The second day of parliamentary debate over the overhaul of Argentina’s Civil and Commercial code started this morning and ended at noon with Kirchnerites clearing the bill so it can be addressed on November 27 at the Senate.
The Lower House Constitutional Affairs and General Legislation committees discussed the government-brokered bill. The main point of controversy is the so-called civil liability of the state bill.
Yesterday, opposition MPs said they might support the reform and unification of the codes if the ruling Victory Front (FpV) included the civil liability of the state as part of the overhaul, rather than as a separate bill.
The government aims at limiting the state’s legal responsibilities and liabilities when facing cases of licit or illicit acts that affect citizens or companies.
Out of the 30 members of the two-chamber committee, 16 either belong to the Kirchnerite bloc or respond to the government, thus setting the bill for an easy passing today.
