Boca, Juve reach agreement: Tevez returns

TURIN, Italy — Carlos Tevez will return to Boca Juniors, the club where he made his soccer debut when he was only 17 years old, after 11 years playing abroad.

According to several media sources, Boca’s President Daniel Angelici reached an agreement over Tevez with his Juventus counterpart, Giuseppe Marotta, in Turin.

Boca would pay the Italian Scudetto champion five million euros for the striker. The transaction includes the loan of Boca’s Guido Vadalá for two years.

The 31-year-old striker will be officially introduced at La Bombonera stadium on July 7 after his participation with the Argentina national team in the Copa América in Chile.

Tevez was also wanted by other European clubs, such as Simeone’s Atlético Madrid and Paris Saint Germain, but Juventus respected the Argentina international’s decision to give priority to Boca.

The deal marks the return of one of Boca’s most beloved players. Tevez, called “the player of the people” by Argentine fans, had led the Xeneizes to win four titles: the Apertura 2003, the Libertadores Cup 2003, the Intercontinental Cup 2003 (against AC Milan) and the South American Cup 2004.

The Boca idol left the club in 2005 to join Brazil’s Corinthians, where he won the Brasileirão title and ended the season as top scorer. In 2006 he was transferred to West Ham United, the only club where he did not win a trophy. However, his goal against Manchester United in the last round of the Premier League saved the “Hammers” from relegation.

Tevez played for the Red Devils of Sir Alex Ferguson during the 2007/08 and 2008/09 seasons, winning the Champions League, the Club World Cup and the FA Cup. He moved on to play with arch rivals Manchester City in 2010, and won the FA Cup in 2011, the first title for the “Citizens” in 44 years.

The “Apache” was then transferred to Juventus, where he won two Scudettos in 2013/14 and 2014/15, and the Coppa Italia in 2014/2015.

He also won the Olympic golden medal with Argentina in 2004 in Athens.

Boca coach Rodolfo Arruabarrena said yesterday that Tevez’s arrival will be an “increase in quality” for the team.

The Xeneizes are in their pre-season training in Florida and Arruabarrena added: “As a coach it will be a privilege to coach a player of his quality.”

Martino practises with his ideal team

LA SERENA, Chile — Argentina’s national team coach Gerardo Martino confirmed the return of defender Nicolás Otamendi and striker Sergio Agüero to the first team yesterday in the last training session in La Serena before the Copa América quarterfinal game against Colombia tomorrow.

After playing against Jamaica for the last group match, Martín Demichelis and Gonzalo Higuaín will be on the bench.

This way, the coach fielded: Sergio Romero; Pablo Zabaleta, Ezequiel Garay, Otamendi, Marcos Rojo; Lucas Biglia, Javier Mascherano, Javier Pastore; Lionel Messi, Agüero and Ángel Di María.

However, Martino did not confirm the team as he will wait until the last minute to see how Néstor Pékerman’s side will play.

In a very special day due to Messi’s 28th birthday, the national team practised at La Alpina facilities for the last time. In the afternoon, the squad travelled to Viña del Mar, where it will face Colombia tomorrow at 8.30pm.

Facing a Colombia side which likes to attack will force Argentina to play its best soccer in the competition, left-back Marcos Rojo said.

Argentina has shown indifferent finishing in its three group matches, Messi included. It has struggled to break through defensive opponents and eked out 1-0 wins over holder Uruguay and Jamaica after a 2-2 draw with Paraguay.

“Colombia are tough rivals but more open than the teams we’ve faced so far,” Rojo told Reuters. “On paper these are the rivals that suit us, although you’ve got to play the matches but we have a lot of faith in our game.”

Both sides came to the tournament in Chile among the favourites for the title but have not shown their full potential, Colombia losing 1-0 to Venezuela before beating Brazil and drawing 0-0 with Peru.

Rojo believes the Argentine team is packed with talent and capable of ending the country’s 22-year wait for a major trophy after back-to-back Copa América wins in 1991 and 1993.

“This group of players has a team essence and that is what distinguishes us. We’ve all be pulling in the same direction for some time,” the Manchester United defender said.

“Although some lads have changed since the World Cup, it’s as if we’ve all been together for a long time,” added the 25-year-old, who is at his second Copa América and will play his 36th cap against Colombia.

France cracks down on Uber after taxi driver protests

France ordered a nationwide clampdown on UberPOP, siding with taxi drivers who blockaded major transport hubs in angry protests against the popular online ride-sharing service.

Furious at what they regard as unfair competition, cabbies blocked roads to the capital’s airports, overturned cars and burned tyres to press for the scheme to be abolished.

Prime Minister Manuel Valls condemned the violence and incidents «on both sides» as the government sought to take a tough stand on the protests while backing the drivers’ case.

«They give a deplorable image to visitors to our country,» he said during a visit to Colombia, adding that all available legal measures would be taken to halt the UberPOP activity.

Police said 70 cars were damaged and seven police officials injured in the protests. Ten people were arrested.

The protests were among the fiercest in a series of strikes and other demonstrations across Europe against San Francisco-based Uber, whose backers including investment bank Goldman Sachs and technology giant Google. It is valued in excess of $40 billion.

Uber, which says it has 1 million users in France, links drivers to passengers via a smartphone app. It has expanded its UberPOP service in French cities, provoking anger from taxi drivers and stirring a debate over what is fair competition.

At Paris Charles de Gaulle airport, staff advised passengers to avoid the traffic chaos by walking between terminals. Dozens of passengers lined the roads, with some scrambling up slopes and across motorway barriers, a Reuters witness said.

French TV showed images of burning tyres blocking part of the Paris ring road and scuffles between cabbies and other drivers. Police in riot gear at one point intervened using tear gas.

Taxi drivers set up barriers around Marseilles and Aix-en-Provence in southeast France, including at motorway exits, and blocked access to train stations in the two cities.

«We are faced with permanent provocation (from Uber) to which there can only be one response: total firmness in the systematic seizure of offending vehicles,» G7 taxi firm head Serge Metz told BFM TV.

Attempt to seal Greek deal fails, talks to resume Saturday

Greece failed again to clinch a deal with its international creditors today, setting up a last-ditch effort on Saturday to avert a default next week amid fears of financial market turmoil.

Euro zone finance ministers ended their third meeting in a week without agreement after the three creditor institutions put a final cash-for-reform proposal on the table in a showdown with Athens’s leftist government.

«The door is still open for the Greek side to come with new proposals or accept what is on the table,» Eurogroup chairman Jeroen Dijsselbloem told reporters before briefing European Union leaders, meeting at a summit next door, on the impasse.

Greek Finance Minister Yanis Varoufakis played down the latest setback after Athens submitted its own proposals, based largely on increases in tax and social contributions that the country’s lenders say would not raise enough revenue to plug a gaping budget hole.

«The institutions are going to look again at the two documents – our documents and their own. There will be discussions with the Greek government, and we’ll continue until we find a solution,» Varoufakis told reporters.

German Chancellor Angela Merkel told centre-right party leaders there must be a deal on Greece before financial markets open on Monday, two participants said. Her comment behind closed doors echoed the height of euro zone debt crisis in 2012, when EU leaders feared a possible meltdown of their single currency.

The sources also quoted her as telling the European People’s Party meeting that Germany, the biggest creditor nation, «will not be blackmailed» by Greece.

Without a deal by the weekend to unlock frozen aid, Greece, which has received two bailouts worth 240 billion euros since 2010, is set to default on a crucial repayment to the International Monetary Fund next Tuesday.

That could trigger a bank run and capital controls, possibly setting Athens on a path out of the euro zone and undermining the founding principle that membership is irrevocable.

«The decision lies exclusively with the Greek authorities. They have, however, rather gone backwards,» German Finance Minister Wolfgang Schaeuble said.

Market jitters are on a much smaller scale now than in 2012, thanks largely to the European Central Bank’s bond-buying programme, and are mostly confined to Greek assets. However, many EU officials and analysts say the longer-term damage to the 19-nation single currency area from a possible Greek exit could be more profound.

After five months of acrimonious negotiations, the heads of the European Commission, ECB and IMF gave leftist Prime Minister Alexis Tsipras an ultimatum to offer a credible reform plan by mid-morning on Thursday, saying they would otherwise send their own version to the Eurogroup.

Greece let the deadline slip, saying it stood by proposals it had submitted on Monday with of some modifications. They included restoring an exemption from value added tax for Greek islands, as demanded by Tsipras’s coalition partners.

The dramatic move came before EU leaders met for a summit on migration, the long-term future of the euro zone and launching a renegotiation of Britain’s membership terms, which has been overshadowed by the Greek crisis.

Tsipras left European Commission headquarters smiling and flashing a thumbs-up sign after three hours of meetings but made no comment. Diplomats said the lenders’ tactics reflected exasperation at his refusal to compromise on key reforms of pensions, labour markets, wages and taxation, which cross his Syriza party’s self-declared «red lines.»

Greek officials say the government has already compromised by offering to raise taxes and pension deductions. They say the lenders keep revising downwards estimates of how much each measure proposed by Greece could raise, making it difficult to come up with an acceptable offer.

Euro zone officials said there would be no further meetings between the creditors and Greece until Saturday morning’s Eurogroup session – both to prevent Tsipras trying to get a political deal at the summit and to make clear to his government that the choice was now «take it or leave it».

Hardline Austrian Finance Minister Hans Joerg Schelling said the final deadline for a deal was Sunday, a day before a German parliament sitting that would have to approve the release of aid to meet the IMF payment.

Greek politicians in Tsipras’ party continued to be defiant.

«The lenders’ demand to bring annihilating measures back to the table shows that the blackmail against Greece is reaching a climax,» Nikos Filis, Syriza’s parliamentary spokesman, told Mega TV.

He said the Greek side was maintaining its insistence on debt relief as part of any accord, in comments that were echoed by Labour Minister Panos Skourletis.

«There cannot be a deal without a substantial reference and specific steps on the issue of debt,» Skourletis said in an interview with state broadcaster ERT.

Frustration was palpable on both sides, with one euro zone official describing the loss of trust in the Greeks as «extreme» and questioning whether an agreement was realistic given the intransigence from Athens.

In Frankfurt, powerful German Bundesbank chief Jens Weidmann voiced concern in a speech about the continued provision of emergency liquidity assistance to keep Greek banks afloat in the face of massive deposit withdrawals.

ECB policy-setters held the limit on this emergency funding for Greek banks steady for a second day running after weeks of increases, raising pressure on Athens.

The mood in Brussels has swung from hope to foreboding this week but seasoned diplomats cautioned that in EU negotiations the situation often looks bleakest before a last-gasp deal.

Among key unresolved issues are Greek demands for debt restructuring, which euro zone governments have said they are not prepared to discuss until Athens implements the reforms.

The more concessions Tsipras makes, the more resistance he will face in parliament within his coalition and on the streets, where recent protests, some organised with Syriza’s support, have underlined opposition to yet more belt-tightening.

«The lenders’ hard core faction does not want a deal but a rift, Greece’s humiliation and the fall of the Tsipras government,» Dimitris Papadimoulis, a Syriza lawmaker at the European parliament, tweeted on Thursday morning.

«It won’t get its way.»

Gov’t relaxes by 30% currency restrictions for imports

The Government has determined an increase of 30 percent for businesses to spend on import operations, with the new guidelines set to come into force next month.

Official sources told ámbito.com that the relaxation on controls would mean that «the supply of foreign currency will be increased by 30 percent» on the official exchange market (MULC). The amount designated to each sector, the source added, «will be defined by the Economy Ministry».

The move continues with a progressive loosening of the regulations for local enterprises demanding funds for import needs, since the beginning of this year. In April the automotive, electronic, chemical, commercial and other sectors had obtained almost 5 billion dollars in order to fulfil their commitments.

Central Bank president Alejandro Vanoli and Economy minister Kicillof were signalled as the authors of this decision, after the pair considered «the stablity verified in the exchange market and the strengthened level of reserves to resolve the widening of the amounts available for importers.»

«The greatest availability of currency for those sectors has been recorded in times of strengthening of reserves as well as financial and exchange stability,» the source explained, while adding that the measure will «guarantee the process of investment for those sectors mentioned.»

‘Blue’ dollar falls back after jump, closes at 13.52 pesos

The US dollar traded half a cent higher and closed at 9.085 pesos in Buenos Aires City banks and foreign exchange offices. The Central Bank bought 90 million dollars.

Meanwhile, the so called “blue” dollar decreased five cents to end at 13.52 pesos, ámbito.com reported. In early trading, greenbacks in the informal market hit 13.65 pesos.

This way, the «blue» fell after two days steep increases: it had gained 55 cents in 48 hours. The gap between the illegal rate and the official US dollar stands now at 48.8 percent, after reaching almost 50% yesterday.

Most of the underground exchange houses yesterday closed their doors early in the morning and didn’t even pick up their phones due to new raids and inspections by Central Bank officials. Only a few transactions were carried out with regular clients, leading to the increase of the exchange rate.

Cabinet Chief Aníbal Fernández today again steeply criticized traders for carrying out illegal transactions yesterday and warned the government was ready to carry out more raids. He described the illegal market as “really small” and said the Central Bank was keeping a close watch on underground exchange houses.

Economy Minister Axel Kicillof linked the exchange rate increase to “some people who go against the government and start saying there are problems with the dollar or with the foreign currency reserves.”

Cassation Court confirms Boudou’s indictment

Within the next two weeks, Federal judge Ariel Lijo will order Vice-President Amado Boudou to stand trial for his role in the transfer of the former Ciccone mint, the company that prints the country’s peso notes. The magistrate is likely to make that decision after the Federal Cassation Court, the country’s highest criminal court yesterday confirmed the indictment of the vice-president for bribery and negotiations incompatible with public office, sources from the Comodoro Py courthouse told the Herald.

Judges Gustavo Hornos, Mariano Borinsky and Juan Carlos Gemignani yesterday confirmed the indictment issued by Lijo on June 27 last year against Boudou, his business associate and friend José María Núñez Carmona and Nicolás Tadeo Ciccone, the former owner of the mint company. His resolution had also been backed by the Federal Criminal Appeals Court on February 19.

For his part, Lijo believes that the investigation into Boudou’s role in the case is over and the Vice-President can be sent to trial. As soon as the file arrives at his office on the third floor of the courthouse located in the City neighbourhood of Retiro, he will be starting the paperwork to do so. But judicial sources yesterday estimated that the proceeding may be possibly delayed until after President Cristina Fernández de Kirchner leaves office . The request will have to be backed by federal prosecutor Jorge Di Lello, who charged the vice-president with bribery earlier last year. Boudou and the other defendants will probably file requests to avoid the public trial, which will have to be reviewed by the Appeals Court and the Cassation Court.

Last year, the Appeals Court ordered Lijo to follow the money trail in order to explain which funds were used to purchase Ciccone, a long-term claim by Boudou. The company was bought in 2010 by lawyer Alejandro Vandenbroele, who was also indicted and — according to the magistrate — operated as Boudou’s front man.

The tribunal also recommended Lijo question AFIP tax bureau head Ricardo Echegaray. The agency helped the company lift its bankruptcy so that it could start to operate again.

Lijo has been following that line of investigation as well and does not rule out incorporating it as a separate part of the case, though sources close to the judge made it clear that he will be asking to send the vice-president to trial as soon as the file gets back from the Cassation Court.

Boudou is likely to stand another trial before. Federal Judge Claudio Bonadío has asked the Federal Oral Court No. 1 to put Boudou on the dock for allegedly counterfeiting the papers of a Honda car he owned. The request was made in December last year.

Lijo and Di Lello are also investigating Boudou for alleged embezzlement. The judge is said to be waiting the analysis that is being carried out by Supreme Court accountants.

Cassation Court

Borinsky, Hornos and Gemignani confirmed the indictment of Boudou, Núñez Carmona, Ciccone and Vandenbroele but also the charges against former AFIP tax bureau official Rafael Resnick Brenner and former Economy Ministry official Guido Forcieri.

The three judges agreed that there were no liberties at stake. Earlier this year, Javier de Luca — the federal prosecutor before the Cassation Court — ruled in favour of rejecting the requests filed by the defendants, making it clear that there wasn’t a situation of institutional graveness, as Boudou’s lawyers claimed.

The case

After questioning the vice-president for more than seven hours on June 9 last year, Judge Lijo decided not to wait and to indict the Kirchnerite official for the role he played in the transfer of the Ciccone company in 2010, while he was Fernández de Kirchner’s Economy minister. The decision came after weeks of dispute with Boudou, who accused Lijo of working hand-in-hand with the opposition media.

On October 19, the AFIP tax bureau gave the green light to lifting Ciccone’s bankruptcy and also agreed on a payment plan to allow the company to print again. In 2012, the Congress approved Ciccone mint company’s nationalization. According to Lijo, that was a manoeuvre aimed at hiding the evidence of Boudou’s alleged crime.

Jara could be in trouble over finger prod

Chile defender Gonzalo Jara could be in trouble after television images clearly showed him sticking his finger up an opponent’s backside during his side’s 1-0 win over Uruguay at the Copa America yesterday.
Jara grabbed Uruguayan striker Edinson Cavani and prodded him after an hour of a bad-tempered quarter-final in Santiago.
Cavani pushed him away gently with the back of his hand but the Chilean fell to the floor as if he had been punched.
The Brazilian referee showed Cavani his second yellow card of the game and sent him off.
«In the Cavani case there are images that are far more graphic than 1,000 words of mine,» Uruguay captain Diego Godin said afterwards. «There’s the gesture, Edi reacts and the referee decides to send him off.
«There are images that show that he sticks his finger up him.»
The images were all over social media today and were the main talking point from the match, which sent Chile into the last four of the competition for the first time in 16 years.
«I hope that CONMEBOL takes action,» Godin said, referring to South American football’s governing body. «I’m going to hold my tongue … it’s a delicate situation.»
CONMEBOL or the Chileans themselves could take disciplinary action against Jara. Asked about that possibility in his post-match news conference, Chile coach Jorge Sampaoli said he had not seen the images.
Uruguay ended the match with nine men after defender Jorge Fucile was sent off for a tackle on Alexis Sánchez. Television replays suggested the challenge was firm but fair and Fucile won the ball.
The dismissal enraged the Uruguayans and triggered a fracas involving almost every player on the pitch, plus the coaching staff and match officials. The game was held up for several minutes before order was restored.

UN Decolonization Committee urges UK to discuss Malvinas

The United Nations Decolonization Committee has approved a new resolution urging the United Kingdom to discuss the Malvinas sovereignty controversy with Argentina, in order to find a peaceful solution to the conflict.
The Committee, which gathered today in New York, regretted the fact that in spite of the wide international support for a negotiation between the UK and the South American country, the UN General Assembly resolution on the matter has not been yet fulfilled.
Speaking during the meeting, Argentine Foreign Minister Héctor Timerman criticized the United Kingdom’s unwillingness to negotiate. “Far from making the smallest effort to solve the controversy, they irresponsibly aggravate it,” he said.
“They constantly increase their military presence in the South Atlantic; they make new efforts towards exploring and exploiting natural resources in the region, they exploit fishing resources beyond their sustainability, they have orchestrated a campaign to distort the perception of the transplanted population,” Timerman said, enumerating what he considered the UK’s wrong approach to the matter.
Besides Timerman, islanders Mike Summers and Phyl Rendell took part in the meeting, as well as Ricardo Paterson and Guillermo Clifton, who defended Argentina’s position. UK Prime Minister David Cameron did not participate in the meeting.

CFK: ‘You can’t govern a country with sweet talk and balloons’

President Cristina Fernández de Kirchner has headed a rally in the province of La Pampa to inaugurate infrastructure works togehter with Daniel Scioli and Carlos Zannini. The head of state indirectly questioned presidential hopeful Mauricio Macri and former Economy Minister Martín Lousteau.
«You can’t govern a country with sweet talk and balloons,» the head of state said, questioning Buenos Aires city Mayor and presidential hopeful for the PRO party Mauricio Macri, who has historically celebrated political victories and inaugurations with balloons, colored in yellow, the PRO’s colors. In a speech from the Estudiantes football Stadium in the city of Santa Rosa, Ms Kirchner stated that in order to govern a country properly, politicians have to focus on «numbers and management.»
«Some people don’t care about numbers, but without numbers we can’t go anywhere,» she said, in reference to a comment made by Horacio Rodríguez Larreta, PRO’s candidate for BA city Mayor, during yesterday’s Mayoral debate broadcasted on the cable news channel TN.
In that debate the candidate for «Eco», Martín Lousteau, asked several questions to Larreta regarding infant mortality, which the PRO candidate could not answer. «Infant mortality is not just about numbers,» Larreta said.
But CFK also aimed at Lousteau today, former Economy Minister of Ms Kirchner during the conflict between the government and agricultural representatives over an export tax, and ideologist of the 125 tax law, for not recognizing his involvement in the conflict.
«Last night I was watching a debate on TV, and one candidate wanted to lecture us on something that cost us blood, sweat and tears. Some people are just ungrateful. Everyone knows what happened with the 125 [tax law]. We don’t like people who do not take responsibility for their actions,» the President said.
Ms Kirchner was joined by Daniel Scioli and Carlos Zannini, precandidates to the presidency and the vice-presidency for the ruling Victory Front. She inaugurated several infrastructure works in La Pampa, Tierra del Fuego, La Rioja and Córdoba, and ratified his support for the kirchnerite splinter of the Peronist movement of La Pampa, who will face a Peronist sector opposed to the federal government in the upcoming June 28 elections.
