Segura será ratificado en AFA, que recibirá más plata del FPT

Cuando comenzaban a soplar vientos de cambio en AFA, la vieja política vuelve a meter la cuchara para sacar su tajada. Esta noche, Luis Segura, presidente de Argentinos y a cargo de la entidad madre del fútbol desde el fallecimiento de Julio Grondona, será ratificado en la Asamblea Extraordinaria en su mandato para completar el período hasta el 25 de octubre del año próximo.
En la asamblea están en condiciones de votar 50 miembros y se presume que la continuidad de Segura será tan solo un trámite, aunque podrían haber varias abstenciones.
La reunión se da justo cuando la AFA, que ya recibió fondos del Fútbol para Todos para 2015, solicitó un “reajuste” por el torneo de 30 equipos al Gobierno, que a cambio habría solicitado que no haya modificaciones en el estatuto para cerrarle el juego a una posible candidatura de Tinelli o Verón.

-¿Qué deben hacer para poder ganarle a Capiatá?

-Vamos a tener que trabajar el partido para poder entrarle, hay que mover el equipo y cuando tengamos las situaciones, tratar de aprovecharlas.

-¿Pensás que se cuidarán o saldrán un poco más por ser locales?

-Sabiendo que tienen un resultado positivo no creo que ataquen mucho, pero tampoco podemos convencernos de que va a ser así. Sabemos que juegan bien cuando tienen la pelota, por eso debemos cubrirnos bien atrás y cuando tengamos la chance, tratar de aprovecharla.

-El Vasco Arruabarrena dijo que no tienen que desesperarse. ¿Cómo manejan la ansiedad?

-Tenemos que tener mucha confianza en el equipo, en los jugadores que hay. Y paciencia para poder encontrar los espacios. Si nos desesperamos, no nos sirve de nada.

-¿Sentís que tenés una responsabilidad más grande por lo que está pasando entre vos y la gente?

-No. Obvio que todos los partidos quiero hacer las cosas bien. Sabemos del apoyo de la gente, no sólo conmigo, sino con todo el equipo. Eso me motiva. Esperemos hacer un buen partido en lo individual y colectivo, que es lo más importante.

-¿Lográs abstraerte de lo que pasa en las tribunas cuando vas para adelante?

-Por ahí en el partido me doy cuenta. Sé lo inmenso que es jugar en la Bombonera, pero también debo calmarme, serenarme y hacer las cosas bien, que es lo que el técnico me pide. Espero seguir de esta manera.

-Sorprende la forma en que festejás los goles, la euforia con la que lo hacés

-Cuando me tocó llegar a Boca sabía que era importantísimo para mi carrera y disfruto cada partido en la Bombonera. Si me dieran a elegir, quisiera jugar todos los partidos en la Bombonera. Esperemos poder sacar el resultado frente a Capiatá y conseguir la clasificación.

-Los jugadores de Capiatá hablan mucho de la historia de Boca. ¿Es el partido para hacerla valer más que nunca?

-Nosotros tenemos que hacer valer lo que somos como grupo, que es lo que nos sacó adelante. Después, como club, a la enorme historia de Boca le tenemos que sumar juego; eso nos va a clasificar. Eso nos va a permitir tener buenos resultados. Todos los chicos del plantel tienen ganas de demostrar que tienen en claro por qué están acá.

-El Vasco habló que quizá sea bueno que puedas bajar algunas revoluciones. ¿Te pusiste a pensar en eso?

-Sé que tengo que estar más sereno en las situaciones de gol o en el momento que se tenga que resolver el partido. Éste será un partido en el que debemos tener mucha paciencia. Hablé con el Vasco porque en otros partidos quizá me dejaba dominar por la energía de querer demostrar y ahora todo tiene que ser diferente.

-La variante táctica que presentarían frente a Capiatá, ¿les cambia en algo la forma de jugar?

-La verdad es que no nos cambia nada. Tenemos un objetivo muy claro y eso es estar tranquilos en los 90 minutos de juego para poder quedarnos con la clasificación.

-¿Cuánto cambia el equipo con Gago?

-Es un jugador importantísimo para nosotros. Estamos muy contentos de tenerlo para un partido tan determinante. Le aporta una cuota de juego diferente al equipo, nos permite a todos tener más variantes en el ataque.

-¿Te animás a dar un resultado?

-Siempre positivo. Para pasar a cuartos de final. Tenemos que ganar. Quedan 90 minutos y van a ser importantes la tranquilidad y la confianza para meternos en la próxima etapa, que es lo que queremos todos.

Francis to visit Turkey as Christians flee IS persecution

Pope Francis will travel to Turkey next month, the Vatican said today, his first visit to the predominantly Muslim country which has become a refuge for Christians fleeing persecution by Islamic State militants in neighbouring Syria and in Iraq.

During his three-day visit, the pope will meet with Turkish President Tayyip Erdogan and Prime Minister Ahmet Davutoglu. He will also meet Ecumenical Patriarch Bartholomew I, the Istanbul-based spiritual leader of the Orthodox churches that make up the second-largest Christian church family after Roman Catholicism.

«The Holy Father will visit Ankara and Istanbul from November 28 to 30,» Vatican spokesman Father Federico Lombardi said in a statement.

Islamic State militants have declared a «caliphate» in the territories they control and have killed or driven out large numbers of Christians, Shi’ite Muslims and others who do not subscribe to their hardline version of Sunni Islam.

Many have fled to Turkey, along with tens of thousands of Syrian Kurds who left as Islamic State forces seized dozens of their villages close to the border, where fighting continues.

A US-led coalition has been carrying out air strikes on the militants near the Syrian border town of Kobani which is being defended by Kurdish fighters. Turkey said yesterday that it would facilitate passage of Iraqi Kurdish fighters to reinforce fellow Kurds in Kobani.

Yesterday, Francis told cardinals at the Vatican that Islamic State had reached levels of terrorism «previously unimaginable».

«Many of our brothers are persecuted and were forced to leave their homes (…) It seems that awareness of the value of human life has been lost, that people do not count and can be sacrificed for other interests,» he said.

The Turkey trip would be Francis’s third to a mainly Muslim nation after Jordan and Albania.

Kerry welcomes North Korea’s release of US prisoner, restates terms for talks

US Secretary of State John Kerry welcomed the release of one of three Americans held in North Korea and said Washington is willing to resume talks with Pyongyang if it takes steps towards de-nuclearisation.

Jeffrey Fowle, 56, was arrested in May for leaving a Bible at a sailor’s club in the North Korean city of Chongjin. He was freed yesterday and flown from Pyongyang on a US government plane, without, Kerry said, any quid pro quo.

North Korea’s KCNA state news agency said Kim Jong Un, the country’s leader, released Fowle taking into consideration «repeated requests» of US President Barack Obama.

«The criminal was handed over to the US side according to a relevant legal procedure,» KCNA said.

Kerry, speaking in Berlin, expressed hope that denuclearisation talks with Pyongyang could start again soon, again holding out the prospect that the United States could eventually begin reducing its regional military presence.

«We’ve said from day one that if North Korea wants to rejoin the community of nations it knows how to do it – it can come to the talks prepared to discuss de-nuclearisation,» Kerry said.

«The United States is fully prepared, if they do that and begin that process, we are prepared to begin the process of reducing the need for American force and presence in the region because the threat itself will then be reduced,» he said.

The large US military presence in South Korea is a key source of the reclusive North’s ire.

Earlier this month, Washington reiterated that Pyongyang must first take meaningful steps toward denuclearisation and refrain from provocative acts in order to resume talks on its nuclear programme.

North Korea is under UN sanctions over its nuclear and rocket programmes.

Fowle was released amid growing international pressure on North Korea over its human rights record. He flew home to his family in Ohio. US television footage showed him arriving at Wright-Patterson Air Force Base, near Dayton.

North Korea has been on a diplomatic campaign to counter charges by a UN body that highlighted widespread human rights abuses and a move by some UN members to refer the state to an international tribunal.

«We hope that the dynamics can develop in the next weeks, months perhaps where we could get back to talks and the United States is absolutely prepared to do that,» Kerry said.

In 2012, North Korea conducted a rocket launch shortly after an agreement with the United States to suspend nuclear and missile testing, putting a halt to efforts from Washington to engage in further disarmament talks.

Kerry said the US was in contact with the families of the other two detained Americans, Kenneth Bae and Matthew Miller, and hoped they would also be released soon.

Canadian soldier dead after hit by suspected ‘radicalized’ driver

One of two Canadian soldiers run down by a car driven by a suspected Islamic militant has died, police said today, the first such incident in Canada since the country joined the fight against Islamic State militants.

A police spokesman said the soldier died late yesterday. His name, age or rank were not released. The soldier was one of two walking near a Quebec strip mall when they were run down by the car.

Quebec police shot and killed the 25-year-old driver after a chase following the incident.

The office of Prime Minister Stephen Harper later said the driver was known to federal authorities and there were clear indications he had become «radicalized.»

The Canadian government did not explain what it meant by radicalized, but it has used the term to refer to Canadians who supported militant Islamic groups.

The incident took place in Saint-Jean-sur-Richelieu, around 40 km (25 miles) southeast of Montreal.

Canadian media, citing police sources, identified the driver as Martin Couture-Rouleau, a resident of the Quebec town.

A neighbor, speaking on condition that her name not be used, said that Rouleau became radicalized about a year ago after getting involved with extremist Muslims.

Asked whether the victims had been targeted, a spokesman for the Surete du Quebec, the provincial police, said that was one of several theories but stressed it would take the police days to determine what had happened.

Canadian security officials have been worried for years about the potential threat of radicalized young men.

Five US airports to receive travelers from Ebola-hit region

The United States has ratcheted up its safeguards against Ebola, requiring travelers from three countries at the center of an epidemic in West Africa to fly into one of five major airports conducting enhanced screening for the virus.

The restrictions on passengers whose trips originated in Liberia, Sierra Leone or Guinea were announced by the US Department of Homeland Security and were set to go into effect tomorrow. The precautions stop well short of the travel ban sought by some US lawmakers to prevent further Ebola cases in the United States.

Affected travelers will have their temperatures checked for signs of a fever that may indicate Ebola infection, among other protocols, at New York’s John F. Kennedy, New Jersey’s Newark, Washington Dulles, Atlanta, and Chicago’s O’Hare international airports, officials said.

«We are working closely with the airlines to implement these restrictions with minimal travel disruption,» Homeland Security Secretary Jeh Johnson said in a statement. «If not already handled by the airlines, the few impacted travelers should contact the airlines for rebooking, as needed.»

Johnson said those airports account for about 94 percent of travelers flying to the United States from the three countries, noting that there are no direct, nonstop commercial flights from Liberia, Sierra Leone or Guinea to the United States.

«We currently have in place measures to identify and screen anyone at all land, sea and air ports of entry into the United States who we have reason to believe has been present in Liberia, Sierra Leone or Guinea in the preceding 21 days,» Johnson said.

Washington-based trade group Airlines for America, or A4A, noted that under 150 people per day travel to the United States from those three countries and about 6 percent of them, some nine people daily, have been arriving at airports other than the five airports with enhanced Ebola screening.

The group’s member airlines are «cooperating fully» with the US Customs and Border Protection agency to reroute that 6 percent of travelers to the five designated airports, A4A spokeswoman Jean Medina said.

The group’s members include Delta Air Lines, United Airlines and American Airlines, none of which fly to the affected countries. However, they may carry passengers from these countries on a connecting flight.

The worst Ebola outbreak on record has killed more than 4,500 people, mostly in Liberia, Sierra Leone and Guinea. Only three Ebola cases have been diagnosed in the United States: Liberian Thomas Eric Duncan, who died on October 8 at Texas Health Presbyterian Hospital in Dallas, and two nurses who treated him.

Today, the US National Institutes of Health outside Washington, D.C., upgraded the medical condition of one of the nurses, Nina Pham, to good from fair. She entered a special NIH facility in Bethesda, Maryland, for treatment last Thursday.

The other nurse, Amber Vinson, is being treated at Emory University Hospital in Atlanta. Vinson’s mother, Debra Berry, told ABC’s «Good Morning America» program her daughter is weak but recovering.

NBC freelance cameraman Ashoka Mukpo, who contracted Ebola while working in West Africa, is free of the virus and will leave the Nebraska Medical Center on Wednesday, the hospital said. Mukpo arrived in the United States on October 6 for treatment. He is the second patient to be successfully treated for Ebola at the Nebraska Medical Center, the hospital said today.

Lawmakers pass lower mandatory school-age bill

The Lower House of Congress approved today a project of law that establishes the mandatory school age at four years old, and its integration into the national education system, sending the bill to the Senate.

The bill sent by the Executive power received the support of the entire political spectrum, with 236 positive votes, including the PRO party, Renewal Front and Radical Civic Union members.

Stella Maris Leverberg, a lawmaker for the government-aligned Victory Front affirmed:

“The extension of the mandatory [educational system] has been a state policy in this government.»

Head of the Budget Commission and Victory Front member Roberto Feletti added the upcoming year’s budget has set aside 750 million pesos in funds to build 850 pre-school classes.

Opposition national lawmaker Julio Cobos urged to “not leave the norm as an expression of a wish,” while considering “the state is failing,” in education.

Renewal Front Darío Giustozzi defined the bill as “positive”, while emphasizing that the six percent of the Global Domestic Product (GDP) which is currently destined to education “should be recalculated,” because of the high inflation rate.

And Left Front member Néstor Pitrola sustained “the education system has multiple pending matters in all the levels”.

The initiative states a commitment to extend the mandatory education service for ages of three years old as well, prioritizing attention for less favoured sectors of the society within the City of Buenos Aires and the rest of the provinces.

Total appoints new heads after Margerie death

French oil major Total today appointed refining head Patrick Pouyanne as chief executive and former CEO Thierry Desmarest as non-executive chairman.

The nominations at the head of the world’s fourth-largest integrated oil company came less than 48 hours after the brutal death of Chairman and CEO Christophe de Margerie in a plane crash in Moscow.

Desmarest, previously honorary chairman of the oil group, will keep his new position until the end of 2015, after which the roles of CEO and chairman would again be combined, Total said in a statement following an emergency board meeting.

Pouyanne, 51, had a key role in merging Total’s loss-making «downstream» refining and petrochemical units in recent years, and also had senior roles at the group’s «upstream» exploration units in Angola and Qatar.

«Being in the downstream gives you more of a feel for costs, which is the big focus of the industry at the moment, whereas in the upstream you get a bit carried away sometimes, it’s kind of sexy,» said Iain Reid, a BMO analyst in London.

«In the downstream it’s more about manufacturing and hard work – that’s what these big oil companies need at the moment.»

Pouyanne will likely face a politically sensitive situation in France, where he told unions earlier this year that Total would seek to cut capacity among its five refineries, with more details about the plan expected next spring.

The company will be hoping to avoid a repeat of its problems in 2010 when Total’s decision to close down the Dunkirk refinery prompted weeks of strikes by angry unions and disrupted French oil supplies.

A graduate of France’s elite Polytechnique and Ecole des Mines engineering colleges, Pouyanne was also a ministerial advisor under previous conservative governments.

Desmarest, 68, headed the group during the mergers of Total with Petrofina and then Elf in 1999.

«A Desmarest/Pouyanne tandem would combine experience and expertise,» said Christian Jimenez, a fund manager at Diamant Bleu-Gestion, which owns Total shares. «It’s a quasi-ideal configuration, at least for the next few years until we have seen whether Pouyanne displays any talent as a strategist.»

For ex minister Arslanián, new Code will provide people with more security

Ex Justice Minister León Arslanián praised the reform of the Criminal Procedural Code President Cristina Fernández de Kirchner submitted to Congress saying the new laws will provide people with more security.

“It is important, in order to give a more efficient answer to what is happening today. It shortens procedural times allowing that more than 1 percent of crimes that are committed end with a sentence,” Arslanián told reporters today.

In an interview with a radio show, the ex minister questioned the current system saying roles were «altered.»

“By nature, that who has to investigate in order to base an accusation against a defendant is the attorney (…). In the code of the current system that role is played by the judge whose function is another one: to judge, to guarantee that certain rules of the process are observed.”

“Processes will be faster, will take less time, less money will be spent to carry them out, there will be more efficiency in the penal justice (system) which is one of the ways to give community more security,” Arslanián pointed out and celebrated President Kirchner’s decision to resume a project that was first brockered by Raul Alfonsín’s administration, but which failed to be approved as the Radical Party did not have parliamentary majority back in 1987.

“It responds to a very old expectation, we are talking about more than 25 years and I think it is a fact to celebrate.”

Regarding the deportation of foreigners the new code includes, the ex federal minister considered “each country has the right to control its migrating phenomenon,” adding that “Argentina has a great generosity.”

The Code, according to León Arslanián, is currently two “rights-based” and “lax,” with preventive prison only being considered in escape and destruction of evidence cases. “This will be a matter of heavy discussion and controversy because it can collide with the presumption of innocence,” he explained.

Saying people get “shocked” when certain incidents are repeatedly shown – such as a recent case involving a so called “motochorro” who robbed a tourist and was then imprisoned for his criminal records – , Arslanián stated Ms. Kirchner was indeed seeking to provide “judges with certain instruments so that liberties are not that simple” to grant.

Capitanich denounces market attacks on gov’t during Senate briefing

Cabinet chief Jorge Capitanich hit out against market forces whom he accused of trying to attack the administration of president Cristina Fernández de Kirchner, as he appeared before the Senate for the latest briefing.

In compliance with article 101 of the National Constitution, the official addressed senators on major national topics, after the Congress gave formal approval of the appointment of Vanoli as the new Central Bank chairman.

At the beginning of his speech, the politician highlighted the measures applied by the government in order to encourage a rise in consumption, pointing out that the economy is facing an international crisis that «allows one to see a restriction in foreign demand for goods produced locally.»

«We must open markets and take advantage of opportunities,» Capitanich asserted, referring to bilateral alliances with Russia and China.

«We have three strategic goals for the coming years: energy self-sufficiency, import substitution and a growth in exports.»

The Cabinet Chief moved on to call for a Bicameral Committee that would investigate and identify those groups carrying out what he dubbed «economic terrorism» in the country.

«Throughout the entire period of full democracy following the dictatorship, Argentina has suffered permanent attacks which hollow out the bases of legitimacy for democratic governments,» Capitanich claimed.

«Whatever the political persuasion, the debate on the creation of the Bicameral Committee to fully investigate a series of private manoeuvres with criminal intentions is essential.»

The politician remarked that in the last few years 62.8 billion dollars had been taken out of the country, and that current assets owned by Argentines on foreign soil totalled a figure worth «no less than 200 billion dollars.»

The government also presented new Vatican City ambassador Eduardo Valdés, and ambassador to Paraguay María Corradi to the Upper House for approval in the session.

Vanoli and Valdés’ designations will be debated in committee, before seeking approval before the full Congress.

This is Capitanich’s fourth visit to the Senate since he became cabinet chief. In his last briefing, in August, opposition lawmakers abandoned their seats in protest against Vicepresident Amado Boudou’s judicial indictments.

Capitanich urges opposition to ‘act coherently’ in Criminal Procedural Code debate

Following president Cristina Fernández de Kirchner’s announcement that a bill to reform the Criminal Procedural Code will be sent to Congress yesterday, Cabinet Chief Jorge Capitanich defended the project saying it ‘has achieved a high level of consensus among jurists and scholars.” He also slammed opposition lawmakers and Clarín newspaper that have expressly rejected the project.

The chief of ministers praised the bill as a tool to guarantee “justice for all, full access to justice, celerity, oral proceedings, and efficiency.” Speaking at his daily press briefing at the government house, Capitanich rejected claims by the Clarín media group and opposition leaders that the reform seeks to void corruption probes and said such positions proved the “malicious intention of many media outlets to confuse citizens.”

The official expressed his “concern” regarding opposition parties role in Congress. “We are very concerned with the opposition parties’ role,” Capitanich stated. He accused opposition lawmakers of having shown a “manifestly anti-democratic behaviour” in the past and urged them to act coherently and to “quickly approve this bill which they have themselves been asking for.”

“I am all in favour of them freely expressing their ideas but I think that many of them have such an ‘opposition point of view’ that they simply cannot conceive these measures that truly contribute to the overall improvement of the (judicial) system,” Capitanich stated.

Russia: Ukraine should find money to pay for gas within a week

Ukraine should be able to find ways of paying for Russian gas supplies within a week, Russian Energy Minister Alexander Novak has said, suggesting a standoff would end once Moscow received financial guarantees from Kiev.

The latest round of gas talks between Moscow and Kiev ended late on Tuesday in Brussels with no agreement in a dispute that prompted Russia to cut off gas supplies to its neighbour in mid-June, potentially hurting flows west to the European Union.

But while Novak said he was optimistic for new talks on October 29, Ukrainian Prime Minister Arseny Yatseniuk said he was sceptical about building ties with Russia, underlining how efforts to reach a deal are hampered by a wider political conflict between the two countries.

On Tuesday, Russia increased the pressure on Ukraine, which is dependent on Western aid, demanding assurances on how Kiev, would find the money to pay Moscow. Earlier Ukraine asked the European Union for a further 2 billion euros in credit.

Novak told reporters at an energy conference in Moscow that the two sides had almost reached a deal but that the talks came unstuck «by another issue – where will Ukraine get the money to pay in advance for gas supplies in November and December».

«If the Ukrainians have the money, then the documents will be signed. If not, then we will wait.»

Sergei Kupriyanov, a spokesman for Russian gas exporter Gazprom told Reuters that gas flows to Ukraine would be restarted once Kiev received financial aid.

«If Europe gives them the money, then gas will flow,» he said.

In Kiev, Yatseniuk said Kiev was negotiating with its European partners on re-exporting gas to Ukraine and was not optimistic about the talks, overshadowed by a pro-Russian uprising in eastern Ukraine and Russia’s annexation of Crimea.

«I am rather sceptical about building relations with Russia, but will see what happens on the 29th,» he told a government meeting.

Kiev and Moscow have agreed on a price for Russian gas supplies during the winter at $385 per thousand cubic metres, but the two sides have stumbled over other issues, including whether Ukraine should be asked to pay up front.

The deputy head of Ukraine’s state energy company Naftogaz. Serhiy Pereloma, said Ukraine expected to get 5.7 billion cubic metres of gas in reverse flows from Europe between October and March. The country needed 26.7 bcm between those two months, down 24.5 percent from last year, he added.

Those needs Ukraine wants to cover by its own gas production and gas from storages.

Venezuela says to avoid costly foreign borrowing

Venezuelan President Nicolas Maduro said today that the South American country would avoid more borrowing on international markets due to rising costs as a result of worsening credit risk perceptions.

«We are not going to use or ask for credit, in those conditions the global capitalist banks want to impose. We’re not going to do it. We have other (financing) sources, fortunately,» he said in a speech on state TV.

«It’s a sort of financial, credit, international blockade.»

Venezuela’s bond yields are currently the highest of any emerging market economy. The country’s debt on average pays 17.6 percentage points more than comparable US Treasury bills, according to the JPMorgan Emerging Market Index.

The country’s bonds have dropped 12.8 percent so far this year, driven by investors’ concerns about its capacity to pay. The overall index of emerging market bonds has risen 9.3 percent during the same period.

Maduro reiterated that OPEC member Venezuela, which receives 96 percent of its foreign currency revenues from oil, was prepared for volatility on global energy markets. Venezuela has called for an emergency OPEC meeting to halt the slide in prices.

«I hope there’s going to be a recovery … (that) prices (will) bounce back and return to where they really should be,» he said.

Foreigners subject to fast expulsion

Says a crime should be judged based on the type of impact it has on society as a whole

Foreigners who are caught committing a crime and who do not have their residency documents in order will be deported according to the new Criminal Procedural Code that President Cristina Fernández de Kirchner yesterday said the Executive will be sending to Congress today.

The bill, according to the information provided by the president, appears to take a more tough-on-crime stance that seems to echo earlier statements by Security Secretary Sergio Berni, who had proposed to extradite immigrants caught committing crimes.

The new code — applicable in BA City and across the country for federal crimes — will also consider the shock that an incident causes in society in order to determine sentencing and will not put the issue of recidivism, whether tougher punishment can be issued for repeat offenders, under debate.

Supreme Court Justice Eugenio Zaffaroni, and other legal experts, consider recidivism to be unconstitutional.

Zaffaroni led a drafting commission that sponsored the Penal Code overhaul earlier this year that now appears forgotten amid accusations from the opposition that it was too lenient on criminals.

When the president made reference to the societal shock of a crime, she was making a thinly veiled connection with the man on a motorbike carrying a pistol who tried to rob a Canadian tourtist.

“A criminal was free and that angered population,” the president said.

What the president seemed to be suggesting was that a crime that gets more media attention will receive a tougher punishment.

Fernández de Kirchner also explained that the new code — aimed at overhauling the current Criminal Procedural Code adopted in 1991 during Carlos Menem’s presidency — will give more power to prosecutors to speed up the criminal investigations.

Victims will also have a word in the procedures.

“They should know that they can report judges and prosecutors who do not move forward with the investigations,” the president said late yesterday night.

In what could be seen as new episode of a never-ending battle with the judiciary, Fernández de Kirchner yesterday blamed judges for releasing prisoners, spoiling the efforts of those who fight and arrest criminals, something that Berni is used to repeating. On March 1, when the president kicked off the legislative year, she followed a similar line, criticizing judges for releasing detainees.

“We do not want criminals who are arrested and then are released. We want them to be remanded in custody and we want the judiciary to take into account the shock to society their crimes caused. We want our society to feel safe. Recidivism will be considered because it is a social demand,” Fernández de Kirchner said.

A new, different Code

As the president yesterday explained, the Federal Criminal Procedural Code only affects a small portion of Argentine society. For example, the 60,000 people imprisoned in the country: 10,000 are in jail convicted for federal crimes and the rest are detained in provincial jails.

The president said that the reform of the Procedural Code was the result of a request from 205 judges but also from scholars, who want a better “administration of justice.”

“The current code establishes that the judge is the person who leads the investigation. If the judge wants to, he can delegate the probe to the prosecutor. If the judge does not want to investigate, he can shelve the investigation as well,” the president said. “Nothing happens to those who do not investigate.”

However, the president also vowed to punish judges and prosecutors who do not meet the deadlines. “If a judge gets three serious sanctions, he can be impeached. If the law that regulates prosecutors is modified, that will also apply to them,” Fernández de Kirchner highlighted.

A question of time

The president explained that the main purpose of the code is to shorten investigations and to make people feel they are obtaining justice. “This is a pending issue for democracy,” she said, also praising the bill: “This is a great progress in the fight against crime.”

According to the bill, judges and prosecutors will make decisions in public hearings. An investigation cannot take longer than a year. Sources from the Justice Ministry explained to the Herald that deadlines double when prosecutors are investigating serious crimes such as drug trafficking, human trafficking or crimes against humanity.

“Those who committed serious crimes will be convicted in less than 10 months and they will go to jail from the very first day,” the president said.

A day after opposition lawmakers said that the Kirchnerite administration was drafting a Criminal Procedural Code to protect officials who are facing charges of corruption, the president made it clear that ongoing cases will continue using the current code.

“We don’t want this to be the government’s code. This is our proposal,” Fernández de Kirchner said weeks after the opposition refused to debate the Civil and Commercial Code, also filing complaints in courts.

The president is determined to pass this new code before the end of the year.

Banks paralysed due to 24-hour strike

Bank clerks went on strike demanding an increase in the income tax floor and threatened with a 48-hour strike next month if their demands continue to go unanswered. Cabinet chief Jorge Capitanich reiterated the government’s refusal of a tax floor raise.

The Asociación Bancaria union spokesperson Eduardo Berrozpe said that the walk-out was staged to protest against the income tax which works as a “worker’s tax” but also against growing outsourcing and the “recurring, permanent non-compliance by bank owners with the agreements reached.”

Cabinet chief Jorge Capitanich reiterated this morning in his daily press briefing that the government is not willing to raise the income tax floor and said that bank workers “have one of the highest salaries in the country.”

“Their refusal to pay the income tax does not match their purchasing power,” Capitanich added.

Besides demanding that the government raises the income tax floor, the strike’s purpose is to demand that banks “pay a compensation” to workers in the face of the “extraordinary profits they make.”

US court denies Argentina appeal over bond payment to BONY

A US appeals court has dismissed an appeal by Argentina of an order directing Bank of New York Mellon Corp to hold onto $539 million the country deposited for its restructured bondholders.

The 2nd US Circuit Court of Appeals in New York in a brief order said it lacked jurisdiction over the appeal as the August ruling by US District Judge Thomas Griesa was a clarification rather than modification of his earlier rulings on the matter.

Griesa had ruled that the $539 million that Argentina deposited in June with BNY Mellon for bondholders who participated in two sovereign debt restructurings was «illegal,» and in an August order, directed the bank to retain the funds.

The judge, in his August ruling, also said BNY Mellon’s retention of the funds would not violate his prior orders or subject it to liability.

Wall Street ends lower after shooting at Canadian parliament

US stocks erased earlier gains to close lower today as a shooting at the Canadian parliament unnerved investors, Boeing and Biogen sold off following results, and energy stocks fell along with oil prices.

Indexes had traded in positive territory for much of the session, putting the S&P 500 on track for a fifth straight day of gains. Earnings initially drove the move higher, with technology and material shares up on the back of strong results.

Market benchmarks began drifting lower after the government reported a surprise increase in crude oil inventories. Energy shares were off 1.7 percent as crude oil fell, settling near $80 per barrel.

Canada’s capital was jolted by the fatal shooting of a soldier and an attack on the parliament building in which gunshots were fired outside a room where Prime Minister Stephen Harper was speaking. Toronto stocks fell 1.6 percent, also affected by oil’s slide.

The Dow Jones industrial average fell 153.49 points, or 0.92 percent, to 16,461.32, the S&P 500 lost 14.17 points, or 0.73 percent, to 1,927.11 and the Nasdaq Composite dropped 36.63 points, or 0.83 percent, to 4,382.85.

Weaker oil and the Canada violence offset some encouraging economic news. US consumer prices rose 0.1 percent in September as energy costs fell broadly, painting a weak inflation picture that could give the Federal Reserve room to keep interest rates low.

After the close, revenue at Dow component AT&T fell short of analyst expectations and shares were down more than 2 percent.

Declining issues outnumbered advancers on the NYSE by 2,138 to 928, for a 2.30-to-1 ratio on the downside; on the Nasdaq, 1,988 issues fell and 701 advanced.

The benchmark S&P 500 index posted 44 new 52-week highs and 1 new low; the Nasdaq Composite recorded 54 new highs and 35 new lows.

About 7 billion shares changed hands on US exchanges, below the 8.3 billion October average, according to BATS Global Markets.

EUROPEAN MARKETS

European shares nudged higher today, supported by a raft of positive corporate earnings and mild inflation data from the United States which may encourage the U.S. Federal Reserve to keep interest rates lower for longer.

However, the session was volatile, with euro zone banks under pressure early on after Spain’s EFE news agency reported that several European lenders might fail EU bank stress tests.

The pan-European FTSEurofirst 300 closed up 0.7 percent at 1,308.73, regaining the ground lost after the stress-test report came out.

US consumer prices rose marginally in September, painting a weak inflation picture that should give the Federal Reserve ample room to keep interest rates low for a while longer.

Also on the upside, GlaxSmithKline rose 2.6 percent after beating earnings expectations and saying it expected a vaccine against Ebola to be ready later this year.

Measurement technology and software group Hexagon surged 10.3 percent after posting third-quarter pretax profit above expectations, saying like-for-like sales growth had strengthened from the previous quarter.

So far in Europe’s earnings season, 9 percent of STOXX 600 companies have reported results, of which 65 percent have met or beaten profit forecasts, according to data from Thomson Reuters StarMine.

However, British American Tobacco fell 2.6 percent, taking the most points off the FTSEurofirst 300, after reporting an accelerated decline in the number of cigarettes sold, citing economic pressures on smokers worldwide to rein in spending.

Heineken also fell after results, dropping 1 percent as the world’s No. 3 brewer reported lower-than-expected beer sales in the third quarter.

Euro zone banks recovered to trade slightly higher despite falling more than 1 percent after EFE’s report that at least 11 banks from six European countries are set to fail the region-wide financial health check this weekend, citing unidentified sources.

Spain’s economy minister said he was confident Spanish lenders would do well in the European Central Bank’s checks, and Austria’s Erste Bank denied it was among those that had failed the test.

Erste Bank closed down 0.9 percent, having traded as much as 2.3 percent lower.

The ECB sought to cool speculation. «Any inferences drawn as to the final outcome of the exercise would be highly speculative until the results are final on 26 October,» said a spokesman.

The issue «does underline the fragility of the European economy because if you don’t have secure, robust banking institutions in place, (the economy) just won’t be able to grow,» Redmayne-Bentley investment manager David Battersby said.

ASIAN MARKETS

Japanese stocks climbed more than 2 percent as the prospect of the European Central Bank taking further action to stimulate the faltering eurozone economy boosted investor sentiment.

The Nikkei share average rose 2.6 percent to close at 15,195.77 points, more than recouping Tuesday’s losses.

Shares in Japanese suppliers to Apple Inc soared, with Foster Electric Co rising 5.4 percent and Japan Aviation Electronics Industry Ltd jumping 5.8 percent after the tech giant posted better-than-expected quarterly earnings.

The broader Topix advanced 2.6 percent to 1,236.41, while the new JPX-Nikkei Index 400 also gained 2.6 percent to 11,249.65.

Hong Kong protests continue after talks fail

About 200 Hong Kong protesters marched to the home of the city’s Beijing-backed leader today to push their case for greater democracy a day after talks between student leaders and senior officials failed to break the deadlock.

Others continued to occupy main streets in the Chinese-controlled city, where they have camped for nearly a month in protest against a central government plan that would give Hong Kong people the chance to vote for their own leader in 2017 but tightly restrict the candidates to Beijing loyalists.

A wide chasm separates the protesters and the government, which has labelled their actions illegal and repeatedly said their demand for open nominations is impossible under the laws of the former British colony.

«I’m here hoping the government will listen. If they don’t listen we will come out again and again to fight for our basic, grassroots nomination right,» said protester Wing Chan, who took part in the march.

Expectations had been low for a breakthrough in yesterday’s cordial, televised talks which pitted five of the city’s most senior officials against five tenacious but poised student leaders wearing black T-shirts.

Protesters were unhappy about what they felt was a lack of substantive concessions. Andy Lau, a 19-year-old college student, said now was the time to step things up.

«I think it is time to seriously consider escalating the movement, such as expanding our occupation to many more places to pressure the government to really face and answer our demands,» he said.

Demonstrators marching to the home the city’s leader, Leung Chun-ying, repeated calls for him to step down. Many were angry at remarks he made this week that more representative democracy was unacceptable in part because it would result in poorer people having more say in politics.

Hong Kong returned from British to Chinese rule in 1997 under a «one country, two systems» formula that allows it wide-ranging autonomy and freedoms and specifies universal suffrage as an ultimate goal. But Beijing is wary about copycat demands for reform on the mainland eroding the Communist Party’s power.

Leung told reporters before the talks that the panel that picks candidates for the 2017 election could be made «more democratic». That was first indication of a possible concession.

Markets plunge after Rousseff revival in polls

Investors move to protect assets after Neves loses momentum ahead of Sunday’s vote

SAO PAULO/RIO DE JANEIRO — Brazil’s stocks and currency dropped for a second straight session yesterday after opinion polls showed a that President Dilma Rousseff had taken a lead over market-favourite candidate Aécio Neves ahead of Sunday’s presidential elections.

Neves, who has promised to implement business-friendly policies to boost Brazil’s flagging economy, lost a slight edge over the incumbent yesterday, less than a week before Sunday’s runoff vote, two opinion polls showed on Monday.

Though conservative Neves is statistically tied in the polls, investor concern is deepening that he may be entering a downward trend, losing momentum. The polls showed a climb in his rejection ratings, indicating it may be difficult to regain the support he is losing.

To that end, the Bovespa stock index fell the most of any global stock benchmarks. In dollar terms, the index erased all of the gains it had made this year.

Many investors blame Rousseff for policies that have halted the growth of Latin America’s biggest economy and they are hoping for a Neves comeback over the next five days.

Since the beginning of the year, foreign investors are believed to have poured nearly US$8.1 billion into Brazilian stocks on hopes that the president may lose her re-election campaign. Bets on a Neves victory had bolstered the markets in recent weeks.

The Bovespa slumped as much as 4.4 percent during the day, adding to Monday’s 2.55 percent drop. Shares of state-run oil company Petrobras, which investors say have been hurt by Rousseff’s policies, were among the biggest decliners as they slid as much as 8.5 percent. By the early afternoon, the Bovespa pared losses to 2.4 percent on the day,contrasting with gains of about one percent posted by benchmark stock indexes in Mexico and Chile.

“The market was spooked by the polls and is now pricing in a larger probability that Dilma will win,” said Joaquim Kokudai, a fund manager with Effectus Investimentos in Brazil. “The perception is that we’ll have more of the same, with high inflation and low growth.”

“Investors are trying to protect their assets as the surveys show increasing support for Rousseff,” Sandro Fernandes, a trader at brokerage firm Geraldo Correa, said in an interview. “Next year will be a hard year no matter who wins.”

The Brazilian real weakened as much as 1.6 percent to 2.50 per US dollar in the first minutes of trading. It last traded at 2.4671, still 0.2 percent weaker for the day even as other Latin American currencies such as the Mexican peso and the Chilean gained at least 0.4 percent.

Some investors remain sceptical over the president’s lead however — her slim four-percent gap over Neves is still within the pollster’s margin of error.

Electoral body suspends more campaign ads

With the campaign now in its final stretch, both Neves and Rousseff’s tactics have become increasingly more aggressive and personal, with many analysts taken aback at the tone of their advertisements.

Brazil’s Electoral Court yesterday suspended another series of ads from the Aécio Neves campaign in which president Dilma Rousseff praised the opposition candidate’s management of the state of Minas Gerais back in 2009, when he was state governor.

The ads, which ran on television and radio, replayed audio from an interview that Rousseff gave to radio Itatiaia in 2009, when she was former president Luiz Inácio Lula da Silva’s Interior minister. In it, she referred to Neves “as one of the best governors in the country” and declared that his “way of doing politics is exemplary.”

In explaining its decision, the Brazilian Electoral Court said yesterday the minutes assigned to each candidate on TV and radio should be used to make proposals and that the Neves campaign ads were violating that rule.

“The air time (granted to candidates) is paid by taxpayers and is not free at all — except for candidates. It shouldn’t be used to attack or offend but to publicize and discuss ideas, based on public interest,” it said.

On October 16, the Electoral Court announced it would apply stricter criteria when it came to electoral propaganda. Fourteen ads were banned over the following four days.

Yesterday, the Court also suspended an ad by the opposition PSDB that said “Aécio is Brazil without fear of the PT.”

One of its ministers considered that “besides being drafted as a joke, the ad is empty of propositional content.”

Another Neves ad, in which the narrator insinuated that former Lula minister José Dirceu — imprisoned for his involvement in the mensalão corruption scandal — would be part of Rousseff’s new team, was also banned.

‘Blue’ falls to 14.69 pesos, blue-chip swap plunges amid BCRA pressure

The so called “blue” dollar fell back by one cent to 14.69 pesos amid growing fear after the Central Bank carried out its most important raid of the last few months against trading houses and credit unions yesterday.

The blue-chip swap in turn dropped 35 cents to 13.47 pesos following yesterday’s 25-cent drop, and the stock exchange rate was down 19 cents to 13.39 pesos.

Meanwhile, the official rate of the US currency dropped half a cent to 8.50 pesos in Buenos Aires City banks and foreign exchange offices as a bank employees’ strike paralysed activities in the sector.

At 7 am today, bank employees started a 24-hour walkout to protest against the government’s position to not modify income tax thresholds.

Relacionan el alto índice de enfermedades en una localidad de Córdoba con el uso de agroquímicos

El alto índice de enfermedades que presenta la localidad cordobesa de Monte Maíz está relacionado con la contaminación por agroquímicos que sufren sus 8.000 habitantes, según un informe elaborado por la Facultad de Medicina de la Universidad Nacional de Córdoba (UNC).

 

En esta población del sudeste cordobés ubicada a 280 kilómetros de la capital provincial se detectó, en cifras mayores que el promedio nacional, una gran prevalencia de casos de cáncer, afecciones respiratorias, diabetes y abortos espontáneos, indicó el trabajo.

El estudio fue encargado por la propia Municipalidad de Monte Maíz y la organización Red de Prevención, ante la sospecha de que determinadas patologías estaban en crecimiento en la mencionada localidad y su posible vinculación con el uso de agroquímicos.

En sus primeras conclusiones, el informe de la UNC establece que «los casos de enfermos de cáncer» en la zona se dan con una frecuencia «cinco veces mayor» respecto de la cantidad de «casos establecidos por la Organización Mundial de la Salud en 2012».

Soldier killed as Canada parliament attacked

Canada’s capital was jolted by the fatal shooting of a soldier and an attack on the parliament building in which gunshots were fired outside a room where Prime Minister Stephen Harper was speaking.

The gunman in the parliament building was shot dead, and Harper was safely removed.

Canadian police said they could not «at this point» confirm whether the man who shot dead the soldier, who was guarding the National War Memorial in central Ottawa, was the same person who shortly afterwards attacked the nearby the parliament building.

Witnesses said at least 30 shots were fired after a gunman entered the parliament building and was pursued by police.

The assault came very near the room where Harper was meeting with members of his Conservative party, a government minister said.

«PM (Harper) was addressing caucus, then a huge boom, followed by rat-a-tat shots. We all scattered. It was clearly right outside our caucus door,» Treasury Board Minister Tony Clement told Reuters.

The incident, shocking in Canada’s normally tranquil capital, was not over.

Parliament and buildings in downtown remained on lockdown.

Harper stressed that government and parliament should continue its work, a spokesman said. «While the prime minister stated that facts are still being gathered, he condemned this despicable attack,» the spokesman said.

Police said that an operation was under way to make parliament safe and they were still in the middle of an active investigation.

«It caught us by surprise… If we had known that this was coming, we would have been able to disrupt it,» Gilles Michaud, assistant commissioner of the Royal Canadian Mounted Police, (RCMP) told a news conference.

Abuso de alcohol en jóvenes creció más del 100%

Los datos surgen de un relevamiento del Ministerio de Salud de la Nación. «Desde el año 2001 al 2011 se observa un incremento ostensible (113%)», precisó el informe. Reveló que las consultas por emergencias en jóvenes por consumo de drogas subió 40%. El Ministerio de Salud de la Nación divulgó el relevamiento «Información Básica en Salud Mental y Adicciones (2014)» en el que informó que entre el año 2001 y el 2011 el abuso del alcohol en los estudiantes secundarios creció un 113 por ciento, mientras que las consultas por emergencias en jóvenes derivadas del consumo de drogas pegó un salto del 40 por ciento entre 2009 y 2012.

El organismo señaló en el relevamiento que «el mayor aumento del período (en consumo de bebidas alcohólicas) se observa entre los años 2001 y 2005, con un 67%». Asimismo, el informe reseñado por Diario Popular, mostró que «las consultas en emergencias por consumo de sustancias en el año 2012 alcanzó el mayor porcentaje del período de estudio, llegando casi al 11%, un 40% de incremento respecto de 2009».

El trabajo también mostró que la sustancia ilegal más consumida entre los adolescentes es la marihuana (10,4% la consumieron en el último año), en tanto que su consumo se cuadruplicó desde 2001. «En el año 2011 se incrementaron significativamente las prevalencias de consumo de solventes e inhalables y marihuana», agregó.

Por su parte Mabel Bianco, de la Fundación para Estudio e Investigación de la Mujer (FEIM), dijo al diario que «más allá de las cifras nosotros percibimos en la realidad diaria el creciente número de chicos con problemas con el alcohol y últimamente el aumento de la ingesta entre las adolescentes».

La especialista señaló ante el informe que «a la previa al boliche y a los excesos en los viajes de egresados, se suma el abuso de alcohol en horas diurnas, previas y posteriores a la escuela». De igual forma alertó sobre el aumento de la cantidad de adolescentes mujeres que abusan de las bebidas, con la consiguiente vulnerabilidad para su sexualidad.

En los últimos días, un caso con estas características se registró en la localidad de Avellaneda y que se puede encuadrar en esta problemática. En una escuela técnica, una adolescente de 16 años fue embriagada y abusada por un compañero de estudios en un aula vacía.

Ahora vivo en Núñez».

El Congreso se suma a la donación de sangre

Mañana, de 10 a 16 horas, el móvil para donación de sangre del Hospital Garrahan estará estacionado frente al Congreso de la Nación. El motivo: el Banco de Sangre suma a sus campañas de colectas voluntarias al personal de la cámara de senadores y de la cámara de diputados nacionales. El evento es organizado en conjunto por la Fundación Pediátrica Argentina y el Centro Regional de Hemoterapia del Hospital Garrahan.

 

Según Dr. Vid, el 40 por ciento de los pacientes internados en el hospital requiere, al menos, una transfusión de sangre y se calcula que, en promedio, el número de transfusiones que necesitará cualquier paciente irá de 1 a 200 a lo largo de la internación o tratamiento ambulatorio. El servicio de Hemoterapia realiza 650 transfusiones de componentes sanguíneos por semana. Para lograrlo necesita 65 donantes diarios.
«Toda la sangre de nuestro Banco proviene, en un cien por ciento, de donantes voluntarios. Esto quiere decir que en el hospital nunca se solicita sangre para un paciente en especial ni se solicita a su familia que consiga donantes, por eso es tan importante para nosotros la colecta frente al Congreso de la Nación, ya que visibiliza una tarea que hacemos todos los días», afirmó la jefa del Centro Regional de Hemoterapia, Silvina Kuperman.
La colecta frente al Congreso de la Nación se realizará mañana durante cinco horas y es abierta. El móvil, totalmente equipado para la donación de sangre, estará estacionado sobre la avenida Entre Ríos, entre Hipólito Yrigoyen y Rivadavia. Los requisitos para ser donante es tener entre 18 y 65 años y pesar 50 kilos o más, y gozar de buena salud. Las restricciones más comunes son haberse sometido a cirugías, tatuajes, acupuntura, piercings en los últimos 12 meses o haber estado en riesgo de adquirir infecciones de trasmisión sexual.
El hospital atiende un promedio de 310.000 consultas médicas, realiza aproximadamente 10.000 cirugías de alta complejidad y tiene más de 19.600 internaciones anuales. La mayoría de los pacientes tratados padecen enfermedades de mediana y alta complejidad que requieren de tratamientos integrales y, muchos de ellos, de larga duración. Todos ellos requieren transfusiones de sangre para poder recuperarse.
Quién puede donar
Es importante sentirse bien el día de la donación. Son usualmente elegibles para donar las personas saludables que tengan entre 18 y 65 años de edad (a partir de esa edad lo evaluará el personal médico) y que pesen 50 kilos o más. Algunas condiciones médicas en ciertas personas pueden posponer transitoriamente su donación de sangre. Un profesional capacitado les dirá a aquellas personas cuándo pueden donar sangre nuevamente.
Algunas de las restricciones más comunes para donar son haberse sometido a cirugías, haberse realizado tatuajes, acupuntura o perforación para aros en los últimos 12 meses o haber estado en riesgo de adquirir infecciones de transmisión sexual que puedan transmitirse por sangre en el mismo período.
Pueden donar sangre aquellas personas con hipertensión arterial controlada, con problemas tiroideos medicados, alérgicos sin síntomas en el momento de la donación, personas que hayan tenido hepatitis antes de los 11 años o que hayan padecido mononucleosis infecciosa. Esperar 8 semanas entre las donaciones de sangre es un requisito.
Es necesario concurrir con documento de identidad u otra documentación con fotografía (DNI, CI, Pasaporte, Registro de conducir) y habiendo desayunado (lo que consuma habitualmente sin restricción de alimentos) y, si concurre por la tarde, puede almorzar antes de donar sangre.
Antes de donar, se aconseja tomar bastante líquido y comer como se hace habitualmente sin ninguna restricción.
Será necesario informar sobre los medicamentos que se estén tomando y explicar para qué son.
Después de donar se debe:
*Tomar un litro adicional de bebidas no alcohólicas.
*Evitar hacer mucha actividad física durante el resto del día.
*Los fumadores no deben fumar hasta por lo menos tres horas posteriores a la donación.
*Mantener el apósito que se le coloca en el sitio de la punción durante al menos cinco horas.

Echegaray le dio la razón a los buitres que quieren «mover los cimientos» de la fortuna de Lázaro Baez

Cuando el titular de la AFIP reconoció que Cristina Kirchner y Lázaro Baez tienen vínculos comerciales ha confirmado así una de las hipótesis de las acciones legales iniciadas por los fondos buitre contra 123 empresas adjudicadas a Báez y contra el empresario Cristóbal López en el estado de Nevada.

Desde que NML, el fondo buitre de Paul Singer, comenzó a investigar las 123 empresas, en todos sus escirtos manifestó la sospecha sobre las relaciones «infames» entre Báez y los Kirchner.

Así, fondos buitres pusieron la lupa sobre el empresario gracias al aval de un juez de Estados Unidos.

La solicitud provino de NML quien apeló a su derecho llamado “discovery” a obtener información sobre bienes del Estado argentino decidido por el juez de Nueva York, Thomas Griesa. En consecuencia, NML confía en que si se demuestra en la Justicia argentina que Báez cometió fraude al Estado tendrá derecho, en el futuro, a embargar los bienes o cuentas bancarias que se encuentran en territorio norteamericano.

El juez Cam Ferenbach, de Nevada, hizo lugar al pedido de los fondos buitre que pidieron información sobre los activos de 123 sociedades en ese país que pertenecerían a Báez y de los Kirchner.

Desde NML sospechan que el empresario y la familia presidencial habrían lavado dinero público; de ser así, esos bienes podrían ser embargados.

Corte de Nueva York rechazó apelación del Gobierno

La Corte de Apelaciones del 2° Circuito de Nueva York rechazó hoy una apelación interpuesta por el Gobierno contra la orden del juez Thomas Griesa para que el Bank of New York Mellon mantenga los 539 millones de dólares que la Argentina depositó para pagarles a los tenedores de bonos que aceptaron la reestructuración de deuda.

Al igual que lo había hecho con una apelación del Citibank, la Corte, en una breve disposición, dijo que no le corresponde a la jurisdicción de la apelación analizar esa cuestión ya que el fallo de agosto del juez Griesa fue una aclaración, más que una modificación de sus fallos anteriores sbre el tema.

Griesa había determinado que el pago de 539 millones de dólares que Argentina depositó en junio en el BNY Mellon para los tenedores de bonos que participaron en dos reestructuraciones de deuda soberana era «ilegal». En una orden posterior instruyó al banco retener los fondos.

Autoridades sanitarias inauguran laboratorio de VPH en Misiones

Funcionará en el Hospital Escuela de Agudos Dr. Ramón Madariaga de Posadas y centralizará el procesamiento de los test que se realicen en centros de salud provinciales las mujeres de 30 años y más

 

Autoridades sanitarias nacionales y provinciales inauguraron el Laboratorio de VPH del Hospital Escuela de Agudos Dr. Ramón Madariaga en la localidad de Posadas, provincia de Misiones. La apertura del laboratorio se enmarca en la implementación de una nueva estrategia de tamizaje primario que incluye la realización del test de Virus del Papiloma Humano VPH para mujeres de 30 años y más.
El acto, fue encabezado por el ministro de Salud provincial, Oscar Herrera Ahuad, y contócon la presencia de Pablo Kohan, integrante de la Dirección de Medicina Comunitaria del Ministerio de Salud de la Nación, y las coordinadoras científica y ejecutiva del Programa Nacional de Prevención del Cáncer Cervicouterino (PNPCC), Silvina Arrossi y Rosa Laudi.
El nuevo Laboratorio de VPH, acondicionado por la provincia y equipado por el Ministerio de Salud de la Nación, centralizará el procesamiento de todas las muestras. Se espera que la provincia pueda tamizar en un año los test de más 16.000 mujeres de 30 años y más. En una primera etapa el test de VPH se implementará en noviembre y diciembre en la Zona Sanitaria Capital, y en enero de 2015 estará disponible en todos los centros de salud y hospitales públicos de la provincia, según acuerdos operativos con cada zona sanitaria.
Misiones registra una tasa de mortalidad de de cáncer de cuello de útero de 14.5 por 100 mil mujeres (trienio 2010-2012). Es una de las primeras provincias con las que articuló su trabajo el PNPCC. Desde el año 2009 desarrolla acciones para promover la ampliación de la cobertura del tamizaje y mejorar la calidad de los Servicios de Ginecología y de Anatomía Patológica de referencia. En marzo de 2010 firmó el Plan para la Reducción de la mortalidad materno-infantil, de la mujer y adolescente y desde marzo de 2013 viene realizando acciones para adecuar la red de atención a las necesidades que plantea esta nueva tecnología para el tamizaje.
En ese sentido, los médicos ginecólogos, generalistas y agentes sanitarios responsables de realizar la toma de muestra de Papanicolau (PAP) fueron capacitados para realizar la toma de muestra del test de VPH. Asimismo se capacitó a más de 400 agentes sanitarios de las seis zonas sanitarias de la provincia y se realizó un taller de correlación cito-histológica y una jornada de actualización y tratamiento de lesiones precancerosas y cáncer cervicouterino. Por otra parte, se continuó con rotaciones de los profesionales de los Servicios de Ginecología de referencia en Hospitales de Buenos Aires, como el Hospital de Clínicas y el Rivadavia. Los integrantes del Servicio de Anatomía Patológica del Hospital Madariaga realizaron una visita de intercambio en el Laboratorio de VPH de la provincia de Jujuy.
El test de VPH permite detectar la presencia de ADN de los tipos de VPH considerados de alto riesgo oncogénico en las células del cuello del útero. Este método primario de tamizaje, complementario con la citología (toma de PAP), forma parte de la estrategia integral del Ministerio de Salud de la Nación para reducir la incidencia y mortalidad por cáncer cervicouterino, segunda causa de muerte por cáncer en mujeres de entre 35 y 64 años a nivel mundial. En Argentina se diagnostican alrededor de 5.000 nuevos casos por año y 1.800 mujeres mueren por esta enfermedad.
