Capello waits for UEFA before Rooney decision

England manager Fabio Capello will decide whether to include Wayne Rooney in his Euro 2012 squad after UEFA’s decision over Thursday’s appeal against his three-match suspension, the Italian said.
The Manchester United striker was sent off for kicking out at defender Miodrag Dzudovic in England’s final qualifier against Montenegro in Podgorica on October7.

Rooney was then suspended for three matches by UEFA, effectively ruling him out of all of England’s Group D matches in June against France, Sweden and co-hosts Ukraine.
The England manager is hoping UEFA show some leniency to Rooney.
«I need to wait and see how the appeal goes this week,» he told reporters after arriving back from the draw for the finals in Kiev.
«I hope Rooney will be there. The sentence, three games, was too much for me and I hope the appeal will help us reduce the sentence.
«I hope he’ll be available for the third game. I hope they understand our lawyer, what Rooney says and what I will say at the committee.»
Capello will be in Basel Wednesday to watch United’s Champions League match against the Swiss champions and will then accompany Rooney to Nyon for the hearing the following day.
Capello had previously indicated he would select Rooney regardless of the outcome of the appeal because he would be eligible from the quarter-finals onwards if England reached the last eight.
Rooney has played 73 times for England, and has scored 28 goals.

African leaders must boost AIDS programmes: Bush

African leaders must ensure that programmes to fight HIV/AIDS on the ravaged continent are successfully carried out, former US president George W. Bush said Sunday.
Bush said at the opening ceremony of the International Conference on AIDS and STIs (ICASA) in Africa that funding from foreign donors such as the US President’s Emergency Plan for Aids Relief (PEPFAR) alone was not enough.
«PEPFAR also relies on African leaders to take responsibility for the success of programs,» he said.
«The developing world must set priorities and there is no greater priority than saving a human life,» he added.
PEPFAR has contributed $1.4 billion to HIV/AIDS programs in Ethiopia since it was launched by Bush in 2003.
Bush also encouraged the US to remain committed to saving lives in the developing world by promoting fighting disease. «Isolationism is always shortsighted,» he said.
HIV/AIDS funding has diminished in recent years due to the global economic recession.
Last week, the Global Fund for HIV/AIDS, malaria and tuberculosis, the leading funding agency for the diseases, said it would not renew funding this year.
«It’s the wrong thing to do from my personal view, it will create a serious problem in terms of putting people on treatment,» the executive director of the UN agency for AIDS Michel Sidibe told AFP.
An estimated 22.9 million people are infected with HIV in sub-Saharan Africa, with the majority of cases in eastern and southern Africa, according to the UN.
The ICASA conference is being held in the Ethiopian capital until December 8 and is expected to attract some 10,000 delegates.

Belgium secures government after record deadlock

PS chairman Elio di Rupo was designated Prime Minister.
Belgium finally secured a government on Monday after record-long talks to form a coalition that promises the most profound state reform in decades and a commitment to restore the country’s finances.
Financial markets have rewarded debt-heavy Belgium by reducing its cost of borrowing sharply since a budget deal sealed a week ago. The government has a mammoth 180-page agreement to put into action, having already lost a year and a half of its four-year term.

The new government must satisfy demands of the Dutch-speaking Flemish majority for devolution of further powers to Belgium’s regions, and may be forced to redraw a budget that economists say is based on too optimistic a growth forecast.
That will be no easy matter. Budget talks themselves dragged on for six weeks and only concluded at the end of an 18-hour session after Standard & Poor’s had cut Belgium’s credit rating to AA from AA+.
The new government retained many of the ministers from the caretaker government of acting prime minister Yves Leterme, albeit in different roles.
Flemish Christian Democrat Steven Vanackere becomes finance minister and francophone Liberal Didier Reynders foreign ministers, a straight job switch.
Di Rupo will be the first native French-speaking prime minister of Belgium since 1979 and the first from the region of Wallonia since 1974, as well as the first son of immigrants and the first openly gay person to be premier of the country.
The more right-leaning Flemish electorate has already expressed concerns about being led by a French-speaking Socialist — and what is more one whose command of Dutch is limited.

Thousands protest against Putin after Russia vote

Russian policemen detain an opposition supporter during a rally.
Several thousand protesters took to the streets on Monday to demand an end to Russian Prime Minister Vladimir Putin’s 12-year rule after voters cut his party’s parliamentary majority in an election that was condemned as unfair by European monitors.
Police said they detained 300 people in Moscow, where they confronted a crowd of 3,000 to 5,000 chanting «Revolution!» and «Russia without Putin» in one of the biggest opposition protests in the capital in years.
Police scuffled with some protesters and formed a line to hem them in and prevent them marching towards the Kremlin. Some managed to break away and head towards the seat of power, but at least 30 were seized before they got there.
The Central Election Commission said the prime minister’s United Russia party was set to have 238 deputies in the 450-seat State Duma after Sunday’s vote, compared with 315 seats in the current lower house.
The result was Putin’s worst election setback since he came to power 12 years ago and signalled growing weariness with his domination of Russian politics as he prepares to reclaim the presidency in an election next March.
President Dmitry Medvedev said Sunday’s election was «fair, honest and democratic,» but European monitors said the field was slanted in favour of United Russia and the vote was marred by apparent manipulations.
The United States has «serious concerns» about the conduct of the election, a White House spokesman said.
The observers said there had been «serious indications of ballot box stuffing» in a harsh verdict on the election that suggested United Russia could have suffered an even bigger decline in support if the voting had been completely fair.
They also said the election preparations «were marked by a convergence of the state and the governing party, limited political competition and a lack of fairness.»
«The country has never seen such a dirty election,» said Communist Party leader Gennady Zyuganov, who dismissed the official results as «theft on an especially grand scale.»

IOC refuse to confirm Havelange resignation

The International Olympic Committee (IOC) have refused to confirm media reports that former FIFA President Joao Havelange has resigned days before an ethics hearing into his conduct.
The head of soccer’s world governing body from 1974-98, Havelange was under an IOC investigation for his links with FIFA’s former marketing agency International Sport and Leisure (ISL).

«We intend to let the procedure take its correct course,» IOC Director of Communications Mark Adams told Reuters on Monday.
Adams refused to confirm whether or not the 95-year-old Brazilian, the IOC’s longest-serving member, had stepped down as the BBC reported Sunday.
The BBC said the IOC case to deem whether or not Havelange had violated IOC ethics rules was likely to be dropped.
ISL went bankrupt in 2001 with debts of around $300 million. A BBC Panorama television program alleged in 2010 that Havelange had accepted money from ISL for granting lucrative World Cup contracts.
Havelange, who joined the IOC in 1963, still enjoys considerable respect within the organization.
He was part of Rio de Janeiro’s successful bid to host the 2016 Olympics, urging his fellow IOC members in an emotional final address before the vote to come and celebrate his 100th birthday in Brazil.
Havelange is one of three IOC members, including world athletics boss Lamine Diack and Issa Hayatou of Cameroon, to have been linked with the ISL affair.
The IOC’s executive board is due to meet later this week to discuss the ethics commission’s findings into the three members and announce sanctions if deemed necessary.
These could range from a temporary suspension to expulsion from the Olympic body.
The last IOC member to resign instead of facing expulsion was one-time presidential candidate Kim Un-yong, who stepped down in 2005.
The IOC has sought to crack down on corruption following the 2002 Salt Lake City Olympics bribery scandal that led to four members being expelled and several others sanctioned.

Obama, fellow Democrats push tax cut extension

US President Barack Obama speaks on payroll tax cuts.
US President Barack Obama cranked up pressure on congressional Republicans on Monday to extend a payroll tax cut, and his fellow Democrats proposed to fund it with spending cuts and a «tiny surtax» on the rich.
Speaking at the White House, Obama said the popular tax break needs to be renewed for the sake of millions of Americans and the weak US economy.
«Although the unemployment rate went down last month, our recovery is still fragile,» Obama said in calling for renewal of the payroll tax cut set to expire at the end of this month.
At same time, Senate Majority Leader Harry Reid announced a new modified proposal that covers the cost of an extension with a «mixture of spending cuts» and a «tiny, tiny surtax» on the wealthiest citizens.
Though Reid did not immediately provide details, he said, «This is a serious proposal and Republicans should take it seriously.»
Citing public support, Reid said, «Republicans in Congress dismiss it at their peril.»
There was no immediate response from Republicans in the Senate or the House of Representatives, who have been struggling to find a unified position.
Earlier this month, Republicans were reluctant to embrace Obama’s call to extend the payroll tax cut, voicing concerns about the cost and whether it would stimulate the economy.
But with fears of a political backlash in the run-up to the November 2012 presidential and congressional elections, at least some of their leaders decided to push for an extension – provided an agreement can be reached on how to pay for it.
Without congressional action by Dec. 31, the payroll tax that workers pay to help fund the Social Security retirement program would revert to 6.2 percent, up from the current 4.2 percent tax. On average, it would cost American families about $1,000 a year.
A simple extension of current payroll tax cut for workers would cost about $110 billion next year.

Messi on Ballon d’Or shorlist with Xavi and Ronaldo

Lionel Messi is on course for a record-equalling third consecutive Ballon d’Or, soccer’s highest individual award, after the Argentine forward was among the three shortlisted nominees named.
Messi’s Barcelona team mate Xavi and Real Madrid’s Cristiano Ronaldo were also shortlisted.
Messi, who won the Ballon d’Or in 2009 and 2010, will be the favourite to complete a hat-trick of titles after his man-of-the-match performance helped the Spanish side beat Manchester United in the Champions League final in May.
Former France international and current UEFA President Michel Platini won the Ballon d’Or for three consecutive years from 1983.
Last year, the FIFA Player of the Year and the Ballon d’Or awards merged into the FIFA Ballon d’Or and votes now come from the coaches and captains of international teams as well as from journalists.
The winner will be announced on January 9 in Zurich with 1987 Ballon d’Or winner Ruud Gullit of Netherlands presiding over the ceremony.

Global shares lose steam on downgrade worries

Global stocks and the euro cut gains on Monday as a report that euro zone countries faced a warning over a possible downgrade offset optimism that policymakers could reach a credible solution to the sovereign debt crisis.

Standard & Poor’s has warned Germany, France and four other AAA-rated euro zone countries that they might get downgraded in the next 90 days, the Financial Times reported.
The Dow Jones industrial average was up 57.97 points, or 0.48 percent, at 12,077.39. The Standard & Poor’s 500 Index rose 10.91 points, or 0.88 percent, to 1,255.19. The Nasdaq Composite Index gained 26.55 points, or 1.01 percent, to 2,653.48.
European stocks rose to a five-week closing high, after French president Nicolas Sarkozy and German chancellor Angela Merkel agreed on a range of measures to help resolve the euro zone debt crisis.
The FTSEurofirst 300 index of top European shares rose 0.8 percent to 993.27 points, the highest close since Oct. 31 and following last week’s 8.5 percent jump, on growing optimism that action will be taken to stem the crisis.
In Asia, the Nikkei stock average edged higher today to build on last week’s hefty gains, helped by improved sentiment towards the European debt crisis although uncertainty about how markets will assess Italy’s new austerity plan capped the upside.
The Nikkei rose 0.6% to 8,695.98, adding to its 6% gain last week and jumping above its 25-day moving average of 8,573. The broader Topix also added 0.6% to 748.61.

Human rights key in combating AIDS among gay men: WHO

Vast improvements in human rights and access to treatment are needed to protect gay men against HIV/AIDS, the World Health Organisation (WHO) said Monday.
«If you want to achieve zero new infections, you have to address the human rights issues,» WHO official Ying-Ru Lo said after a meeting about infection rates among gay men at the International Conference for AIDS and sexually transmitted infections in Africa (ICASA).
She said stigmatisation and high levels of discrimination blocked access to AIDS treatment, boosting infection rates among gay men in developing countries.
«We must ensure the well-being of the most marginalised groups,» she added.
Men who have sex with men are 19 times more likely to contract HIV/AIDS in lower income countries, according to a 2011 WHO report.
Africa is the region hardest hit by epidemic.
Homosexuality is illegal in more than 75 countries of the world, and is widely considered taboo in Africa.
The director general of the African Medical and Research Foundation, Teguest Guerma, said it would take time to create laws protecting gay rights, but speaking openly about homosexuality was a crucial first step.
«In the past they were really underground, at least now they are coming to the surface,» she said.
The ICASA conference in the Ethiopian capital has scheduled three sessions concerning the rights of homosexuals affected by HIV/AIDS, before closing on Thursday.

Neymar doesn’t hide sympathy for Barça

Santos forward Neymar has publicly stated that he wants Barcelona FC to beat Real Madrid in next Saturday’s Spanish derby due to the Brazilian players within tha Catalonian side.
The 19-year-old has been perennially linked with both Spanish sides, but says that he would prefer Josep Guardiola’s team because of his countryfellows Dani Alves and Adriano.

“I am very fond of Dani Alves and I always support him. I’m going with Daniel and Adriano,” the 19-year-old told reporters.
«Barca are the best team in the world. They all play the ball. Xavi, Iniesta and Messi are crucial and I hope to play with them live.»
The Brazilian starlet also looked forward to the Club World Cup in Japan, where his Santos side could meet Guardiola’s European champions.

Tiger ends two-year title drought with Chevron win

Tiger Woods ended a frustrating victory drought of just over two years when he clinched the Chevron World Challenge which he hosts by one shot, holing a six-foot birdie putt at the last.
A stroke behind fellow American Zach Johnson overnight, Woods fired a three-under-par 69 at Sherwood Country Club to claim the 95th tournament win of his career — but his first since the 2009 Australian Masters.

Woods, whose world ranking plummeted from number one to 52nd while he struggled for fitness and form over the last two years with his private life in tatters, came from one shot behind with two holes to play to post a 10-under total of 278.
He drained a 15-footer at the par-three 17th before coolly knocking in a six-footer on the 18th green and then celebrating with a roundhouse sweep through the air with his right arm.
«It feels great to go basically head-to-head against Zach all day,» a jubilant Woods told reporters after his spectacular birdie-birdie finish ended a run of 26 tournaments around the world without victory.
«Zach put a lot of pressure on me. He turned the tide (on 16), next thing I am one down playing the last couple of holes. Then I made two good putts.»
Asked to describe his feelings after ending his lengthy title drought, 14-times major champion Woods replied: «It feels awesome, whatever that is.
«I know it’s been a while, but also for some reason it feels like it hasn’t (been a while) because when I was coming down the stretch there I felt so comfortable.
«Was I nervous? Absolutely. I’m always nervous in that position but it’s a comfortable feeling, and I enjoy being in that position,» added Woods, who will rise to 21st when the new world rankings are issued on Monday.
Johnson, seeking his first victory since last year’s Colonial Invitational, had to settle for second place in his effective head-to-head with Woods after closing with a 71.
Britain’s Paul Casey, who opened with a 79 in Thursday’s wind-buffeted opening round, signed off with a 69 to secure third place at five under.

Planet in sweet spot of Goldilocks zone for life

WASHINGTON (AP) — A newly discovered planet is eerily similar to Earth and is sitting outside our solar system in what seems to be the ideal place for life, except for one hitch. It’s a bit too big.
The planet is smack in the middle of what astronomers call the Goldilocks zone, that hard to find place that’s not too hot, not too cold, where water, which is essential for life, doesn’t freeze or boil. And it has a shopping mall-like surface temperature of near 72 degrees, scientists say.
The planet’s confirmation was announced Monday by NASA along with other discoveries by its Kepler telescope, which was launched on a planet-hunting mission in 2009.
That’s the first planet confirmed in the habitable zone for Kepler, which had already found Earth-like rocky planets elsewhere. Twice before astronomers have announced a planet found in that zone, but neither have been as promising.
«This is a phenomenal discovery in the course of human history,» Geoff Marcy of University of California, Berkeley, one of the pioneers of planet-hunting outside our solar system, said in an email. «This discovery shows that we Homo sapiens are straining our reach into the universe to find planets that remind us of home. We are almost there.»
The new planet — named Kepler-22b — has key aspects it shares with Earth. It circles a star that could be the twin of our sun and at just about the same distance. The planet’s year of 290 days is even close to ours. It likely has water and rock.
The only trouble is the planet’s a bit big for life to exist on the surface. The planet is about 2.4 times the size of Earth. It could be more like the gas-and-liquid Neptune with only a rocky core and mostly ocean.
«It’s so exciting to imagine the possibilities,» said Natalie Batalha, the Kepler deputy science chief.
Floating on that «world completely covered in water» could be like being on an Earth ocean and «it’s not beyond the realm of possibility that life could exist in such an ocean,» Batalha said in a phone interview.
Kepler can’t find life itself, just where the conditions might be right for it to thrive. And when astronomers look for life elsewhere they’re talking about everything ranging from microbes to advanced intelligence that can be looking back at us.
So far the Kepler telescope has spotted 2,326 candidate planets outside our solar system with 139 of them potentially habitable ones. Even though the confirmed Kepler-22b is a bit big, it is still smaller than most of the other candidates. It is closest to Earth in size, temperature and star than either of the two previously announced planets in the zone.
The confirmation of one of two, though, has been disputed. The latest discovery has been confirmed several ways, including by two other telescopes.
Earlier this year, a European team of astronomers said they had confirmed another planet in the habitable zone, but that one was hot and barely on the inside edge of the habitable zone.
For Marcy, who is on the Kepler team, the newest planet is a smidgen too large. But, «that smidgen makes all the difference,» he said.
Because its size implies that it’s closer to Neptune in composition than Earth, «I would bet my telescope that there is no hard, rocky surface to walk on,» Marcy said.
Chief Kepler scientist William Borucki said he thinks the planet is somewhere between Earth and gas-and-liquid Neptune, but that it has a lot of rocky material. It’s in a size range that scientists don’t really know anything about. Measurements next summer may help astronomers have a better idea of its makeup, he said.
The planet is 600 light years away. Each light year is 5.9 trillion miles. It would take a space shuttle about 22 million years to get there.
Kepler spots a planet when it passes in front of its star. NASA requires three of those sightings before it begins to confirm it as a planet. Borucki said the third sighting for 22b happened a year ago, just before the telescope shut down for a while. It took several months to finish the confirmation.
«It’s a great gift,» Borucki said. «We consider this sort of our Christmas planet.»

De Mendiguren asks CFK to improve income distribution

The head of the Argentine Industrial Argentina (UIA in Spanish), José de Mendiguren, referred to the ongoing discussion between businessmen and workers over the profit share bill project and said that “the President Cristina Fernández de Kirchner never filed the project or said no to the initiative.”
Likewise the lobbyst remarked that “All she (Fernández de Kirchner) said is that it must be debated between our sectors (businessmen and workers).”

On radio conversations, Mendiguren evaluated “I don’t think for any reason the President, knowing her and her personal history, will be in favour of the business sector and against the workers. I just see her trying to bring some order the house”, and then aimed his canons to the national government and remarked, “What concerns us is the income distribution. Sharing company profits is just another tool, but if the income distribution improves then we (businessmen) will have more market to land on. But if salaries are no good, then we can’t sell anything.”
In that sense, de Mendiguren wondered: “Where is the greatest delay in terms of income distribution in Argentina? Is that within the formal sector? No, it’s not. It is all in the informal sectors. If that’s the biggest propblem, let’s work all together –State, workers and businessmen– to put an end to unregistered work.”
To end, the lobbyst remarked: “The companies that are legal have to deal with a totally unfair competition coming from the unregistered sector in which employers only register a quarter of what they pay to workers. I don’t see the CGT Labour Confederation worried about that.”

‘I’m ready to face any uncomfortable situations during swearing-in ceremony,’ Cobos

Vicepresident Julio Cobos confirmed today that he’ll be part of the swearing-in ceremony of relected president Cristina Fernández de Kirchner, and that he is “ready to face any uncomfortable situation that may happen.”
Cobos’ statement came after many Kirchnerites militants had suggested that the Vice President, who they considered a traitor after having voted against a government’s grains export tax law in 2008, could experience a living hell if he dares to attend the swearing-in ceremony.
Besides any critiques thrown against my person, I hope maturity will reign that day, but I’m ready to face any uncomfortable moment.”
Likewise, Cobos referred o the late rumour indicating that he might end swearing in elect Vice President Amado Boudou so the current Economy Minister could then swear in Fernández de Kirchner, thus avoiding any interaction between him and the Head of State, “I have no idea if that’s what’s going to happen, but to my concern it will be greatto have such a collaboration.”
To end, the former governor of Mendoza province asked for God to “enlighten the new elect presidential couple”, and indicated that that the President is “as happy for having won the presidential election as he is for having kept his promise of going until the end of his mandate even though the clear discrepancies with the President and her cabinet.”

Memorable 1971 race winner Gethin dies at 71

British racing driver Peter Gethin, winner of Formula One’s closest race at Monza in 1971, has died at the age of 71.
The official formula1.com website said Gethin had passed away after a long illness.
The 1971 Italian Grand Prix was Gethin’s sole triumph in Formula One and, in only his second race for BRM, he won it from Sweden’s Ronnie Peterson by just 0.01 of a second in a four-car dash to the line with the top five all finishing within 0.61.
At the time, the race was also the fastest ever with Gethin winning with an average speed of 150.755 mph.
Gethin made his Formula One debut with McLaren in 1970 at the age of 30 and weeks after the death of the team’s founder Bruce McLaren.
He switched to BRM during the 1971 season after that team’s Mexican driver Pedro Rodriguez was killed in a sportscar race in Germany.
Gethin scored just one more championship point after the 1971 win and ended his Formula One career with a one-off drive at his home grand prix in 1974.
