de Carlotto, le reclamó hoy al gobernador bonaerense, Daniel Scioli, y al intendente de La Plata, Pablo Bruera, que investiguen los hechos de violencia política contra su hijo y candidato a jefe comunal de la capital provincial, Guido Carlotto, al considerar que «son autoridades que están en función y deben responder a estos agravios».
La dirigente aseguró que «se puede hacer campaña, pero sin ofensas, sin agravios y sin riesgo de vida», por lo que pidió «que se investigue lo que está pasando», luego de denunciar que militantes del espacio que conduce su hijo fueron agredidos por personal municipal mientras difundían sus propuestas en la calle.

«Yo no estoy siguiendo su candidatura, yo tengo mi propia tarea, mi propio trabajo, en derechos humanos, pero es un hijo y lo quiero cuidar porque me ha tocado vivir momentos muy terribles y no quiero que le pase absolutamente nada», explicó sobre la postulación de Guido Carlotto.

En diálogo con radio Continental, apuntó: «….pareciera que la consigna, y lo veo porque transito por la ciudad y veo por la ruta, cómo todos los demás carteles están limpitos menos el de Guido Carlotto, entonces yo digo ‘hay que desaparecer a Guido Carlotto’… la palabra desaparecer me hace temblar y digo qué más van a hacer después».

«Entonces la mamá (en referencia a ella misma) sale a decir: por favor investigue señor gobernador (Scioli), investigue señor intendente (Bruera), son autoridades que están en función y deben responder a estos agravios», reclamó.

Añadió que la situación «está pasando de castaño oscuro» y señaló que «el disenso tiene que existir, pensar igual es imposible, pero el respeto tiene que estar presente».
«No hay que acostumbrarse a que la violencia se ejerza venga donde venga. Y acá esta presente la violencia, que sabemos de dónde puede venir y hay responsabilidades», completó.

Estela de Carlotto tuvo cuatro hijos: Laura Estela (secuestrada en 1977 por la dictadura militar cuando estaba embarazada de tres meses), Claudia, Guido Miguel y Remo.

Según encuesta de Poliarquía, Scioli le saca 36 puntos a de Narváez

Una encuesta difundida hoy por la consultora Poliarquía sobre la provincia de Buenos Aires afirma que en las elecciones generales Daniel Scioli (FpV) obtendría un 52% de los votos, seguido por Francisco De Narváez (UDESO) con 16%, Eduardo Amadeo (Frente Popular) 8%, Margarita Stolbizer (Frente Amplio Popular) 7% y Martín Sabbatella (Nuevo Encuentro) 3%.

Sobre la encuesta, el director de Poliarquía, Fabián Perechodnik, dijo que “en la Provincia tenemos una confirmación de las tendencias que marcaron las primarias, tal vez con unos números un poco más arriba de los resultados del 14 de agosto. Scioli está por arriba del porcentaje que obtuvo en las primarias y los demás candidatos en un orden muy similar al obtenido el 14 de agosto”.

Destacó que “Scioli tiene la misma intención de voto tanto en el gran Buenos Aires como en el interior de la provincia” y que “en vista del proceso electoral del 2009, donde el interior había sido algo esquivo al oficialismo, me parece que tener el 52% en el interior como en el GBA nos está marcando un trabajo que viene haciendo el gobierno de la provincia y Scioli con el tema de la descentralización que en el interior está teniendo un impacto positivo y un correlato electoral”.

En otro orden, Perechodnik contó que “la evaluación positiva de gestión de la presidenta Cristina Fernández de Kirchner en la provincia es del 66% y del gobernador Scioli está en el orden de 65 puntos. Están muy parejos y en niveles bastante altos”.

Finalmente dijo la consultora está “cerrando la encuesta a nivel nacional” de los candidatos a presidente y anticipó que en la provincia de Buenos Aires “Cristina Kirchner obtendría entre 54 y 55 puntos, Eduardo Duhalde entre 13 y 15 puntos, Hermes Binner entre 10 y 12, Ricardo Alfonsín entre 8 y 10 puntos y Rodríguez Saá en los 9 puntos”.
