Riquelme se pone a punto y jugaría frente a Rafaela

En el entrenamiento matutino se llevó a cabo una de las “batallas” más esperadas entre zapatillas y botines, para definir quién lograría calzar a Juan Román Riquelme. ¿Aparecerían los botines de una buena vez? Finalmente -y para el alivio de Falcioni, de los hinchas de Boca y de los amantes del buen juego en general-, el calzado con tapones se impuso al otro -el que acompañó a Román los últimos doce días-, y pudo relucir en los pies del diez boquense.

Ayer Riquelme se ató lo botines y saltó al campo. Y también pateó, corrió y realizó todos los ejercicios tácticos a la par de sus compañeros. Luego, por precaución, no lo hicieron participar del fútbol en espacios reducidos. “La práctica de hoy fue importante para que Román tome contacto con la pelota. Para que se pusiera los zapatos y se sienta cómodo”, declaró un relajado Julio Falcioni.

Las señales son claras y marcan que Riquelme (que fue incluido en la lista de concentrados) podría volver mañana ante Atlético de Rafaela. De todos modos, esta mañana se lo exigirá al máximo y se definirá. “Creemos que va a llegar. Mañana (por hoy) lo vamos a probar más intensivamente y lo resolveremos”, fueron las palabras de un optimista Falcioni.

Pero el enganche no es el único que arrastra molestias: ayer trotaron a un costado de la cancha Rolando Schiavi, Walter Erviti y Clemente Rodíguez. Pese a esto, los tres llegarían sin inconvenientes al partido con el escolta. Mientras tanto, Nicolás Blandi no participó del entrenamiento, pero, al igual que los anteriores, estará en condiciones.

Todo parece estar claro en la mente del DT. Sólo resta saber qué pasará con Riquelme. En estas horas Román deberá librar otra batalla, aunque esta vez será interior. ¿Jugar o no jugar?, esa será su cuestión. En definitiva, la decisión la tomará él, de común acuerdo con el cuerpo técnico. Entonces, el equipo para enfrentar al escolta Atlético de Rafaela sería: Agustín Orion; Facundo Roncaglia, Rolando Schiavi, Juan Insaurralde, Clemente Rodríguez; Diego Rivero, Leandro Somoza, Walter Erviti; Juan Román Riquelme o Cristian Chávez; Pablo Mouche y Nicolás Blandi.

Empieza la Cumbre iberoamericana con la ausencia de la mitad de sus presidentes

En la reunión previa de ministros, Timerman agradecií el apoyo de la comunidad iberoamericana a la Argentina en el conflicto por las Malvinas.
ASUNCIÓN.- Esta edición de la Cumbre Iberoamericana pasará a la historia como la que menos presencia de Jefes de Estado y de Gobierno ha tenido por las ausencias de varios de los más importantes presidentes de la región, algo que no ha sentado nada bien al país anfitrión, Paraguay, que no ha tenido más remedio que aceptar las variadas excusas que los mandatarios han presentado. No han viajado concretamente a Asunción los presidentes de la Argentina, Brasil, Colombia, Costa Rica, Cuba, El Salvador, Honduras, Nicaragua, República Dominicana, Venezuela y Uruguay.

Los motivos presentados para no viajar a Asunción son variados: personales, los de la presidenta Cristina Fernández -al conmemorarse el primer aniversario de la muerte de su esposo, el ex presidente Néstor Kirchner-; médicos, los del presidente de Venezuela, Hugo Chávez; o bien la agenda de trabajo cargada de eventos internacionales, según han manifestado los presidentes de Uruguay y Brasil.

Las ausencias de Argentina, Brasil y Uruguay han llamado la atención a los organizadores de la cumbre al tratarse de socios importantes de Paraguay en el Mercosur. Éstas son vistas por la prensa internacional como una prueba del creciente desinterés por estas citas, y han servido incluso para que la oposición paraguaya critique la política exterior del mandatario anfitrión, el presidente Fernando Lugo. «Es una cumbre en la que importa la presencia de los Jefes de Estado, pero hay una agenda compartida con ideas que se generarán en el espacio de reflexión, y en un mundo globalizado es importante coordinar políticas», matizó el canciller paraguayo, Jorge Lara.

Durante la jornada de hoy se reúnen los ministros de Relaciones Exteriores iberoamericanos para definir los temas que mañana los Jefes de Estado y de Gobierno aprobarán. En este encuentro, el canciller argentino Héctor Timerman ha aprovechado la ocasión para agradecer a la comunidad iberoamericana las muestras reiteradas de apoyo con la Argentina por el conflicto que mantiene con el Reino Unido por las Islas Malvinas. Timerman ha manifestado que «Argentina no tiene conflictos con ningún país del mundo, salvo con el Reino Unido y que Argentina forma parte de un continente que no ha sido liberado del colonialismo»

Las deliberaciones de mañana de los mandatarios iberoamericanos girarán en torno a las «transformaciones del Estado y el desarrollo», y se espera una declaración final que incluya llamados a los países ricos a resolver cuanto antes sus problemas para evitar un contagio, según fuentes diplomáticas.

Si bien América Latina aún no ha recibido de lleno el impacto de la crisis de la deuda europea o el débil desempeño estadounidense, economías como la de Brasil, la mayor de la región, muestran señales preocupantes de desaceleración.

De otro lado, ésta será la última Cumbre Iberoamericana de José Luis Rodríguez Zapatero como Jefe del Gobierno español, quien, acosado por la crisis, debió adelantar para noviembre los comicios para elegir a su sucesor.

La inauguración oficial está prevista a las 19 horas, en el Teatro José Asunción Flores del Banco Central paraguayo, y será seguida por un espectáculo cultural y una cena ofrecida por el presidente de Paraguay, Fernando Lugo, a sus colegas.

SCIOLI CREARÁ LA FIGURA DEL «DENUNCIANTE DE EVASORES»

Mi vecino es un buchón (rentado): Propuesta de ARBA
En provincia de Buenos Aires pretenden que los vecinos informen al fisco sobre situaciones que afecten la recaudación de impuestos. Quien delate al vecino cobrará una recompensa. Buscan incentivar las denuncias de infracciones tributarias.
De acuerdo a una información publicada por el diario El Día, de La Plata, cualquier habitante de la Provincia podrá ir a las oficinas de la Agencia de Recaudación (Arba) y denunciar situaciones que puedan llegar a constituir infracciones fiscales que se vinculen con la recaudación de impuestos.

Y a cambio, ese denunciante recibirá como recompensa una suma de dinero equivalente a un porcentaje del monto de las sanciones tributarias que se apliquen al evasor.

La figura del denunciante tributario está contemplada en el artículo 186 de la Ley Impositiva que el gobierno de Daniel Scioli envió a la Legislatura y que amenaza con generar una fuerte polémica durante el debate parlamentario.

El artículo faculta a Arba a poner en práctica «en la forma, modo y condiciones que al efecto establezca, un sistema de «Denuncia Pública Tributaria» a través de la cual cualquier interesado podrá poner en conocimiento hechos, actos, omisiones o situaciones que puedan llegar a constituir infracciones fiscales, constituir o modificar hechos imponibles, o que puedan vincularse con la recaudación de tributos».

Además de establecer que las denuncias no podrán ser realizadas en forma anónima, la normativa incluye una suerte de recompensa para el denunciante.

«Tendrá derecho al pago de una suma de dinero equivalente a un porcentaje del monto de las sanciones tributarias que pudieran llegar a imponerse a los denunciados, que determinará la reglamentación», se indica.

El articulado dispone además que en ningún caso ese premio podrá superar los 10.000 pesos y que el pago se hará efectivo «luego de producido el cobro de las sanciones impuestas como consecuencia de la denuncia».

Así, el gobierno provincial busca incentivar las denuncias y estrechar el cerco sobre los evasores.

De esta forma, por ejemplo, un vecino podría denunciar a otro que amplió su casa y no declaró la nueva construcción al fisco. O dar cuenta de un comercio que no tiene habilitación o que no emite facturas.

La propuesta oficial amenaza con generar polémica y, de algún modo, retoma la idea que alguna vez impulsó el ex recaudador Santiago Montoya cuando pretendió crear las figuras del informante, arrepentido y agente encubierto.

A fines de 2008, esa intención produjo un fuerte revuelo, fue tachada de inconstitucional y finalmente no logró pasar el filtro de la Legislatura.

En aquella ocasión Montoya propuso utilizar informantes que denunciaran incumplimientos en el pago de tributos como forma de contribuir al combate contra la evasión.

El artículo en cuestión delega en la Agencia de Recaudación (Arba) la determinación de cómo funcionará el sistema de las denuncias públicas y el forma en que se determinará el monto a cobrar por quien las realice.

Anticipo: Toda operación de mostrador deberá aprobarla la AFIP

El directorio del Banco Central y los gerentes y subgerentes a cargo de las normas cambiarias decidieron un texto que supedita a la aprobación de la Afip toda compra de moneda extranjera en mostrador. Parece un acto de desesperación que empuja el dólar marginal y establece una devaluación implícita que, si se estaciona en $5, la estiman en 20%.

CIUDAD DE BUENOS AIRES (Urgente24). La decisión ya fue tomada por el Banco Central (Amado Boudou y Hernán Lorenzino, en el Palacio de Hacienda, han dado un paso al costado en estos temas cambiarios, probablemente una pequeña venganza por haber sido dejados de lado en los anuncios sobre liquidación de cambio de petroleras y mineras). El Banco Central fijará que toda operación cambiaria de mostrador deberá ser autorizada por la Administración Federal de Ingresos Públicos (Afip).

Así, la autoridad regulatoria supone que levanta un filtro importante en el mercado de contado de moneda extranjera, aunque es obvio que se potencia el mercado ‘blue’, a niveles importantes.

En los últimos días, el mercado marginal de cambio (que no se hace ni en bancos ni en casas ni agencias de cambio. Suficiente experiencia hay al respecto en la Argentina), ya fue beneficiario de que con las normas del BCRA se distanció el tipo vendedor del tipo comprador, o sea que los operadores ganan más dinero por operación.

Ahora, entre el BCRA y la Afip empujarán una oferta adicional a ese mercado, estimándose que levantará el precio de la paridad, probablemente hasta $5, si la plaza luce agitada, y ese es el piso del tipo de cambio que se instalará en los agentes económicos. O sea que se vaya preparando Guillermo Moreno, secretario de Comercio.

Dado que el verdadero impulsor de la demanda de moneda extranjera es el índice de variación de precios que descuenta la sociedad (que no le cree al INdEC), el embrollo cambiario puede darle nuevos bríos al deslizamiento de precios.

Luego, sorprende la inexperiencia del Banco Central para lidiar con los temas cambiarios. Por un lado, hay un directorio integrado por funcionarios sin experiencia real de mercado. Luego, hay gerencias integrada por funcionarios formados en otra filosofía del mercado.

El resultado es patético, más allá de que Cristina Fernández siga creyendo, equivocada, que porque ganó con el 53,9% de los sufragios puede imponerle a la sociedad su punto de vista sobre variables como el tipo de cambio.

Reapareció Fatala y dijo que las Madres siguen construyendo viviendas

El subsecretario de Obras Públicas dijo que «el mejor homenaje que se le podía hacer a Néstor era abrazar a las Madres sabiendo el sentimiento que Néstor tenía con ellas sabiendo que él fue un símbolo de unidad de las Madres». Recordó el acto en conjunto de todos los organismos de DDHH realizado en la ex Esma el 24 de marzo del 2004, se refirió al fallo del día de ayer como un «regalo de la justicia» como «un fallo ejemplar».
Evitó mencionar la palabra revancha, dado el recibimiento que obtuvo luego de estar en el ojo de la tormenta tras el escándalo de Sergio Schoklender y la Fundación Madres de Plaza de Mayo y afirmó que «hay una valoración por parte de la sociedad acerca de las cosas que estamos haciendo» y atacó a los «que hicieron oposición implacable del 2007 en adelante», pues «sufrieron un castigo muy fuerte en las urnas».
Sobre la Misión Sueños Compartidos, Fatala negó que la Fundación Madres de Plaza de Mayo haya dejado de construir viviendas: «Las Madres siguen construyendo viviendas, lo que pasa, es que la corporación, en ese sentido, fue implacable porque, a cada paso que dábamos, decían ‘las madres se van, las madres se retiran’ y estamos por inaugurar viviendas en villa 15 y en Castañares y en General Paz. Por lo tanto, las Madres siguen conservando el proyecto Sueños Compartidos».

Man opens fire outside U.S. Embassy

SARAJEVO, Bosnia-Herzegovina – A man opened fire with an automatic weapon outside the U.S. Embassy in Bosnia on Friday, and authorities said he was targeting the building in a terrorist attack.

The man injured at least one police officer guarding the embassy before police surrounded him. After a 30-minute standoff, the sound of a single shot echoed and the shooter slumped to the ground.

Police arrested the wounded man and took him away in an ambulance as pedestrians watched from behind buildings and vehicles. Sarajevo police spokesman Irfan Nefic said the man was being treated at a hospital.

The U.S. Embassy said none of its employees was injured.

Bakir Izetbegovic, one of Bosnia’s three presidents, issued a statement condemning «the terrorist attack on the embassy of the United States in Bosnia-Herzegovina.»

«The United States is a proven friend of Bosnia-Herzegovina. Its government and its people supported us in the most difficult moments in our history and nobody has the right to jeopardize our relations,» he said.

The gunman wore a beard and was dressed in an outfit typical for followers of the conservative Wahabi branch of Islam.

Bosnian TV identified the shooter as Mevlid Jasarevic, from Novi Pazar, Serbia. It said he is a Wahabi follower, but did not cite its sources.

The Wahabis are an extremely conservative branch of Islam which is rooted in Saudi Arabia and linked to religious militants in parts of Afghanistan and Pakistan.

A Sarajevo city official, Muhamed Budimlic, told The Associated Press that a policeman guarding the embassy was injured.

Ford reintroduces the 1965 Mustang

Ford Motor Co. will soon sell brand-new 1965 Ford Mustangs for just $15,000 each. The only hitch: There’s some assembly required.

As part of its Ford Reproduction business, Ford revealed today it had approved a new stamping of the steel bodies for first-generation Mustang that buyers could then build into their own 1964 1/2 through 1966 Mustang, using whatever engine, axles, interior and other parts they can find on their own.

The first-generation Mustangs rank as America’s most-restored vehicle, and the cottage industry of reproduction parts has grown to where it’s possible to build a Mustang just as it would have appeared on the showroom floor in the mid-1960s, down to the pushbutton AM/FM radio.

Ford says the new body shell built by California-based Dynacorn has been improved only slightly with modern welding techniques and rustproofing, and comes out of the crate nearly ready for paint and assembly. The company already offers metal bodies for Mustangs from 1967 through 1970, and has been in talks with Ford to remake the original body of the Ford Bronco. There’s still life in those old horses yet.

Pacquiao fired up for third bout with Márquez

Occasionally criticized for being too much of a gentleman in the ring, Manny Pacquiao is more motivated than ever for his WBO welterweight title defense next month against Mexican Juan Manuel Márquez.
The boxers have met twice before, fighting to a draw in May 2004 before the Mexican lost his WBC super-featherweight title to the Filipino southpaw in a controversial split decision in March 2008.
However, Márquez has repeatedly claimed he won both contests and Pacquiao felt insulted after his opponent wore a T-shirt bearing the legend: «We Were Robbed» when their November 12 showdown in Las Vegas was promoted in the Philippines.
«I have never been so motivated as I am for this fight,» Pacquiao told reporters before sparring with his trainer Freddie Roach at the Wild Card Boxing Club. «I almost can’t wait for the fight.
«I want to prove that he (Márquez) was wrong in wearing that T-shirt claiming he won the last two fights.
«So this is kind of a special fight, the most important fight in my boxing career, because I want this fight to be the answer to all the doubts that have been raised.»
Asked if he had taken Márquez’s claims personally, Pacquiao replied: «Right now, outside the ring, there is nothing personal but when I get into the ring on November 12 it’s going to be personal for us.»
Roach, who has worked with 31 world champions in his Wild Card gym on the outskirts of downtown Los Angeles, said he had never seen Pacquiao so fired up for a fight.
«He’s motivated but he still won’t talk about it,» Roach told Reuters, referring to the baiting by Márquez. «I say to him: ‘Manny, you don’t like this guy?’ And he just smiles at me. I let him enjoy it.
«When Márquez came out to the Philippines and wore that T-shirt, he embarrassed Manny a little bit. It was a slap in the face and I think Manny will pay him back.»
Roach, a shrewd tactician who has been uncannily accurate with his fight predictions, forecast a Pacquiao victory inside the distance at the MGM Grand Garden Arena in Las Vegas.
«I don’t think the fight’s going to last six rounds,» Roach said. «It’s going to be a helluva fight until it ends because one thing about Márquez is that he will fight.
«They say he (Márquez) has put on a little bit of muscle and he is getting a little bigger upstairs. It looks like he might want to exchange with us and I hope that happens.»

Argentine Stocks: Aluar Aluminio Argentino, Molinos and YPF

The following companies had unusual price changes in Argentine trading. Stock symbols are in parentheses and share prices are as of the close in Buenos Aires. The Merval Index rose 0.3 percent to 3,015.22.

Aluar Aluminio Argentino SA (ALUA AF) rose 2 percent to 4.14 pesos, its third day of gains. The country’s largest aluminum producer announced it will pay dividends beginning Nov. 7, according to a statement posted on the website of the Buenos Aires stock exchange. The company had said Oct. 26 it would pay 173 million pesos ($41 million) in dividends.

Molinos Rio de La Plata SA (MOLI AF), Argentina’s largest food company, fell 0.7 percent to 34.20 pesos, its first decline in seven trading sessions. Argentine truck owners who transport grains plan to expand a strike in Buenos Aires province across the country after they failed to reach an agreement with the government, according to Edgardo Aniceto, head of press at Fetra, the country’s trucker federation.

YPF SA (YPFD AF) lost 1.2 percent to 169 pesos, its lowest price in three weeks. Argentina’s largest oil company had its foreign currency issuer default rating cut today to “B+” from “BB-” at Fitch Ratings, which cited recent changes in regulation on oil and gas producers’ export revenue.

FAFT urges Argentina to ‘urgently strengthen’ its fight against money laundering

The Financial Action Task Force (FAFT) urged Argentina to urgently solve «faults in its regime of fight against money laundering and financing of terrorism,” after a meeeting with Government officials in Paris.

FAFT released its official stance after a meeting with Argentine Governmnet officials led by Justice Minister Julio Alak, and even though it acknowlodged the country’s progress, it highlighted that there some worries persist.

FAFT’s official stance was released after the national committee obtained a four month period to make reforms and implement measures with the aim to improve its policies against moneylaundering and the financing of terrorism.

FAFT reiterated that Argentina stands in “a grey list” and despite the draft bills that the Government sent to the Congress to modify the Penal Code and thus strengthen the fight against money laundering, they warned on the need of solving certain faults they found in the bills. “The bil has certain faults that Argentina must solve before they decide to implement it,” FAFT stated in its website.

The Financial Action Task Force underscored «certain progress» the country has made on the subject and «the political commitment» that the government displayed on the issue but clarified that “we remain worried over certain fault’s on Argentina’s regimee against money laundering.”

“FAFT will keep on supervising Argentina’s evolution and, more specifically, will work with the country over measures and parameters to evaluate the effective application of money laundering in the penal code,” they stated.

“FAFT urges Argentina to keep on working with urgency to solve the faults,» in its fight against money laundering and the financing of terrorism.

Gov’t announces AFIP to validate currency purchase

The AFIP revenue office will validate from Monday onwards the people or enterprises who purchase currencies at the exchange markets in order to control if they have the funds to do it and end with the irregular transactions, Economy Minister Amado Boudou announced.

“We’ve detected hundreds of Tax and Employment Identification Numbers (CUIT/CUIL) whose incomes do not coincide with the amount of dollars they purchase. That’s why, from Monday on, the buyer of foreign currencies will be automatically audited by the AFIP, who will validate the purchase,” Boudou told the press at the Economy Ministry.

“This does not modify the amount, it only controls that the company or the person has enough funds to purchase the currency. What we are trying to do is to channel all the transactions in the formal market,” he continued.

The maximum purchase amount will not be modified – will remain in 2 million dollars – but there will be a strict control over the transactions that reach this top.

Bangkok flood defenses put to test amid high tides

BANGKOK — The complex network of flood defenses erected to shield Thailand’s capital from the country’s worst floods in nearly 60 years was put to the test early Saturday as coastal high tides hit their peak. No major breaches were immediately reported.

Fear gripped Bangkok early in the day as tides along the Gulf of Thailand crested at about 9 a.m. and pushed the city’s main waterway, the Chao Phraya river, to its brink. Overflows so far have lightly inundated riverside streets from Chinatown to the famed Temple of the Emerald Buddha.

But the white-walled royal Grand Palace was dry, less than 24 hours after being ringed by ankle-deep water, and the landmark remained open to tourists. Many visitors carried parasols to protect themselves from the blistering sunshine.

Prime Minister Yingluck Shinawatra said in her weekly radio address that floodwaters that had wreaked havoc to provinces north of Bangkok in the last several weeks had started to recede, and she urged citizens to let the crisis take its course.

«We have the good news that the situation in the central region has improved as runoff water gradually decreased,» she said. «I thank people and urge them to be more patient in case this weekend is significant because of the high tide.»

The streets of downtown Bangkok — the country’s financial heart — were bone-dry and bustling with taxis, restaurant-goers and tourists snapping pictures. But the city remained in peril, as high tides along the gulf were expected to crest again late in the day, threatening to obstruct the flood runoff from the north. The government also is worried that major barriers and dikes could break.

On Friday, saffron-robed monks and soldiers piled sandbags outside the capital’s most treasured temples and palaces as the Chao Phraya swelled precariously beyond its banks. Most of the water receded at low tide, but worried Bangkokians were buying up bright orange lifejackets and inflatable boats, fearing the worst is yet to come.

«You have to prepare,» said Fon Kanokporn, a banker who bought a rubber boat from a store that had several hanging from trees out front as advertisements.

Employees at the shop said they had sold well over 3,000 boats in the last week. The brisk business is a measure of the fear gripping Bangkok and a reflection of the tragedy of neighboring provinces that have been submerged for weeks. Several buyers said they needed boats because their submerged homes outside the capital were no longer accessible by road.

Three months of relentless monsoon rains have caused the worst flooding in Thailand in more than half a century, triggering a national crisis that has overwhelmed Yingluck’s government.

The water has crept from the central plains south toward the Gulf of Thailand for weeks, engulfing a third of the country and killing nearly 400 people and displacing 110,000 more. Now, Bangkok is in the way — surrounded by behemoth pools of water flowing around and through the city via a complex network of canals and rivers.

On Friday, army trucks dumped thousands of sandbags outside the riverside Siriraj Hospital, where Thailand’s ailing and revered King Bhumibol Adulyadej has stayed since 2009.

Elsewhere along the Chao Phraya, dozens of monks at the 200-year-old Temple of the Dawn stacked hundreds more along a secondary barrier to protect against river overflows.

«It’s likely going to get higher, but I don’t think its going to get high enough to cause chaos,» said Phramaha Abhin, a 42-year-old monk. Still, he said, «we cannot neglect the risk to this temple. It’s one of the country’s landmarks, one of the things Thailand is known for. We have to protect it.»

This week, floodwaters pushed into Don Muang airport, used mostly for domestic flights, shutting it down. And on Friday, the State Railway of Thailand said all train services from Bangkok to southern Thailand were suspended after the tracks in Bangkok’s suburbs were submerged by floodwaters.

Thais and expatriates alike continued to leave Bangkok as foreign governments urged their citizens to avoid the threatened city, citing transportation difficulties and shortages of certain food items.

Seven of Bangkok’s 50 districts — all in the northern outskirts — are heavily flooded, and residents have fled aboard bamboo rafts and army trucks and by wading through waist-deep water. Eight other districts have seen less serious flooding.

New flooding was reported Friday in the city’s southeast when a canal overflowed in a neighborhood on the outer parts of Sukhumvit Road. And high tides briefly touched riverside areas closer to the city’s central business districts of Silom and Sathorn. But the day passed without major incident.

«It is clear that although the high tides haven’t reached 2.5 meters (8.2 feet), it was high enough to prolong the suffering of those living outside of the flood walls and to threaten those living behind deteriorating walls,» Bangkok Gov. Sukhumbhand Paribatra said.

The flood walls protecting much of the inner city are 8.2 feet high, and Saturday’s high tide was expected to reach 8.5 feet (2.6 meters).

International charity Save the Children said it was concerned that crocodiles and snakes were lurking in stagnant floodwaters it said are growing filthier by the day.

«Every day we see children playing in the water, bathing or wading through it trying to make their way to dry ground,» said Annie Bodmer-Roy, the group’s spokeswoman in Thailand.

The aid group said many families have been left without access to running water or clean toilets.

«There is a very real risk of waterborne or communicable diseases such as diarrhea and skin infections taking hold if families can’t maintain basic standards of hygiene,» Bodmer-Roy said. «It is essential that the risks facing children in this crisis are understood and steps taken to keep them safe.»

La Russa says Carpenter would be ready for a Game Seven

St. Louis Cardinals manager Tony La Russa was not singing the blues over Wednesday’s World Series postponement as the extra day meant he could likely use ace Chris Carpenter in a Game Seven.
«I was told by Carp that he would be ready to go,» La Russa told reporters at Busch Stadium after forecasts for rain forced Major League Baseball to reschedule Game Six for Thursday.
The Texas Rangers will have a say in that as the American League champions can clinch their first Fall Classic with a win on Thursday since they hold a 3-2 lead in the best-of-seven.
Jaime Garcia, 0-2 in the 2011 playoffs with a 3.97 earned run average but coming off seven shutout innings, will take the mound hoping to stave off elimination for the Cardinals while Colby Lewis, 1-1 with a 2.95 ERA, goes for Texas.
«We were supposed to play today, so you want to play,» Rangers manager Ron Washington said as his players tossed the ball around in the outfield as a light rain fell.
«But we’re not playing, so we came in and we got some work done, and once we finish everything that we wanted to do today, we’ll get on the bus and head back to the hotel and come back tomorrow because we will play baseball tomorrow.»
The washed out day means a Cardinals Game Six win would extend the series to a deciding Game Seven on Friday, giving Carpenter three days rest before the assignment.
Starting pitchers routinely get four days of rest between starts, but Carpenter showed he can work on short rest during the divisional playoff series against Philadelphia.
Major League Baseball called off Wednesday’s game because of predictions of rain through the night.
«Every forecast we’ve had probably for the last three days is calling for precipitation during the game,» said Joe Torre, MLB’s executive vice president for baseball operations.
«As long as you have a forecast that we’re expecting clear weather tomorrow, and, if necessary, the next day (for a possible Game Seven), I think that was more of a decision maker than anything else.»
Major League Baseball made the call to postpone the game mindful of the rain-plagued Game Five of the 2008 World Series between the Tampa Bay Rays and Philadelphia Phillies.
That game was staged in a steady rain that made puddles on the infield and slippery conditions before Commissioner Bud Selig announced the game would be suspended with the score 2-2 in the sixth inning and completed once the weather improved.
The teams had to wait through another drenching day before returning to the stadium two days after the initial start to complete a 4-3 victory that gave Philadelphia the title.
«We conferred with both local and national reports,» said Torre. «They were all consistent in saying there was going to be rain during the game. Maybe not enough to stop it, but maybe enough to stop it. And that was enough to make this decision.»
The energetic Washington, whose excitement in the dugout has been regularly featured in broadcasts of the game, seemed disappointed.
«At this point when you’re able to play, you play,» said the Texas manager. «We’re not getting antsy, we’re not getting ahead of ourselves. We just have to wait. So that’s it.»
La Russa, who has spent more than a day defending tactical moves and communication gaffes that kept him from using the relief pitcher he wanted in a critical spot in Monday’s Game Five loss in Texas, sounded relieved.

21 people die in series of shootouts in Mexico

MORELIA, Mexico (AP) — Mexican authorities say at least 21 people were killed Friday in three shootouts between soldiers and gunmen and a fight between rival drug gangs.
At least 15 deaths occurred in three gunbattles in the western state of Michoacan, said the spokesman for state prosecutors, Jonathan Arredondo.
He said 10 gunmen were killed in a shootout with an army patrol that was attacked in the township of Patzcuaro, an area of Michoacan popular with tourists. Five other people died in two smaller confrontations in Michoacan, and one federal police officer was wounded.
Michoacan is the state where President Felipe Calderon launched his armed offensive against organized crime in 2006. The state holds gubernatorial elections Nov. 13. Much of the state’s violence has been attributed to a pseudo-religious drug cartel known as La Familia and more recently to an offshoot gang, The Knights Templar.
In the northern state of Sinaloa, six people were killed Friday during a shootout between two groups of armed men on a highway in the town of Guamuchil, assistant state prosecutor Martin Robles said.
All six dead were taken to a funeral home, and gunmen later burst into the facility and carried away three bodies. The other three victims were apparently passers-by caught in the crossfire, Robles said.
Sinaloa is considered the home of the drug cartel of the same name.

Ohio Gym Teacher Jailed for Sex With Students

A popular Ohio high school gym teacher has been sentenced to four years in jail after a judge rejected her insanity defense and convicted her on 16 counts of sexual battery for sleeping with several of her former students.
Stacy Schuler, a former gym and health teacher, had sex with five former students, some of whom were football players, at the school in suburban Cincinnati, where she taught since 2000. During her trial, which ended Thursday, Schuler’s lawyers defended her actions with explanations ranging from her vegan diet, the use of the antidepressants, blackouts from alcohol and even irritable bowel syndrome, claiming it rendered her unable to determine right from wrong.
Although several students testified on her behalf, the decision to reject the defense prompted some tough words from the judge hearing Schuler’s case, who said it would be a «magnificent leap» believing she had no idea her actions were wrong.
«This is a noble profession that you have, and I’ve heard a lot of good things about you, but I know that you had the opportunity, as all teachers do, to affect the lives of our children,» Warren County Common Pleas Judge Robert Peeler said. «You crossed a line.»
Parents of the victims also had harsh words for the woman who was once considered an inspirational educator at Mason High School.
«She groomed these boys, she took advantage of their vulnerabilities she crossed the line and it is unacceptable,» one of the victim’s mothers said.
After an anonymous tip earlier this year, Schuler, 33, was arrested for inappropriate activities with students, which included providing them alcohol and marijuana and having sex with them at her home.
Five of Schuler’s former students testified that the popular teacher had been drinking when she initiated the sexual contact. Most of the boys were 17 at the time; although the age of consent in Ohio is 16, it’s illegal for a teacher to have sex with a student.
«We had no idea that this was going to happen, and we’re like what is going on? We think she wants to have sex with us,» one of the victims said in court. «She started giving us all back massages. She like gave us all each individually … we all took our shirts off and she was just rubbing down our backs.»
Schuler, who did not testify at her trial, pleaded not guilty by reason of insanity, with her defense team arguing that her mental illness and a mix of anti-depressants and alcohol impaired her ability to tell right from wrong. She claims to have no memory of the incidents.
«The combined effects of the use of Zoloft and moderate to heavy alcohol consumption are consistent with abhorrent behavior described as well as the memory lapses,» Harry Plotnick, the defense team’s toxicologist, testified.
The prosecution claimed that Schuler knew exactly what she was doing, and even how she would protect herself if she ever caught.
«She told me that if anybody ever found out that she already had her defense planned out and she would try and say that she was insane,» one of the students said in court.
One of the victim’s fathers testified at the trial of how his son was negatively affected by Schuler’s actions.
«He suffered from depression, loss of motivation … almost didn’t go to college — he was angry at home and he didn’t want to be around family or anyone — my son was not who he used to be,» the father said.
It took the judge 45 minutes to make his decision to convict Schuler on 16 felony counts of sexual battery and three misdemeanor counts of providing alcohol to minors.
Although Schuler declined to comment on her own behalf after her sentencing, she cried as she was handcuffed and led out of the courtroom, The Associated Press reported.
Sentenced to four years in jail, Schuler will be eligible for parole in six month, but she will be labeled a sexual offender and required to register her address every 90 days for the rest of her life.

UK “defies South America” when it denies Argentina Malvinas sovereignty

The Argentine representative before United Nations, Jorge Argüello claimed that the UK “defies the whole of South America” when it impedes Argentina from patrolling its own waters and exercising sovereignty over its own spaces.

“Great Britain defies the whole of South America not allowing Argentina to patrol its own waters and denies South America the right to exercise sovereignty over a space which naturally belongs to her”, said ambassador Argüello during a conference at an Italian university to celebrate Argentina’s bicentennial.

The seminar on the economic, political and international evolution of Argentina was also attended by the Argentine ambassador in Italy, Torcuato Di Tella and the Deputy Dean of the Bologna University in Argentina, Vicente Donato, among others.

During the academic event at the Dell’Insubria University in Varese Argüello made it a point to address the Falkland/Malvinas sovereignty dispute with the UK.

“Although the main victim of the English abuse is Argentina, the UK military and government presence in the South Atlantic impedes South America as a whole from exercising its obligation to manage, control and exploit sustainably its own territory and to watch over the well being of our future generations”.

The conference in Italy was in the framework of Argentina’s global campaign “It takes two to Tango” demanding bilateral talks on the Falklands/Malvinas sovereignty dispute.

Ambassador Argüello recently held similar conferences at the Political Science Department from the Chulalongkorn University in Thailand, at the Nehru University in New Delhi and in the International Relations Institute from the Havana University.

Argüello also visited the International Studies Foundation in China; the ADEN Business School in Panama, National Autonomous University in Mexico and in Cape Town university, South Africa.

In 2010 he visited with his Malvinas claim message, Berlin and the US universities of Columbia and New School.

The following conference of the “It takes two to Tango” road show is scheduled November first at the Latin American Studies Institute from the Chinese Social Sciences Academy in Beijing.

Fitch downgrades Argentine oil companies

Fitch Ratings has downgraded oil companies YPF and Pan American Energy foreign (PAE) currency Issuer Default Rating (IDR) to ‘B+’ from ‘BB-‘ and has affirmed their local currency IDR’s at ‘BB’. The announcement came after the Argentine Central Bank has ordered oil, gas and mining companies to cash in all their export revenue on the local foreign-exchange market on Wednesday, moving strongly to protect dwindling central bank reserves as capital flight surges.

“YPF’s and PAE’s foreign currency rating downgrade reflect a greater degree of exposure to transfer and convertibility risk as a result of the recent change in regulation that obliges oil and gas producers to reimburse and liquidate 100% of export revenues,” said Fitch in a statement.

“This change in regulation highlights an increased intervention of the government in the oil and gas sector and the potential for foreign currency controls,” stated the rating agency.

YPF is controlled by Repsol YPF which is rated ‘BBB+’ by Fitch. PAE is currently 40% owned by Bridas Corporation (Bridas) which is in the process of acquiring BP’s (rated ‘A’ by Fitch) remaining 60% stake in the company. Bridas is 50% owned by Bridas Energy Holdings Ltd (BEH) and 50% by China National Offshore Oil Corporation Limited (CNOOC, rated ‘A’ by Fitch).

Capital flight has forced the central bank to sell billions of dollars on the currency market since August to stem the peso’s losses.

Saudi Arabia’s King Abdullah has named Naif bin Abdelaziz, 77, as crown prince and deputy prime minister, a choice that surprised few but has raised some concerns about the direction in which the conservative prince will take the kingdom.

“The king has notified the chief and members of the Allegiance Council of his choice,” the royal court said in a statement late on Thursday. “The king instructed the princes to pledge allegiance to Prince Naif bin Abdelaziz as crown prince.”

Crown Prince Sultan, who was defence minister, died in New York on Saturday aged 80 after a long illness. Leaked US diplomatic cables dating to 2009 said he had colon cancer. The key defence post, however, remains vacant.

Prince Naif, who is also interior minister, will accede to the throne after King Abdullah, 87, who is recovering from the third surgery to his back in less than a year. While Prince Naif’s succession is not likely to affect Saudi Arabia’s close ties with the west, Saudi and western observers are concerned that the prince may put a brake on the limited political and social gains introduced by King Abdullah since he took over in 2005. Prince Naif is known for his links with the austere religious establishment, conservative views on women and intolerance to any hint of political dissent. Last year he rebuffed calls to elect members of the shura council, a consultative body appointed by the king, saying that he preferred royal appointments to elections.

As interior minister since 1975, he helped quell two main challenges to the Saudi royal family: the siege of Mecca by Saudi extremists in 1979 and a campaign of terrorism waged by al-Qaeda affiliates from 2003 until 2006. Critics, however, note that he failed to predict or pre-empt both events.

Other analysts disagree and note that his close ties with the radicals would enable him to push for necessary reforms without the level of resistance that King Abdullah has faced. Despite his reputation, Prince Naif facilitated the issuing of photo IDs for women, considered against Islam by the conservatives, and forced the religious squads, a bearded team of men who enforce gender segregation in public places throughout the kingdom, not to make arrests without the presence of regular police.

“Everybody is scared Saudi Arabia will go backward in western terms. I am not,’’ said Robert Lacey, author of Inside the Kingdom. “I think in the reign of King Naif, women will drive. It will be like Nixon to China, only Nixon could go to China. Only Naif can do something like that.’’

Succession in Saudi Arabia passes from brother to brother, rather than from father to son. Since the death of King Abdelaziz, the kingdom’s founder, in 1953, five of his sons have succeeded each other.

Given the age and ambition of the sons and a general Saudi aversion to going against tradition, concerns are raised over the prospect of a rapid succession of ailing monarchs in the coming 10 to 15 years.

King Abdullah appointed Prince Naif as second deputy prime minister in March 2009, a post traditionally held by the next in line, ending speculation about jumping to a younger generation of princes and strongly suggesting that Crown Prince Sultan’s illness was terminal.

Many conservative Saudis on social media platforms welcomed the appointment, pointing out that it was a victory against the “westernised liberals’’, women’s rights advocates and enemies of the religious police. Others lamented that the people were excluded from the appointment process, in violation of Islamic rules, and compared their country with North Korea.

Main pipe bursts causing flooding along 9 de Julio

AySA workers were working to try to contain flooding after a major pipeline burst.
A main water pipe burst on Friday morning, causing a major flood along the junction of 9 de Julio Avenue and Santa Fe Avenue downtown, consequently bringing traffic to a halt and flooding many basements of buildings nearby.
The flood started when apparently the pipe split, where later AySA water company staff worked in the area to try to solve the issue which caused a major flood along 9 de Julio Avenue.
“First of all we need to find the source of the problem. Afterward we will work toward the draining of basements in local buildings that have suffered major flooding. The main work should be completed today,” stated the spokesperson for AySA, Diego Muñiz while being interviewed by the press on the corner of Santa Fe and Cerrito.
The porter of one of the affected buildings spoke to the press stating: “we were sleeping and they let me know at about 3 am that a pipe had burst and everything was flooding. Straight away we got to work to ensure that the water didn’t bring us more trouble.”
With regard to the cause of the pipe breaking, the spokesperson for AySA stated that it still remained unknown, but that speculations pointed at the fact that the pipes were ‘old’.
“We have replaced more than 1000 kilometres worth of pipeline across the City. The system dates back eighty years. Sometimes when there are changes in temperature, the pipes have less elasticity and they break,” stated Muñiz.

Earth-observing satellite boosted into orbit

VANDENBERG AIR FORCE BASE, Calif. (AP) — After a years-long delay, an Earth-observing satellite blasted into space early Friday on a dual mission to improve weather forecasts and monitor climate change.
A Delta 2 rocket carrying the NASA satellite lifted off shortly before 3 a.m. from the central California coast. The satellite was boosted into an orbit 500 miles above Earth about an hour after launch.
NASA invited a small group of Twitter followers to watch the pre-dawn launch from Vandenberg Air Force Base.
The satellite joins a fleet already circling the planet, collecting information about the atmosphere, oceans and land. The latest — about the size of a small SUV — is more advanced. It carries four new instruments capable of making more precise observations.
Tim Dunn, a launch director for NASA, said in streaming commentary on the agency’s website that the flight «went terrific» and there «is a lot of celebration in the control room right now.»
Dunn said the weather was nearly perfect for the launch. The skies were clear and winds minimal.
Meteorologists will use the data to improve their forecasts of hurricanes and other extreme weather while climate researchers hope to gain a better understanding of long-term climate shifts.
Many satellites currently in orbit are aging and will need to be replaced. The newest satellite is intended to be a bridge between the current fleet and a new generation that NASA is developing for the National Oceanic and Atmospheric Administration.
The $1.5 billion mission’s path to the launch pad has been rocky. It was originally scheduled to fly in 2006, but problems during development of several instruments led to a delay.
Engineers will spend some time checking out the satellite’s instruments before science operations begin. Built by Ball Aerospace & Technologies Corp. in Boulder, Colo., the satellite is expected to orbit the Earth for five years.

Labour leader reminds CFK that the ‘profit sharing bill’ is still pending approval

The head of the Argentina’s powerful CGT labour confederation renewed his claims for the approval of the profit sharing bill to allow workers to be part of the businesses’ profits, during a rally to commemorate the first anniversary of the death of Néstor Kirchner.

“That is the real improvement of the model, the participation of workers in the profits,” Moyano assured at the Felipe Vallese room at the headquarters of the CGT.

The head of the organized labour union umbrella called “the current” and “future” lawmakers to remember this petition of the CGT.

The latest statements from Moyano who has been cornered by President Cristina Fernandez landslide victory, and only managed to have one union member elected to the Lower House (his youngest son) come when even his grip over organized labour is in doubt.

Following the Sunday victory Moyano ratified his allegiance to CFK government, although he warned that the CGT umbrella organization “would not stop asking for what belongs to them.”

“We will continue to support the President” he said, a day after the celebrations at the Plaza de Mayo, which strangely didn’t include him.

He also said that the election results “evidenced that people wanted this change, and that old policies no longer work in this country.”

Later on speaking at a radio show, Moyano said Cristina Fernández’ re-election was “new history being written in Argentina,” and considered that “those who insisted on that same old story, saying that things couldn’t be changed, are the ones being defeated today.”

He then recalled the huge role that his organization played during the 2008 conflict with farmers, when he came out in support of the President when a large percentage of the population seemed to be against her.

“We’re the ones who stood by the Government; because I’m not sure how things would have ended had the pot bangers from Recoleta (the icon neighbourhood of Buenos Aires City rich and famous) taken over the Plaza de Mayo” underlined Moyano.

In a previous radio show he called on the new congress to follow with the Peronist doctrine.

“We believe we have the right to tell our Government what Peronism is and demand that they follow the Peronist doctrine: we need to expand the fight to help those who have less. That is what the next debate is going to be about” said Moyano.

Myth 1: The Interviewer Is Prepared

«The person interviewing you is likely overworked and stressed because he needs to hire someone,» Couper says. «He may have barely glanced at your resume and given no thought to your qualifications.»

What You Can Do: Think of a job opening as a set of problems to which you are the solution. Prepare for an interview by identifying the problems hinted at in the job ad (if there’s no job ad, research the company and industry) and preparing examples of how you’ll solve them. For instance, if one of the primary job requirements is to write press releases, the problem the employer has is a lack of effective press releases. For the interview, you could prepare a story about specific results you’ve achieved with press releases you’ve written. Show how you can solve that problem.

Myth 2: The Interviewer Will Ask the Right Questions

Many interviewers prepare no questions beyond «tell me about yourself,» says Couper. And in some cases, you may be interviewing with a human resources representative or a high-level manager who doesn’t have a lot of specific information about the open job’s duties.

What You Can Do: Prepare several effective sound bites that highlight your past successes and your skills. A sound bite is succinct and not too detailed, so it’s catchy and easy to remember — «I was the company’s top salesperson for eight months in 2008,» for example.

Reference letters are another great source of sound bites. If a former manager wrote something about how amazing you are, quote her (and offer to leave a copy of the reference letter when you leave the interview). For instance, «Company Z’s art director called me the most thorough and well-prepared project manager she’d ever worked with — and that ability to plan for any possible problem is something on which I pride myself.»

Myth 3: The Most Qualified Person Gets the Job

No one believes this myth any more, right? As Couper says, «Less-qualified but more outgoing candidates may win over an interviewer’s heart.»

What You Can Do: If you’re on the shy or introverted side, practicing your interview techniques beforehand is key. Work with a close friend or relative until you’re comfortable with your interview answers. You never want to be stuck with a short, one-word answer — so prepare explanations and examples to discuss.

Also, research the interviewer. Find her profile on LinkedIn or look for recent news about the company. To set the tone for a friendly interaction, find a reason to compliment her for a professional accomplishment or her company’s success. And don’t forget to smile and make eye contact.

Finally, keep in mind that looks matter: You should be well-groomed and dressed to impress. If you’re not sure how formal your attire should be, ask the human resources person you’ve been dealing with what’s typical. Alternatively, find someone inside the company to ask, or check the About Us page on the company’s Web site. If the management team is pictured in dark suits and neckties, you’ll likely want to dress as formally as possible. If the CEO is pictured in a T-shirt, business-casual clothes are fine (but you’ll rarely want to dress more casually than that).

Candela case: Judge rules orders preventive custody for Moreyra

Judge Humberto Meade ordered preventive custody for Héctor “Topo” Moreyra, the main suspect and alleged mastermind of 11 year old Candela Rodríguez’s murder.
Earlier, it was proved that the cell phone that Candela Rodríguez carried with her when she went missing at 3 pm on August 22nd was turned off two hours later near the home of the alleged mastermind of the crime, Héctor “Topo” Moreyra, according to a report that was recently added to the probe.
The reports belongs to Nextel cell phone company and states that the mobile phone was turned off at 5 pm on August 22nd of 2011 in the Greater Buenos Aires area of San Martin. Its signal was registered by cell 3 of antenna La Finita, which is located in the district of Loma Hermosa.
“The quadrant reception perfectly fits with the address of suspect Moreyra and its surrounding area,” assured District Attorney Marcelo Tavolaro, when requesting preventive custody for Moreyra.
According to the report based upon the phone number, which Candela used to take pictures because it had no credit, the antenna is located along Camino de Cintura 5381 and Moreyra’s home is located along 9 de Julio 5780 in Villa Ballester, only a few blocks away.

Gaddafi’s fugitive son maintains innocence: ICC prosecutor

Saif al-Islam Gaddafi, the fugitive son of Libya’s toppled leader, told the International Criminal Court he is innocent of alleged crimes against humanity, the court prosecutor said on Saturday in the Chinese capital.

The court, based in The Hague, has said it made informal contact with Saif al-Islam, the son of former Libyan leader Muammar Gaddafi, and is seeking to arrest him and bring him to trial on the charges stemming from Libya’s civil war.

The International Criminal Court Prosecutor Luis Moreno-Ocampo told Reuters the contacts were through intermediaries, and Saif al-Islam maintained his innocence and wanted to understand what could happen to him if cleared of charges.

«There are some people connected with him that are in touch with people connected with us, so we have no direct relation, it’s through intermediaries,» Moreno-Ocampo said in a brief interview after arriving in Beijing, where he is attending a law conference.

«But we trust very much the person who is in touch for our side. He says he is innocent, he will prove he is innocent, and then he is interested in the consequence after that.»

Testigo asegura haber visto a Candela y su madre con varios sospechosos

El testigo declaró que vio a la nena y su madre junto a Héctor Moreyra, el supuesto autor intelectual, y Hugo Bermúdez en una feria del barrio porteño de Villa Lugano poco antes de la desaparición de la nena.

Una testigo aseguró que vio a Candela Rodríguez y a su madre con los supuestos autores material e intelectual en una feria del barrio porteño de Villa Lugano poco antes de la desaparición de la niña, en agosto pasado, en la localidad bonaerense de Villa Tesei.

Según surge del pedido de prisión preventiva del fiscal Marcelo Tavolaro contra el presunto ideólogo del hecho, Héctor «Topo» Moreyra, la nena de 11 años y su madre, Carola Labrador, se saludaron «como muy amigos» con este imputado y con Hugo Bermúdez, sindicado como autor material del homicidio.

La mujer -cuya identidad esta agencia mantendrá en reserva- declaró en la causa que vende ropa usada en la feria situada en Larraya 4048 de Villa Lugano desde hace unos tres años.

«Refirió que en varias oportunidades, antes de la desaparición de Candela, vio a Hugo Bermúdez y a `El Topo` Moreyra, que hoy sabe que se llaman así, ya que vio sus fotografías por televisión, en dicha feria juntos», afirmó el fiscal en el escrito al que accedió Télam.

Al declarar en la causa por el asesinato de Candela, ambos dijeron no conocerse y por eso este testimonio es relevante para el fiscal, que ya encontró varios «dichos mendaces» de los imputados, dijeron fuentes judiciales.

La vendedora detalló que ambos se reunían en un local con fachada de locutorio situado en Larraya 4012, perteneciente a un hombre llamado Silvio, donde «se vende droga, documentos truchos y de todo», lo cual a ella le genera «mucho miedo».

Dijo que el sábado anterior a que Candela desapareciera, los vio a los dos en el lugar y que una semana después, mientras la nena estaba desaparecida, se encontraba en el baño de ese local y escuchó al tal Silvio decirle a un hombre morocho muy flaco, medio petiso y a su mujer: «Matala».

La vendedora declaró que «la mamá de Candela y Candela iban habitualmente ahí a comprar ropa y conocían a Silvio y a Nilda (mujer de éste último), y que incluso vio que saludaron a ese `Topo` y a ese Hugo y que se saludaban como muy amigos».

La mujer aclaró que ahora sabe que esa madre e hija son Carola y Candela porque vio sus rostros en la televisión y que también concurría al lugar la tía de la niña, a la que dijo haber visto fumando en la puerta «con ese Hugo adentro» del local.

La testigo también acotó que cuando Moreyra y Bermúdez estaban en ese local veía estacionados una camioneta Partner bordó y una Renault Trafic blanca (ambas secuestradas al presunto autor material) y un Suzuki negro, auto que algunos testigos señalan como el que se usó para «levantar» a la nena.

El fiscal Tavolaro solicitó para «El Topo» la prisión preventiva como presunto autor intelectual del crimen de Candela el martes pasado y el juez de Garantías Alfredo Meade tiene plazo para resolver si hace lugar al planteo hasta el lunes próximo.

Según la hipótesis del fiscal, el crimen de Candela fue «un ajuste de cuentas no convencional» contra el padre de la niña, Alfredo Rodríguez, quien se encuentra preso por piratería del asfalto.

Para Tavolaro, «El Topo» habría decidido vengarse de Rodríguez para hacer creer en el barrio que el padre de Candela era un «buchón» de la policía, cuando en realidad el verdadero informante era él.

Candela desapareció el 22 de agosto cuando salió de su casa de la localidad de Villa Tesei, partido de Hurlingham, y fue encontrada asesinada nueve días después, en un descampado ubicado cerca del Acceso Oeste.

Por el caso, además de Moreyra y Bermúdez, hay otros seis detenidos, cinco de los cuales ya están procesados con prisión preventiva.

Central Bank defends new rules on exchange market

Reunión clave entre el Gobierno y Techint para reanudar las relaciones

El encuentro será privado y estaría encabezado, por parte de la compañía que lidera Paolo Rocca, por David Uriburu, director de Techint y miembro de la UIA. Del lado del Ejecutivo nacional, participarían los ministros de Economía, Amado Boudou; y de Industria, Débora Giorgi; además del secretario de Comercio Interior, Guillermo Moreno.
Desde la siderurgia señalaron que la reunión fue pedida por el Gobierno y que Rocca no participará del encuentro por estar fuera del país, publica el diario El Cronista.
También precisaron que los funcionarios recorrerán las instalaciones de la planta y buscarán conocer los actuales niveles de producción de la siderurgia y las proyecciones.
No obstante a ello, trascendió que el Gobierno estaría interesado en saber si habrá futuras inversiones y si piensan incrementar la capacidad de fabricación de acero.
El conflicto
Los inconvenientes comenzaron el 13 de abril luego de que la presidente Cristina Kirchner sancionara un decreto de necesidad y urgencia que dejaba sin efecto un tope del 5% en el voto de la ANSES en las asambleas de accionistas.
La medida, admitida por la mayoría de las empresas en las que el organismo previsional tiene participación, fue cuestionada por Siderar, que presentó una demanda ante la Justicia por considerarla inconstitucional.
Después de una larga pelea, el 27 de julio se llegó a un entendimiento. La asamblea general de accionistas de la siderurgia acordó ese día distribuir inicialmente los dividendos propuestos por el directorio de la empresa y aceptó la incorporación de tres directores estatales.

Santa Cruz: la interna entre Peralta y Rudy Ulloa se coló en un homenaje a Néstor Kirchner

En medio de un acto homenaje a Néstor Kirchner, la diputada provincial y esposa de Rudy Ulloa, Stella Maris García, criticó al gobernador reelecto Daniel Peralta. Carlos Zannini tuvo que intervenir para bajar las tensiones y pidió reflexionar sobre el trabajo del ex presidente.
Ayer, la pelea interna local y los resultados electorales del domingo pasado se colaron inesperadamente en el acto durante el cual colocaron la estatua de bronce de Néstor Kirchner, según publicó el diario La Nación.

Todo sucedió en el Centro Comunitario El Carmen, donde hubo legendarios peronistas amigos del ex presidente y jóvenes militantes de la agrupación La Cámpora.

El gobernador Daniel Peralta se llevó la peor parte: lo retó públicamente Stella Maris García, diputada provincial electa, ex esposa de Rudy Ulloa Igor y militante histórica de la UB Los Muchachos Peronistas.

Primero García aseguró que Cristina Kirchner fue la mejor alumna de Néstor Kirchner. Minutos después, Zannini amablemente la corregiría y diría que Cristina no es una alumna «sino quien forjó el proyecto a la par de «Lupín» [por Néstor Kirchner]», dijo. Pero eso apenas fue un detalle: García fustigó a Peralta, quien se encontraba a sólo cinco metros de distancia, y le reclamó que revisara los últimos resultados electorales.

«Podemos decir que ganamos toda la provincia, pero disminuimos los porcentajes de votos en la gobernación, así que algo estamos haciendo mal», dijo García, y hubo aplausos. «Quien está en el gobierno y no tiene compromiso no tiene que estar más, debe dejar el lugar», dijo la diputada, en referencia directa a Peralta.

Todo el gabinete nacional miraba con curiosidad la interna local. Peralta sacó el domingo varios puntos menos que los candidatos a diputados y 21 puntos menos que los que aquí sacó Cristina Kirchner. Peralta intentó ser conciliador a su turno, pero su discurso casi no se escuchó, tapado por los cantos de los militantes de La Cámpora.

A su turno, Carlos Zannini intentó calmar los caldeados ánimos y convocó a todos a reflexionar sobre Kirchner. «Estábamos juntos laburando y él se creía eterno y todos los juzgábamos eterno», afirmó con la voz quebrada Zannini, y aseguró que la Argentina de hoy es trascendencia «de la figura de Néstor».

Pese a su tono conciliador, también se permitió fustigar un poco a Peralta. «Tenemos los mejores hospitales de la Argentina, lo que falta es un santacruceño que se meta adentro y haga vivir a los hospitales», dijo.

Ayer, varios santacruceños influyentes en la residencia de Olivos aseguraron aquí en estricta reserva que sufrieron mucho el resultado electoral del domingo. «Peralta no fue el único que tuvo miedo, todos estábamos preocupados el domingo pasado», confió un hombre con acceso directo a la Presidenta. Pese a haber ganado por 5 puntos, Peralta ayer sintió el rigor de su propio partido.
