Brazil targets Petrobras contractors as corruption probe expands

Brazil’s comptroller general has opened cases against eight engineering firms suspected of bribery and fraud in deals with Petrobras, holding them accountable for their role in a widening corruption scandal at the state-run oil company.

If found responsible for the alleged graft scheme, some of Brazil’s biggest industrial conglomerates could be blocked for years from taking government contracts, complicating President Dilma Rousseff’s push to expand infrastructure investments.

Executives at Camargo Correa, Engevix, Galvao Engenharia, Iesa, Mendes Junior, OAS, Queiroz Galvao and UTC-Constran were arrested last month as police investigated allegations of overcharging the oil company, known formally as Petroleo Brasileiro SA, in return for kickbacks to politicians and executives.

The comptroller general’s office said that testimony from the police investigation, along with documents, emails, phone records and wire transfers had provided evidence to open proceedings against the companies.

The case is dominating Brazil’s political landscape and overshadowing Rousseff’s plans for a second term starting in January. She was chair of Petrobras’ board of directors from 2003 to 2010, when many of the alleged bribes and kickbacks happened, but has denied knowledge of or involvement in the corruption scheme.

The scandal has also intensified scrutiny of corporate governance at Petrobras, where some minority shareholders have complained of lax oversight and outsized government influence.

Securities watchdog CVM said on Wednesday that by letting state development bank BNDES and state-led pension funds vote on board members who are supposed to be elected solely by minority investors, Petrobras CFO Almir Barbassa violated private shareholders’ rights.

Without admitting to any wrongdoing, Barbassa agreed to pay a fine of 250,000 reais ($98,000), CVM said, while BNDES and its subsidiary BNDESPAR each agreed to pay 500,000 reais.

Petros, the pension fund for Petrobras workers, also faces a fine of 400,000 reais and the CVM said it warned two other pension funds for their conduct.

At a Congressional hearing on Tuesday, a former executive who helped to uncover the bribery and kickbacks said political parties have dominated the appointment of senior management at Petrobras for years, highlighting the need for independent oversight.

While the pension funds holding shares in Petrobras belong to workers at state-run companies, the government holds sway with management appointed by unions with political ties.

Telecommunications bill back for committee debate

Ruling Victory Front (FpV) party senators have managed to approve several amendments to the so called “Argentina Digital” telecommunications draft bill sending the project back for committee debate.

The Kirchnerite bloc headed by Miguel Ángel Pichetto decided on some amendments to the bill that will now have to be revised at the Systems, Media and Freedom of Expression Senate Committee headed by Liliana Fellner.

The Jujuy province-native senator has called for a meeting of the committee for today to brief senators on the amendments of the bill which declares the use and access of telecommunications networks a “public service” allowing tariff regulations in the market.

A controversial point of the project, “Argentina Digital” authorizes telephone companies to provide audiovisual communication services. Opposition MPs have questioned the benefit for these companies saying it contradicts the country´s new media legislation.

Protests sparked as NY policeman not indicted in chokehold death

A New York City grand jury has decided not to charge a police officer who killed an unarmed black man with a chokehold while trying to arrest him for illegally selling cigarettes, the local district attorney said.

The deadly encounter in July on Staten Island, New York City’s smallest borough, was captured on video, which quickly spread over the Internet and fueled debate about how US police use force, particularly against minorities.

Last week, a grand jury in Missouri decided not to indict a white police officer in another racially charged killing of a black man. The decision in that case sparked a spasm of violence in Ferguson, Missouri, with businesses burned down and looted.

Staten Island resident Eric Garner, a 43-year-old father of six, died on July 17 after police officers tackled him and put him in a chokehold. The city’s medical examiner ruled the death a homicide.

New York City police prepared for protests that could potentially paralyze major roads and tunnels in the city. About two dozen demonstrators lay down in the middle of Grand Central Station’s main hall in Midtown Manhattan in a silent protest as the evening rush hour began, as commuters crisscrossed through the terminal.

President Barack Obama, while not directly commenting on the case, said the grand jury decision spoke to «the concern on the part of too many minority communities that law enforcement is not working with them and dealing with them in a fair way.

«We are not going to let up until we see a strengthening of trust and strengthening of accountability that exists between our communities and our law enforcement,» he said.

The district attorney for Staten Island, Daniel Donovan, announced the grand jury’s decision not to indict the white police officer, Daniel Pantaleo, who placed Garner in a chokehold.

«It is never my intention to harm anyone and I feel very bad about the death of Mr. Garner,» Pantaleo said in a statement released by the Patrolmen’s Benevolent Association union.

Benjamin Carr, stepfather of Garner, said he was distraught over the verdict. «Put it in the hands of the federal government. Let them do something about it,» he said.

At the site where Eric Garner was apprehended by police and a makeshift memorial to his honor now stands, tempers flared as about a dozen protesters expressed their anger at the grand jury’s decision with a protest on the sidewalk. Some demonstrators defiantly crushed cigarettes in front of reporters and passersby – a reference to the reason that police gave for approaching Garner in the first place.

Daniel Skelton, a black 40-year-old banker, spoke loudly as he expressed his outrage steps away from Garner’s memorial.

«They just don’t like us,» he said, referring to police. Skelton called his reaction «not so much anger as frustration. A black man’s life just don’t matter in this country.

«There was a video, there’s no question about what happened,» he added, appearing stunned.

It is rare for either federal or state prosecutors to charge a US police officer for excessive force, even when a death results.

«There are a lot of cases where police officers don’t get indicted for what looks like extreme situations,» said Aaron Mysliwiec, president of the New York State Association of Criminal Defense Lawyers. «Many jurors and judges tend to believe police officers more than your average witness.»

The US.Supreme Court and lower courts have over decades ruled that police officers should have wide latitude to use violence to defend themselves and to take suspects into custody.

In ruling Garner’s death a homicide, the city medical examiner said police officers killed him by compressing his neck and chest. His health problems, including asthma and obesity, were contributing factors, the medical examiner said.

The video of Garner’s arrest shows him arguing with police officers, saying «please leave me alone,» and later «don’t touch me» before a group of four officers tackled him to the ground, at which point he began to plead with them, «I can’t breathe.» Police said later Garner had been resisting arrest.

Donovan said he had applied for a court order to authorize the release of «specific information in connection with the Garner grand jury investigation.» He noted in his statement that under New York law he is not permitted to disclose any details of a grand jury proceeding.

The grand jury, like all in New York, had 23 members. At least 12 grand jurors must agree to bring an indictment. Donovan said that all 23 grand jurors attended every one of the sessions in the Garner case, which began on Sept. 29 and ended on Wednesday.

Britain targets multinationals that try to dodge taxes

Britain plans to introduce a tax to target multinationals such as Google and Amazon accused of using complex accounting schemes to cut their payments on earnings in the country.

Governments around the world are trying to overhaul international tax treaties to stop big corporates siphoning off profits into low-tax havens, but British finance minister George Osborne broke cover on Wednesday to announce his own changes next year.

Tax experts cautioned however that the move, in response to growing outrage over how little tax some big corporates pay, would be difficult to enforce unilaterally.

«We will make sure that big multinational businesses pay their fair share,» Osborne said in a half-yearly budget statement. The tax will be set at a rate of 25 percent.

«Some of the largest companies in the world, including those in the tech sector, use elaborate structures to avoid paying taxes,» he told parliament.

Companies including Google, coffee shop chain Starbucks and internet retailer Amazon have paid minimal corporate tax in Britain by shifting revenues to low-tax jurisdictions, for example by using a system of internal payments.

Deloitte’s head of tax policy Bill Dodwell said he saw the tax as the first step towards wider international corporate tax changes that are being thrashed out by governments.

«It will have to be done in a manner that is compatible with the way the international corporate rules are changing, and the UK is just going a bit early,» he said.

Osborne said he would introduce the tax on profits generated by multinationals «from economic activity here in the UK which they then artificially shift out of the country» in April 2015.

Details about how the tax will be levied will be published on Dec. 10.

Osborne said Britain was leading the world in taking such a step, and he predicted the new Diverted Profits Tax would raise more than 1 billion pounds ($1.6 billion) over the next five years.

Toby Ryland, partner at HW Fisher & Company chartered accountants, said the so-called ‘Google tax’ sounded great in principle but was unlikely to give the average multinational much cause for concern.

«In reality, many of the UK’s double tax treaties with other countries dictate where profits can be taxed,» he said.

Google declined to comment, while Amazon was not immediately available for comment.

The target to raise more than 1 billion pounds over five years appears modest compared with the profits made by some multinationals.

Google, for example, had UK revenue of $5.6 billion and a profit margin of about 25 percent in 2013, according to its annual report. That would result in profit of about $1.4 billion, and a tax bill at 25 percent of around $350 million (223 million pounds).

Gov’t denies Parlasur bill seeks immunity for CFK

Cabinet chief Jorge Capitanich denied that a bill to choose the members of Mercosur Parliament (Parlasur) through popular vote had a hidden agenda for granting inmunity for President Cristina Fernández de Kirchner after 2015, as Clarín newspaper denounced.

“A newspaper’s headline that seeks to link a legislative initiative like the vote for Parlasur representatives with an alleged inmunity for the president is a maneuvre that deserves widespread condemnation,” Capitanich said at his daily press briefing in the government house.

The newspaper accused the government of pushing the bill, which aims to set the date for Mercosur elections in the same day of 2015 presidential elections, in order to guarantee immunity privileges to Ms. Kirchner once she leaves office, since it claims she would run for Parlasur.

Capitanich urged Clarín and La Nación newspaper to “stop encouraging false debates.” He said that the claims are “systematic and repeated lies.” The official said that the goal of the newspapers’ “baseless, cunning” headlines is “to attack the federal government.”

The chief of ministers said if the president wanted immunity after 2015, this law “would not be necessary” since “she could be candidate for the Lower House just fine” keeping her immunity.

Macri confirms determination to revoke Anti-hoarding, Criminal Procedural Code laws

Delivering a speech at the UIA annual gathering, Buenos Aires City Mayor vowed to maintain Miguel Galuccio at the front of YPF and said he would not eliminate subsidies if he gets to the presidency next year.

Addressing Argentina’s top industrial leaders meeting in the Buenos Aires province locality of Pilar to mark the 20th edition of the Argentine Industrial Union (UIA) annual gathering, Macri considered Galuccio a “rara avis.”

“(Miguel) Galuccio is a rara avis. He is a man who has an idea of where to go. He is a valuable element of this government. He is the antithesis of the improvised model (carried out) in Aerolíneas Argentinas, for instance. And we will evaluate if he should continue,” the head of the PRO party said.

In his message, Macri also said that he would not “end” subsidies, a decision he considered a “mistake.” “It would be a mistake to end with them. Every person who has it and needs it will keep on having it. But subsidies must not be something permanent, because that destroys people’s self-esteem.”

Still, it was the determination to revoke two government-sponsored bills – that have brought up controversy over the past weeks between Kirchnerite officials and opposition leaders -, that the mayor ratified during the UIA summit.

“That code must emerge from a great debate, without going against the general opinion. It is very important to try to modernise (the code) but it has to be done in some other way, so that it gets the support of the majority.” Mauricio Macri said alluding to the Criminal Procedural Code that, among its most controversial articles, it establishes that deportation is applicable in cases in which foreigners (independently of their migratory status) are apprehended while committing crimes, having a maximum possible sentence of three years in jail.

Furthermore, the two-time mayor of Argentina’s capital city considered the Anti-Hoarding Law a “monstrosity” as he called for “fair game rules.”

“That is the necessary way to investment. Not that law, approved so that one person owns the public power. It is a model that will not allow us to progress.”

Savings of as much as US$2 billion could ease pressure on Central Bank foreign reserves

The slump in global oil prices will reduce the country’s energy import bill, Economy Minister Axel Kicillof said yesterday, a development that could ease pressure on the Central Bank’s strained foreign-currency reserves.

Kicillof told an audience at the Argentine Industrial Union (UIA) annual conference that he projected an energy deficit of US$7 billion to US$8 billion this year, roughly one quarter of the country’s hard currency reserves, which stand at just under US$29 billion.

“The fall in prices is going to reduce the burden on the state’s fuel purchases from abroad,” Kicillof said on the sidelines of the UIA conference.

Asked to put a figure on the reduction, Kicillof said the government was still crunching the numbers.

“There’s a lot of uncertainty internationally over how this is going to pan out,” he said.

Some predict the savings could be in the billions.

“Assuming we have a normal winter … Argentina could save about US$2 billion in 2015,” said Daniel Gerold, head of G&G Energy Consultants in Buenos Aires.

The country’s fuel export revenues would likely dip too, but not by nearly as much, Gerold said.

Such a saving would provide respite for the Central Bank that has already bolstered reserves by entering into currency swaps with China.

Some economists project Argentina’s reserves reaching US$30 billion by the year’s end, against forecasts of around US$24 billion immediately after US credit rating agencies declared the country to be in default in July, when the country was haemorrhaging dollars and the peso was in free fall.

Argentina produces 90 percent of its energy needs, government data shows, and it imports the rest.

State-run energy company YPF forecast in September it would take up to a decade and as much as US$200 billion in investment to develop Argentina’s nascent shale sector and erase its energy output deficit.

YPF CEO Miguel Galuccio earlier this week dismissed speculation that the slump in oil prices would lead to a cut back of investment in Vaca Muerta, the country’s promising shale formation that the government is counting on to become energy self-sufficient.

Ali Moshiri, Chevron’s Houston-based head of exploration and production for Latin America and Africa, agreed, saying that dropping international crude oil prices will not play a major role for the company as it determines future investment opportunities in Argentina. YPF and Chevron are partners in an unconventional oil project in Vaca Muerta.

Prices rebound

US crude closed higher yesterday at more than US$67 after data showed a surprise tumble in inventories, but a report suggesting Saudi Arabia expected still lower prices for oil sent Brent below US$70 a barrel.

The spread between Brent and US crude, a key arbitrage in oil markets, narrowed to below US$3 a barrel, its lowest in almost two months.

Oil markets have been volatile since last week’s decision by the Organization of the Petroleum Exporting Countries not to cut production in an oversupplied market. In recent days, traders have sought a price floor for crude, which has tumbled about 40 percent from June highs.

Yesterday, US crude rose after oil inventories in the United States fell by 3.7 million barrels last week.

UIA’s head denies ‘strained relation’ with the gov’t

On the second and last day of the Argentine Industrial Union’s (UIA) annual conference, which president Cristina Fernández de Kirchner is expected to close with a speech, its head Héctor Méndez said that the relation with the president “is in no way strained.”

“The president has joined us in every single one of our conferences. There is no strain,” Méndez said during an interview with FM Nacional Rock radio. However, the industrial leader acknowledged that recently there have been several demands from its sector to the government. “Each in its place, but we all due respect we say what we need to say,” he stated.

The conference is being held amid growing tensions between business leaders and the federal government over the new anti-hoarding law, whose constitutionality is challenged by the so called G6 group of Argentina’s top business leaders, and the drop in the country’s economic activity.

Méndez said this year was “a little bumpy, complicated and tense” but he said that everything is going “as expected.” The industrial leader highlighted that 2015 will be an election year, and he recommended “caution.” He pointed out that “there is no debacle or catastrophe, only the reasonable scenario in a country going through a pre-election year.”

Furthermore, he expressed optimism about the years ahead. “We believe that next year (the economy) will bounce back a little and that from 2016 forward,”he said. “Industrial investments have always been there, with all government, when there is growth and profit in the industrial sector.”

Ms. Kirchner is expected to arrive at the UIA Conference in Pilar at 7 pm today to deliver a speech defending her administration’s industrial policies.

Renewal Front’s Sergio Massa spoke yesterday at the conference and opposition leaders Mauricio Macri and Julio Cobos have also been invited to speak at the event. Entre Ríos governor Segio Urribarri, Economy Minister Axel Kicillof and Defence Minister Agustín Rossi are expected to deliver speeches today.

Méndez praised “the plurality of the conference” and celebrated its full attendance. “We are very happy. We have no more room,” he said.

YPF’s Galuccio also denies speculation of slump as governors meet in BA

Slumping international crude oil prices will not play a major role for US oil major Chevron as it determines future investment opportunities in Argentina, a top company executive said.

A decrease in crude oil prices “doesn’t play a significant role in our long-term decisions,” Ali Moshiri, Chevron’s Houston-based head of exploration and production for Latin America and Africa, said in an interview with Reuters that focused on Mexico’s newly opened energy market.

Moshiri was hardly alone. YPF chief executive Miguel Galuccio also insisted yesterday that the vast Vaca Muerta shale oil and gas formation remains viable despite dropping prices.

Meanwhile, governors of oil-producing provinces met in Buenos Aires to call for domestic prices to remain stable in order to protect investments.

At least so far, Chevron insists it is not spooked by the lower prices. The California-based company is seeking to double its drilling rigs in Vaca Muerta shale development from about 20 earlier this year.

Moshiri did not indicate how soon that goal could be accomplished.

Chevron has invested more than US$2 billion in a joint project with YPF to develop shale oil in Loma Campana — the first large-scale oil production project in Vaca Muerta.

Moshiri told Reuters this week that the “next stage” for Vaca Muerta with YPF is to develop the central and eastern parts of the development.

Competitiveness

The government has said that Vaca Muerta is key to return the country to self-sufficiency, compared to the US$7 billion energy deficit the country will likely experience this year due to energy imports.

US light sweet crude prices, which is used as a reference in Argentina, settled at US$66.88 per barrel yesterday, down 40 percent since June.

The price fall in itself is not a problem for Vaca Muerta, Galuccio told a conference yesterday. “Vaca Muerta is not at risk at all,” he said.

“The best way to compete with oil prices is to be more competitive,” Galuccio added. “Rather than it costing US$7 million to drill a well, it could instead cost US$3.5 million in a couple of years.

“This is what will liberate us from the pressure of oil prices. We have to bet on our competitiveness.”

In the shadow of the Andes Mountains, the Vaca Muerta shale formation covers 30,000 square kilometres, an area roughly the size of Belgium.

Domestic price concern

In Buenos Aires City, governors of oil-producing provinces emphasized that just because international oil prices are decreasing, that does not mean domestic prices should follow suit.

“Faced with the temporary volatility in the international price of oil, the Ofephi governors consider it inconvenient that there be modifications in the domestic prices on which investment plans are based in order to increase production, obtain self-sufficiency and assure jobs,” the governors of the oil-producing provinces wrote in a statement distributed after their meeting yesterday.

The meeting was led by Martín Buzzi, the governor of Chubut, which is the country’s top oil producer. Neuquén Governor Jorge Sapag also took part in the meeting, as did the provincial leaders of Mendoza (Francisco Pérez) and Río Negro (Alberto Weretilneck). La Pampa and Salta were also represented in the meeting, although the governors did not personally attend.

“This is a situation that is only temporary, that has to do with a dispute for power — economic as well as political,” Buzzi said yesterday. “In the oil production scheme we are used to having prices that increase and decrease but this situation cannot put at risk the country’s strategy to seek out self-sufficiency.”

That is why, Buzzi told the state-run news agency Télam, it is important for domestic crude prices to remain where they are at around US$83 per barrel for high-quality Medanito crude and US$67 per barrel for the lower-quality Escalante.

Decline resumes

In the international markets, oil prices resumed their decline yesterday after rallying the previous session.

A bounce in oil prices on Monday from five-year lows helped foster a broadly more positive tone in Asia, but both Brent and US crude oil fell yesterday.

Brent yesterday fell US$2, or 2.76 percent, to settle at US$70.54, nearly testing Friday’s close of US$70.15, the lowest since mid-2010.

US crude fell US$2.12 to US$66.88. It rose four percent on Monday, the most since August 2012.

Crude futures pared losses in post-settlement trading after industry group American Petroleum Institute (API) released data showing US crude stocks fell 6.5 million barrels last week.

IMF Managing Director Christine Lagarde said late on Monday that cheaper oil was a positive for the global economy. The drop has given a boost to travel companies and should have a positive impact on consumer spending.

Venezuela indicts Machado for alleged plot to kill Maduro

Venezuela has indicted hardline opposition leader María Corina Machado on charges that she took part in an alleged plot to kill president Nicolás Maduro, the state prosecutor’s office confirmed.

Machado, who was at the forefront of major street protests against Maduro’s government earlier this year, has dismissed the accusations as a charade meant to silence her and distract Venezuelans from a growing economic crisis.

If found guilty, the former legislator could be sentenced to between 8 and 16 years in jail.

«Our only option is to fight for democracy and freedom,» Machado said after she was indicted at the state prosecutor’s office in Caracas today.

«We’re at the doors of a transition period,» she said, , draped in a yellow, blue, and red Venezuelan flag as dozens of supporters chanted their support.

One of Machado’s advisors said authorities had not ordered her immediate detention. There were no immediate indications the case could spark the same type of street demonstrations that rocked Venezuela for three months earlier this year.

Fellow opposition leader Leopoldo López, who with Machado kickstarted the anti-government protests, has been behind bars since February in what government critics blast as a crackdown on political foes.

They say Maduro, who was elected to succeed late socialist leader Hugo Chávez in office last year, has tightened the state’s grip on the judiciary and the electoral system, and wants to sideline political opponents ahead of key legislative elections in 2015.

Maduro, a former union leader and bus driver, dismissed this year’s protests as part of a US-backed plot to destabilize his government. His popularity has tumbled since he took office, stung by shortages of consumer goods and soaring inflation.

The opposition’s radical wing praises the fiery Machado, 47, for standing up to what they consider a dictatorship.

But she is loathed by many government supporters, who see her as an out-of-touch aristocrat intent on toppling the government.

They frequently point out she signed a decree that dissolved state institutions during a de facto government that ruled for less than two days in a botched 2002 coup against Chávez.

No impeachment for judge Bonadío

Kirchnerite councillors failed to gather the votes needed at the Magistrates Council to approve the impeachment motion filed against Federal Judge Claudio Bonadío. The motion only received seven of the nine votes needed for it to be approved.

However, the judge was sanctioned with a financial penalty of a 50% wage deduction, which only needed seven votes to be passed.

Bonadío faces at least eight complaints in the Council. The judge faces charges of not moving forward with investigations involving Menem-era officials and last month he was accused of ordering to stop the search for Lucas Menghini Rey, the last victim of the February 2012 Once train crash.

The magistrate has been under fire from the government after he ordered a raid on Hotesur hotel company that is partly owned by President Cristina Fernández de Kirchner.

‘Blue’ dollar up at 13.05 pesos; formal rate steady

The informal rate of the US currency climbed five cents to 13.05 pesos today, after ending at its lowest value in three weeks yesterday.

Meanwhile, the US dollar traded steady to close at 8.555 pesos in Buenos Aires City banks and foreign exchange offices.

The stock exchange rate climbed 11 cents to close at 12.04 pesos. Yesterday it traded below the 12-peso mark for its third time this week.

The blue-chip swap rate advanced nine cents to 11.99 pesos.

Senate passes Civil Code fast-track proposal

The Upper House has approved the project that brings forward the implementation of the new Civil Code, by 50 votes to 13.

The amendments to the law were first meant to become effective on January 1, 2016, but the project passed would move it forward to August 1, 2015, just before the presidential elections.

The initiative, presented by ruling Victory Front (FpV) senators, could be voted thanks to Federal Peronism representatives, who agreed to discuss the project, after the Radical Party caucus refused to give quorum.

CGT announces general strike in December

The CGT Azopardo union controlled by Hugo Moyano has called for a general strike to take place before December 15 across the country, following the government’s refusal to consider a change in the income tax floor.

The secretary-general of the Dredgers’ union, Juan Carlos Schmid, confirmed the planned industrial action following a meeting today of the leading figures of the Moyano grouping.

Schmid added that the strike would take place between December 9 and 12, while warning that the union would call on other organisations to join them in the stoppage.

Representatives of diverse transport sectors had earlier announced their intention to down tools for 24 hours during the first two weeks of December.

Although transport unions refused to confirm whether they would align their stoppage with industrial action from the dissident CGT and CTA confederations, the strike is expected to take place on Thursday December 11.

Un dirigente del PRO lanzó la iniciativa tras la sanción que el oficialismo le impuso al magistrado.

Lo pidió el secretario de Justicia, Julián Álvarez, y el oficialismo lo logró en el Consejo de la Magistratura: sancionar al juez Claudio Bonadio, que investiga supuestas irregularidades en el hotel de la presidente Cristina Kirchner. Por esta iniciativa, el magistrado sufrirá la quita del 30% de su salario.

Ante esto, el dirigente del PRO Eduardo Amadeo propuso que a través de una «suscripción popular» se complete el sueldo del magistrado.

«El kirchnerismo acaba de reducir en un 30% el sueldo de Bonadio, como represalia por las investigaciones que involucran a la Presidente, pero no podemos permitir que el Gobierno apriete a los jueces que investigan a los funcionarios», sostuvo Amadeo.

El ex diputado pidió «investigar en serio» y «reaccionar» ante lo que consideró un atropello a la Justicia independiente. Amadeo sostuvo que una forma de avanzar en ese sentido es «completando el sueldo del juez que el kirchnerismo acaba de recortar».

Amadeo llamó a «frenar la omnipotencia e impunidad del Gobierno» votando a un candidato opositor en las próximas elecciones y ofreció «los primeros mil pesos mensuales hasta que este tema se resuelva».

Alumnos de una escuela de Las Heras intoxicaron a un compañero y a un profesor

Estudiantes del colegio Antonio Gurgui pusieron ansiolíticos en una gaseosa que bebieron las víctimas. Enojo de los padres con directivos.

El caso del profesor envenenado y luego denunciado por supuesto abuso sexual en Buenos Aires tuvo su versión mendocina, aunque con algunas variantes. En estas tierras, un alumno y un docente fueron intoxicados por otros estudiantes con ansiolíticos en la escuela Antonio Gurgui, de Las Heras.

Aunque el caso ocurrió el pasado 18 de noviembre, tomó trascendencia pública en las últimas horas tras las quejas de los padres del chico intoxicado. Al parecer, alumnos de 15 años que cursan segundo año de esta escuela quisieron hacer “una broma” e intoxicaron al profesor y al alumno.

Mientras tomaban clases en un taller de esa escuela técnica, uno de los chicos habría colocado unas gotas de Clonazepam en una gaseosa. Sedientos, el estudiante de 15 años y el docente bebieron y sufrieron una descompostura luego de desmayarse.

Así, el caso del profesor Porro, intoxicado con veneno para cucarachas en Buenos Aires, parece repetirse en la conducta de estos estudiantes mendocinos.

Una vez consumada la “broma”, que los padres del niño perjudicado consideran un acto de bullying, una ambulancia del Servicio de Emergencias Coordinado debió asistir al maestro y al chico en la escuela.

Los padres del alumno intoxicado decidieron radicar una denuncia, por lo que la Justicia ya investiga lo sucedido. Dijeron no haberse sentido acompañados por los directivos del colegio, aunque, finalmente, la directora del establecimiento reconoció que la situación existió.

“Estaban los chicos en su horario de taller. Ahí algunos pusieron unas gotitas de Clonazepam en una gaseosa. En un momento la tomó un docente y uno de los compañeros de los chicos», sostuvo la docente.

La dirección de la institución se enteró de esto a partir de una preceptora que fue y planteó que un chico no se sentía bien y tampoco un profesor”, reconoció en diálogo con Canal 9 la titular de la Dirección de Orientación y Apoyo Interdisciplinario a las Trayectorias Escolares, María Rosa Sfeir.

Y siguió: “Ahí fue cuando la escuela llamó inmediatamente al SEC. Llegaron los profesionales y plantearon que las dos personas tenían una intoxicación por haber consumido esas sustancias. A partir de eso la institución dio todos los pasos que corresponden en esta situación”. La funcionaria se encargó de aclarar que “fueron sólo algunos que estaban en el taller” los que ejecutaron la idea.

Ante la comprobación de los hechos, el Consejo de Convivencia Escolar resolvió que los responsables dejen de asistir a la escuela durante los próximos días. Sólo concurrirán a llevar tareas o a rendir exámenes.

“El más afectado fue mi hijo por ser menor de edad. Él quedó más afectado emocionalmente, porque quedó con temor. A los dos días ya no quería ir a la escuela. Se organizó solamente para ir a rendir. Tomamos, como padres, la decisión de que sólo vaya a rendir los trimestrales, porque gracias a Dios él ya pasó de año”, contó indignado a Noticiero 9 Ernesto Pereyra, el papá del chico intoxicado.

Y agregó: “Ahora estamos viendo la posibilidad de cambiarlo de escuela, porque el niño ya no quiere volver, ya que al volver a clases recibió agravios verbales de sus compañeros”.

Luego el hombre detalló cómo fue que su hijo bebió el líquido con ansiolíticos: “Como hacía mucho calor ese día, junto con el profesor tomaron la decisión de juntar dinero y comprar una gaseosa. Lo que les resultó raro es que sus compañeros tardaran en regresar con la bebida. Porque cuando ellos llegaron, ya venían con el vaso servido, entonces ahí le dieron de beber al profesor y a mi hijo. Cuando mi hijo veía desvanecerse, observó que un grupito de sus compañeros se reía. Después ya no se acuerda qué sucedió; lo mismo ocurrió con el profesor.”

“Se está diciendo que no ha sido intoxicado, leí que se ha publicado sobre directivos que dijeron que no ha sido intoxicado. Quisiera preguntarles a esos directivos, si una persona que no está acostumbrada a tomar medicación, que no tiene enfermedades y toma de repente este tipo de medicamentos, si no es intoxicación, ¿cómo se le llama?”, concluyó ofuscado el padre del menor drogado.

Lo afirma la prensa italiana. Es el coronel Daniel Anrig, el comandante de la Guardia Suiza. Sin más explicaciones, el diario del Vaticano informó que terminará su servicio en enero, dos meses antes de concluir su mandato.

El Papa Francisco despidió al comandante de la Guardia Suiza encargado de velar por la seguridad del Vaticano por ser demasiado autoritario y estricto, indicó este miércoles la prensa italiana.

El diario oficial de la Santa Sede, L’Osservatore Romano, anunció sin mayores explicaciones que el coronel Daniel Rudolf Anrig, comandante del cuerpo pontificio Guardia Suiza, concluirá su servicio el 31 de enero del 2015, es decir dos meses antes de que termine su mandato de cinco años.

Según la agencia especializada en noticias religiosas I.Media, el coronel será remplazado por el actual vicecomandante, Christoph Graf, con una reputación de persona afable. El comandante Anrig fue nombrado en 2008 por Benedicto XVI y comandaba el pequeño ejército del Papa, formado hace 500 años.

La medida ha sido interpretada por los medios como una reacción del pontífice argentino contra la «obsesiva» rigidez de este cuerpo de seguridad. Anrig estaba desde 2008 al frente de los 120 miembros que integran la Guardia. El Vaticano no ha ofrecido más explicaciones sobre el asunto, pero el diario «Il Messagero», editado en Roma, señalaba que «el Papa había dejado entrever a sus ayudantes que le gustaría un cuerpo militar menos estricto, con un régimen menos obsesivo en comparación al que comandaba el coronel Anrig».

Reconocidos y apreciados en todo el mundo por sus vistosos uniformes renacentistas de rayas color azul, amarillo y rojo, que según la leyenda fueron diseñados por el célebre maestro Miguel Angel Buonarotti, la Guardia del Papa está compuesta por hombres, todos ciudadanos suizos católicos, la mayoría de habla alemana. Armados sólo de alabardas, los soldados del Papa están encargados de la vigilancia y el orden en el pequeño territorio del Vaticano, de poco más de 44 hectáreas, garantizando la seguridad del Sumo Pontífice además de ayudar diariamente a los turistas y peregrinos que visitan sus jardines, museos y la basílica de San Pedro.

No es suficiente ser suizo para ingresar en la Guardia, ya que además hay que ser soltero, tener entre 19 y 30 años, medir al menos 1,74 metros, «ser católico romano» y tener «una reputación intachable», sin olvidar ciertos conocimientos de artes marciales.

Las rígidas reglas de ese histórico cuerpo han sorprendido al Papa argentino, quien suele conversar con ellos y llegó incluso a invitar a uno de ellos a quebrar las órdenes pidiéndole que descansara tras descubrir que había pasado la noche entera de pie.

“Es el fin de una dictadura», confesó un guardia tras ser informado de la salida de Anrig. En mayo pasado, Francisco elogió «la profesionalidad» de la Guardia Suiza vaticana, a la que instó a servir con «gentileza y fraternidad», con ocasión del aniversario del saqueo de Roma en 1527, cuando el ejército pontificio fue diezmado por defender al Papa.

Tenía 21 años y estaba desaparecida desde el domingo en Trenque Lauquen; fue encontrada en las afueras de la ciudad con signos de ahorcamiento.

Una joven de 21 años que era buscada desde el domingo por su familia fue hallada muerta, con signos de ahorcamiento, en las afueras de Trenque Lauquen.

Yésica Arman era conocida en la mencionada ciudad por su importante trayectoria deportiva. Era boxeadora y futbolista, pero también había formado parte de equipos de hockey y handball.

La joven, según el relato de sus familiares, había salido a bailar el sábado a la noche y habría discutido con su pareja. Desde las primeras horas del domingo se la buscaba intensamente.

Su cuerpo fue hallado por la Policía ayer por la tarde, en una zona de silos sobre la calle Llorens de esa localidad. Según informaron fuentes cercanas a la investigación, la víctima tenía «signos de ahorcamiento».

Luciano, el nene de 12 años que viajaba con su familia en un auto que fue embestido por ladrones que huían de la policía, falleció esta tarde.

«Se fue a mejor vida. Está con su abuelo», dijo Oscár Ramírez, papá de Luciano, en diálogo con la prensa. «Espero que se haga justicia, que paguen el daño que causaron. Sólo Dios los va a juzgar», sostuvo.

El hecho ocurrió anoche en la localidad bonaerense de Ituzaingó, a la altura de las calles Segunda Rivadavia y Manuel Acevedo.

Fuentes policiales informaron a Télam que al arribar a esa esquina, el vehículo fue chocado por un auto que momentos antes había sido robado en la zona y que era conducido por un delincuente que escapaba de efectivos policiales.

Luciano fue el más afectado por el impacto y estuvo internado con muerte cerebral en el Hospital Italiano, donde falleció en horas de la tarde.

El cambio climático amenaza a los yacarés del Parque Nacional Iguazú

La población de yacarés que se encuentra dentro del Parque Nacional Iguazú –Misiones- y que está catalogada como de “valor especial” para la conservación del ecosistema, puede ser afectada negativamente si la actual tendencia del calentamiento global continúa. Así lo demuestra un estudio publicado ayer en la revista científica Aquatic Conservation: Marine and Freshwater Ecosystems*. El mismo fue realizado por el guardaparque Justo Herrera, del Parque Nacional Iguazú, y los biólogos Agustín Solari y Luis Lucifora, del Centro de Investigaciones del Bosque Atlántico (CeIBA) y del nodo Iguazú del Instituto de Biología Subtropical (IBS/CONICET-UNaM).

En el estudio, los autores analizaron el efecto de las variaciones climáticas interanuales sobre la abundancia de yacarés en el río Iguazú. En el estudio descubrieron que períodos muy húmedos tienen, contrariamente a lo que podría esperarse, un efecto muy negativo sobre la abundancia de yacarés.

“Vimos que en los años que se correspondían con “El Niño”, fenómeno que para nuestra región implica un aumento en el caudal de los ríos por aumento de precipitaciones, el número de yacarés tenía un marcado descenso. Esto era contradictorio ya que, normalmente, el problema para las poblaciones de cocodrílidos en otras regiones suele ser la falta de agua, no su abundancia”, señaló Luis Lucifora.

Ante esa situación el equipo de biólogos decidió investigar las causas. “Encontramos que la gran mayoría de los yacarés del río Iguazú son jóvenes de mediano y pequeño tamaño y que estos individuos dependen mucho de un tipo de hábitat poco común en el río Iguazú, compuesto por vegetación más abierta, de tipo herbácea, que queda bajo agua cuando el nivel del río es muy alto. Eso explica el porqué de la disminución en la abundancia en años muy húmedos: la fracción más grande de la población se queda sin su hábitat principal”, explicó el biólogo Agustín Solari.

El estudio muestra que el efecto de los años muy húmedos es contundente, ya que después de diez años de la ocurrencia de un “El Niño” severo, la población no llegó a los niveles de abundancia que tenía antes del fenómeno. De continuar la tendencia actual del cambio climático, los fenómenos de “El Niño” serán más frecuentes, lo que implica un futuro poco promisorio para los yacarés del Iguazú.

Los yacarés son los mayores depredadores acuáticos del río Iguazú por lo que su rol en el ecosistema es potencialmente importante. Por eso, es necesario que su población se mantenga en niveles normales para conservar su función ecológica. Si la población disminuye mucho, cualquier otra actividad, aunque tenga un efecto de menor proporción que el cambio climático –como la caza furtiva– puede hacerla desaparecer. A raíz de estas cuestiones, es necesario aplicar múltiples medidas, como evitar la pérdida de más selva, mantener ambientes acuáticos saludables, intensificar los controles para evitar la caza furtiva, y reducir las emisiones de dióxido de carbono a la atmósfera.

El guardaparque Justo Herrera resaltó que “este estudio fue posible gracias a la realización de censos de yacarés que se vienen haciendo desde 1996, en gran medida, por el esfuerzo de muchos voluntarios y guardaparques, por eso es crucial que las instituciones científicas tengan los medios adecuados para mantener programas de monitoreo de largo plazo”.

Pocas horas después del nacimiento de su tercera hija, Francesca, la modelo confirmó su separación de Matías Defederico, y partir de allí, las versiones de una infidelidad del jugador en las horas previas al parto cobraron cada vez más fuerza.

En una entrevista, Cinthia contó cómo convive con esta situación. «Estoy con mucho dolor, muy dolorida y estresada. Estoy destruida física y mentalmente, y ya no sé de dónde sacar fuerzas para mis bebés, pero lo hago y debo hacerlo», explicó en declaraciones a Caras.

«Me duele el corazón, tengo tres bebés y estoy completamente sola, por más que Maty (Defederico) venga a visitarlas, no es lo mismo que tenerlo las 24 horas del día, todos los días, conmigo. Es difícil, demasiado», detalló.

«El día que entré con mi hija recién nacida a casa, él salía por la otra puerta con una valija. Eso me partió al medio. No doy más», concluyó al respecto.

Esta evolución es resultado de los antirretrovirales

LONDRES (Notimex).- La rápida evolución del virus de inmunodeficiencia humana, que ocasionó que se volviera resistente a la inmunidad natural de las personas, lo está llevando a ser menos maligno, reveló un estudio de la Universidad de Oxford.

La investigación concluyó que las personas infectadas con el VIH tienen menos probabilidades de desarrollar el Síndrome de Inmunodeficiencia Adquirida (sida), ya que se ha vuelto “menos virulento”, en parte debido a los antirretrovirales (ART).

En 2013 hubo 35 millones de personas infectadas con el VIH, según la Organización Mundial de la Salud (OMS).

El estudio, publicado en “Proceedings of the National Academy of Science”, fue dirigido por científicos de la Universidad de Oxford y realizado en Botsuana y Sudáfrica, dos de las naciones africanas más afectadas por el virus. Se dio seguimiento a dos mil mujeres infectadas.

La primera parte de la investigación consistió en analizar la relación entre la respuesta natural del organismo al virus y verificar si éste es menos agresivo. Los expertos examinaron la proteína HLA-57, un antígeno humano que se encuentra en la sangre y sirve de protección contra las secuelas características de la enfermedad.

En Botsuana, donde el VIH ha mutado para adaptarse al antígeno HLA-B57, los pacientes ya no se benefician con esta protección genética. Sin embargo, los investigadores han descubierto que la habilidad del virus de replicarse se ha reducido de manera significativa, lo que lo hace menos agresivo.

“Cualquier cosa que podamos hacer para poner presión en el VIH podría ayudar a los científicos en algunos años a reducir el poder destructivo del VIH”, subraya el profesor Phillip Goulder, de la Universidad de Oxford.

En la segunda parte del estudio se examinó la relación entre los antirretrovirales y la agresividad del VIH. Los científicos desarrollaron un modelo matemático que confirma que se ha debilitado la capacidad de mutación.

Mike Turner, jefe de Inmunobiología de Wellcome Trust, que financió el estudio, dijo que “el desarrollo de los ART es importante paso para el control del VIH”.

“Esta investigación es un buen ejemplo de cómo futuros estudios sobre VIH y resistencia a las drogas pueden ayudar a los científicos a eliminar el VIH”.

El festival, organizado por el inefable José Palazzo, también confirmó la presencia de un escenario temático por día, otro para bandas alternativas y actos de santd up, y un tercero, el Hangar para el metal y bandas cordobesas.

El sábado 14 el escenario principal lo cerrará Andrés Calamaro, quien estará precedido por Babasónicos, Los Auténticos Decadentes, Guasones, La Beriso y el español Leiva.

También tocará en el escenario principal el grupo Pez, los salvajes del garage rock argentino el Perrodiablo, Uneven -la banda del ex basquetbolista Fabricio Oberto- y el grupo 4 al Hilo.

El temático lo ocupará el reggae con los grupos Nonpalidece, Gondwana, Los Pericos, Matamba, Lumumba, Kameleba, Resistencia, Riddim, Natty Combo, Un Rojo Reggae Band y Tito Muñoz y La Criminal Ska Band.

En el alternativo actuarán los formoseños de Guauchos, Carca, la batalla de rimadores de hip hop, además de un rockumental.
El domingo 15, el cierre en el escenario principal lo concretarán los mexicanos de Molotov, precedidos por Skay, IKV, Kapanga, Eruca Sativa, Catupecu, Boom Boom Kid, La Perra Que Los Parió, Planeador V y los alternativos de Sick Porky.

El temático tendrá a Gardelitos, Jóvenes Pordioseros, Don Osvaldo, Viticus, La Mississippi, Ojos Locos, Blues Motel, Ruta Dos, Culpables de Este Sentimiento, La Furia de Petruza.

Mientras que en el alternativo sonará el combo de electropop cordobes De la Rivera, QI, Cintia Scotch, Anticasper, un show de stand up de Fabio Alberti, los MC’s de hip hop y rockumentales.

El lunes 16 el cierre del encuentro estará a cargo de Ciro y Los Persas, precedido por Las Pastillas del Abuelo, Las Pelotas, Salta La Banca, El Bordo, La Que Faltaba. El Kuelgue, Utopians, Indiales y Militantes del Surco.

El escenario heavy lo cierra Almafuerte, precedido por De La Tierra, Carajo, Horcas, Lethal, Hammer, Pésame, GTX, Lovorne, Renacer, Helker, Arraigo.

Mientras que en el hangar tocarán las bandas cordobesas Juan Terrenal, The Chicken Faces, Los Frenéticos, The Beats, Fun Circus, Pink Wasted, Odoghan, Back To When, Vander, Los Bastarddos, Anima Terra y Los Reyes También.

El tablado alternativo lo tendrá a Roberto Pettinato con su stand up, una presentación del cómico Daniel Aráoz, además de conciertos de las bandas Anticasper, los reggae de Sig Ragga y el dub de Nairobi.

Además, todos los días habrá shows de la compañía Fuerza Bruta con con su espectáculo «La Globa».

Hasta el momento hay 10 finalistas ya elegidas y la mujer de Demichellis podría sumarse a esa lista si el público así lo decide.

Tamara Gorro, Irina Shayk, Alice Goodwin, Malena Costa, Helen Flangan, Wanda Nara, Larissa Riquelme, Natalia Weber, Nora Segura, Pilar Rubio son otras de las botineras que compiten para ser la última finalista del certamen.

Anderson se consagró en la edición 2012 ante Tamara Gorro – quien lo había ganado en 2011 – y se llevó el Balón Rosa a su casa.

La confesión de la cantante se dio en una entrevista con Edward Stern. Contó el drama que sufrió cuando el conductor le preguntó que explicara el significado de la canción “Swine” (cerdo).

“Pasé cosas horribles de las que hoy me puedo reír, pero solo porque me sometí a terapia mental y física para poder curarme con los años”. sostuvo Gaga.

Luego añadió: “Estaba en un caparazón. No era yo misma. Para ser honestos, tenía 19 años. Frecuentaba la escuela católica y luego sucedió una cosa loca y pensé: ’¿Son así los adultos?’. Era muy ingenua”.

“Pensé que me aterrorizaría. Una vez lo vi en un negocio y quedé paralizada del miedo. Porque fue solo años después que me di cuenta de aquello que me sucedió. El tenía 20 años más que yo. Yo era solo una jovencita”, recordó con mucho dolor la artista.

«No le dije a nadie, ni siquiera a mí por mucho tiempo», dijo sobre aquel repudiable episodio.
